HomeMy WebLinkAbout1994.03.21 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MARCH 21, 1994 CALL TO ORDER The meeting was called to order at 8 00 P M by Joyce DeFelice, Mayor ROLL CALL By Deputy City Clerk Councilmembers present Joyce DeFelice, Michael Garrison, Edgar Hargrow, Chris Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Also present Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, David McDonald, Community Development Director, Dennis Wright, City Engineer, Jim Ajax, Public Works Director, and Kurt Luhrs, Administrative Assistant PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Lathim Motion carried unanimously Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meetmg held March 7, 1994 B) Bills and Communications To approve General Claims in the amount of $821,034 25 ($14,765 75 being in the form of Wire Transfer Nos 2863 and 2864, and $806,268 50 consisting of Claim Warrants numbered 85464 through 85727) C) Pigeon Abatement Program To authorize the City Manager to enter into an agreement with the Animal Damage Control Division of the USDA for pigeon abatement services D) Resolution No 2119 To approve Resolution No 2119, fixing 8 00 p m, April 18, 1994, as the time and place for a public hearing to consider the proposed vacation E) Resolution No 2120 To approve Resolution No 2120, fixing 8 00 p m, April 18, 1994, as the time and place for a public hearing to consider the proposed vacation PROCLAMATION AND ACKNOWLEDGMENTS None VISITORS None PUBLIC HEARINGS None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO. 3005 AN ORDINANCE RELATING TO LAND USE AND VEHICLE PARKING, AMENDING BOTH TITLE 22 AND TITLE 10 MINUTES REGULAR MEETING PASCO CITY COUNCIL MARCH 21, 1994 ENACTING NEW PROVISIONS FOR RECREATIONAL VEHICLE PARKING WITHIN THE COMMUNITY MOTION Ordinance No 3005, was read by title only Mr Garrison moved to adopt Ordinance No 3005, amending PMC Chapters 10 52 and 22 84 regulating RV storage on public rights-of-way Mr Jensen seconded the motion Motion carried unanimously ORDINANCE NO. 3006 AN ORDINANCE CHANGING THE NAME OF A STREET HERETOFORE KNOWN AS BROADMOOR ROAD MOTION Ordinance No 3006, was read by title only Mr Garrison moved to adopt Ordinance No 3006, changing the name of Broadmoor Road to Broadmoor Parkway Mr Lathim seconded the motion Motion earned unanimously ORDINANCE NO. 3007 AN ORDINANCE AMENDING ORDINANCE NO 2348 CONCERNING BUS ZONES, AND AMENDING SECTION 10 52 060 TO THE PASCO MUNICIPAL CODE MOTION Ordinance No 3007, was read by title only Mr Garrison moved to adopt Ordinance No 3007, concerning the approval process for bus stops Mr Hargrow seconded the motion Motion carried unanimously RESOLUTION NO. 2121 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DECLARING ITS INTENTION TO ORDER THE IMPROVEMENT OF BROADMOOR PARKWAY, BETWEEN ROAD 100 AND ROAD 68 AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS A PART OF THE COST AND EXPENSE OF CARRYING OUT THOSE IMPROVEMENTS AGAINST THE PROPERTIES SPECIALLY BENEFITED THEREBY, AND NOTIFYING ALL PERSONS WHO DESIRE TO OBJECT TO THE IMPROVEMENTS TO APPEAR AND PRESENT THEIR OBJECTIONS AT A HEARING BEFORE THE CITY COUNCIL TO BE HELD ON APRIL 18, 1994 MOTION Resolution No 2121, was read by title only Mr Jensen moved to approve Resolution No 2121, declaring Council's intention to create an LID for the improvement of Broadmoor Parkway between Road 68 and Road 100 and, further, to set Monday, April 18, 1994, at 8 00 p m, in the Pasco City Council Chambers, as the time and place for a public hearing on this matter Mr Strode seconded the motion Motion earned unanimously UNFINISHED BUSINESS None NEW BUSINESS Architectural Contract for Multi-Modal Facility MOTION Mr Garrison moved to accept the Professional Services Agreement with Rust Environment and Infrastructure, Inc , for Multi- Modal Facility Planning Assistance, and authorize the City Manager to sign the agreement Mr Hargrow seconded the motion Motion carried unanimously 2- Ce- eFelice, Mayor MINUTES REGULAR MEETING PASCO CITY COUNCIL MARCH 21, 1994 MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Hanford Communities Interlocal Agreement Mr Crutchfield explained that the city managers of the three cities have been exploring the idea of sharing the cost of one staff person who would be responsible for collecting and disbursing information on the activities at the Hanford Reservation If was felt that this position would keep the three cities up to speed on the issues and allow participation in the decision-makmg process rather than fmdmg out after the fact MOTION Mr Kilbury moved to endorse the Hanford Communities Interlocal Agreement Mr Garrison seconded the motion Motion carried unanimously ADJOURNMENT No further business, the meeting was adjourned at 8 18 P M ATTEST Cathenne D Seaman Deputy City Clerk PASSED and APPROVED this day of 4pri J , 1994 3
