PASCO CITY COUNCIL
SPECIAL MEETING JANUARY 31, 1994
CALL TO ORDER
The meeting was called to order at 7 30 P M by Joyce DeFehce,
Mayor
ROLL CALL
By City Manager Councilmembers present Joyce DeFelice, Michael
Garrison, Edgar Hargrow, Chns Jensen, Charles Kilbury, Dan Lathim,
and Carl Strode Also present Gary Crutchfield, City Manager, Greg
Rubstello, City Attorney, and Kurt Luhrs, Admmistrative Assistant
NEW BUSINESS
TRAC Agreements with Franklin County Mr Crutchfield explained
that the Interlocal Agreement specifies that the City will be a partner
with the County by way of contributing 50% of the debt service
required to amortize the $2 4 million bond issue anticipated to be
issued by the County Commissioners The Operating Agreement is a
30 year commitment on the part of the City The bond issue will be a
20 year issue The Financing Lease is a formal document which
outlines the legal relationship between the City and the County with
respect to the City's payment of part of the County's debt service for
that bond issue
The design of the facility, the construction budget and the operating
budget, will be managed by the County since they own the land and are
handling the State funds and are issuing the Commissioner bonds, etc
Their decisions will be subject to prior advice and recommendation
from an advisory board, which will be a committee of seven Three
appointed by the City and three appointed by the Commissioners, one
of whom must be a resident of the North Franklin or Kalotus School
District to assure some North Franklin County representation, these
six members will select a seventh member
The management of the facility will be conducted by the County
through a manager The budget will be developed annually All
revenues from the use of the facility will go into the operating budget
and will defray some of the expenses for the facility The net
operating cost each year will have to be covered 50/50 by the City and
the County
The Ground Lease commits the County to lease approximately 30 acres
for recreational purposes to be determined by the City, specifically a
soccer/softball complex It specifically excludes professional sports
without prior consent of the County The development of the
recreation area will be at the sole cost and expense of the City The
County has agreed to charge a dollar per year for rent for the ground
with the understanding that they can give the City 2 years written
notice to release all or any part of the property and reimburse the City
for the undepreciated cost of improvements
RESOLUTION NO. 2109
A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
APPROVING AND AUTHORIZING THE EXECUTION OF AN
INTERLOCAL COOPERATION AGREEMENT BETWEEN
FRANKLIN COUNTY AND THE CITY OF PASCO RELATING TO
THE TRAC PROJECT
MOTION Mr Kilbury moved to adopt Resolution No 2109 Mr
Garrison seconded the motion

MOTION Mr Kilbury moved to amend Resolution No 2109 in the
Resolve section to replace the word City Manager with the word
Mayor Mr Garrison seconded the motion Motion carried
unanimously

No further business, the meeting was adjourned at 7 50 P M
