By Deputy City Clerk Council Members present were Joyce DeFelice, Michael Garnson, Edgar Hargrow, Chris Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Also present were Greg Rubstello, City Attorney, Dennis Wright, City Engineer, Dave McDonald, Community Development Director, and Kurt Luhrs, Administrative Assistant PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance. CONSENT AGENDA MOTION. Mr Garrison moved to approve the Consent Agenda Seconded by Mr Lathim Motion carried Consent items are as follows A) Approval of Minutes. To approve minutes of Regular Meeting held December 21, 1992 B) Bills and Communications To approve General Claims in the amount of $121,982 36 ($44,027 92 being in the form of Wire Transfer Nos 2782 and 2783; and $77,954 44 consisting of Claim Warrants numbered 79504 through 79508 and 79534 through 79633) (1992 Expenditures) To approve General Claims in the amount of $19,788 48 consisting of Claim Warrants numbered 79509 through 79533 (1993 Expenditures) To approve Payroll Claims in the amount of $504,921 87, Payroll Vouchers Nos 28554 through 28742, and 28743 through 28933 C) Special Permit Auto Sales in C-1 Zone - Northeast Corner of 10th Avenue and Washington Street (MF #92-57-SP) To approve the special permit for an auto sales facility on Lots 11 and 12, Block 24, Riverside Addition PROCLAMATION AND ACKNOWLEDGMENTS Certificate of Appreciation to Our Lady of Lourdes Health Center Mayor DeFelice presented a Certificate of Appreciation to Mr Tom Corley, Hospital Administrator for Our Lady of Lourdes Health Center, in recognition of their invaluable contribution in recruiting medical professionals to our community Mr Corley addressed Council and expressed his appreciation, on behalf of Our Lady of Lourdes Health Center, and stated that it has been a pnvilege to serve the community VISITORS* None MINUTES REGULAR MEETING PASCO CITY COUNCIL REPORTS FROM COMMITTEES LES AND/OR OFFICERS Mayor's Activity Report No report given Visitor and Convention Bureau Board Meeting - December 22. 1992 Mr Strode reported that the main topic of discussion was the draft letter to the Council regarding the funding of the Bureau and the support of the Executive Board of the TRAC Project, however, the Bureau has decided not to endorse the assessment of additional hotel/motel taxes for it's construction After a general discussion it was Council's recommendation that, due to the Bureau's decision to withhold their support of the City's request to the Legislature for the 2% funding, a small committee should meet with the Bureau's Executive Board to discuss this issue PUBLIC HEARINGS' Banning Parking on Shoshone Street between 22nd and 23rd Avenues. Mr Dennis Wright, Engineer, addressed Council and noted for the record that notice of the public hearing was published as required by law and the affected property owners were notified by mail of the Public Hearing MAYOR DEFELICE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER THE REMOVAL OF PARKING ON SHOSHONE STREET BETWEEN 22ND AVENUE AND 23RD AVENUE Mr John Kelch, address not given, addressed Council to explain that as the developer of Kelch Addition he put in the streets, the sewer and water at his own expense The thing that is now bothenng him is the fact that residents are coming in on Yakima Street to get to the apartments in that area and Shoshone Street is being used for a parking area Mr Kelch wanted to know why there is no access to the apartments on the west'? Ms Velma BeeBee, of 2200 West Shoshone Street, addressed Council and explained that the cars that are causing the problems are from the apartment complex she manages She doesn't feel the parking should be banned and that signs should be put up and lines painted on the street to provide for parallel parking Mr Earl Wash, of 500 North 24th Avenue (the manager of Americana Apartments), addressed Council and explained that he put up the chain link fence to stop through traffic in an attempt to make it safer for everybody and to slow down traffic He also felt that the traffic going through that area, and the residents parking there, wasn't that much of a problem and that parking should be controlled by use of parallel parking Ms Mary Wash, of 500 North 24th Avenue (the manager of Americana Apartments), addressed Council and explained that she felt banning parking was unnecessary and that parallel parking would take care of the problem. Ms Myrtle Hendricks, no address given, addressed Council and expressed her support for the ban on parking Ms Doro Horton, of 401 North 23rd Avenue, addressed Council and expressed her support for the ban on parking She felt it was necessary to ensure the safety of the residents in the community and make it possible for residents to go walking or children to play outside. JANUARY 4, 4993.:; -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL JANUARY 4, 1993 Mr Jack Haight, of 402 North 23rd Avenue, addressed Council and explained that he has seen semi-tractors and trailers come into the area looking for a way through to another street where they need to make a delivery When they discover they can't get through they try to back track or turn around, however, with cars parked incorrectly and blocking the road in that area it is impossible to safely maneuver a vehicle of this size Mr Mike Clark, of 305 North 23rd Avenue, addressed Council and stated that he didn't want to see parking banned on his side of the street and that it was a shame this was happening because of the problems caused by a few people He felt that parallel parking would resolve this problem Mr Al Hendricks, of 306 North 22nd Avenue, addressed Council and explained that there is plenty of parking lots for the apartment complexes and there shouldn't be any need for anyone living there to park on the street. Mr Art Long, of 314 North 23rd Avenue, addressed Council and stated that it was his experience that whenever an apartment complex was built the owner would be required by law to provide so many parking spaces per unit He also felt that parallel parking would not work on Shoshone Street because, even with diagonal parking, the vehicles have been parking too many too deeply and, therefore, he supported a ban on all parking Ms Helen Massey, no address given, addressed Council in support of parallel parking Following three (3) calls from Mayor DeFelice for further comments from the floor, either for or against, the public hearing was declared closed Mr Wright addressed some of the concerns mentioned by those residents who spoke during the public hearing and explained that parking a semi-tractor on the streets in question would be illegal and the majority of the traffic/speeding is coming from the Horizon Apartments as they have no other access into their complex He explained that in order to have parallel parking some form of a barrier would have to be constructed to keep residents from parking on the grass or otherwise haphazardly parking It would also have to be posted Mr Kilbury asked Mr McDonald how many parking spaces were required per unit by city code and was told that two spaces per unit are required He stated that he would support banning parking on both sides of Shoshone Street Mr Garrison stated that he would support banning parking on the north side of Shoshone Street and finding some way of policing the parallel parking on the south side of Shoshone Street if the apartment owner would provide a barrier to show where the edge of the street is Mr. Lathim stated he felt signs stating there was no access would help alleviate the problem as well as additional access to the apartment complexes Mr. Strode stated that he would support banning parking on the south side of Shoshone Street and would also hope that some signs could be installed that would prohibit truck traffic through this area Mr Hargrow also felt he could support the banning of parking, but on the north side of Shoshone Street - 3 - MINUTES REGULAR MEETING PASCO CITY COUNCIL JANUARY 4, 1993 Ordinance No. 2918 AN ORDINANCE RELATING TO PARKING ON SHOSHONE STREET AND AMENDING SECTION 10 56 080 OF THE PASCO MUNICIPAL CODE. MOTION • Ordinance No 2918, was read by title only Mr Strode moved to adopt Ordinance No 2918, amending Section 10 56 080 of the Pasco Municipal Code thereby banning parking on both sides of Shoshone Street from 22nd Avenue to 23rd Avenue. Mr Jensen seconded the motion. Motion earned by roll call vote Yes - Lathim, Jensen, Kilbury, and Strode, No - DeFelice, Garnson, and Hargrow ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS. Resolution No. 2056 A RESOLUTION OF THE PASCO CITY COUNCIL, DECLARING ITS INTENTION TO ORDER THE IMPROVEMENT OF A CERTAIN ALLEY THE IMPROVEMENT OF WHICH IS TO BE PAID IN FULL OR IN PART BY THE LEVY AND COLLECTION OF ASSESSMENTS UPON THE PROPERTY WITHIN THE PROPOSED IMPROVEMENT DISTRICT DESCRIBED HEREIN, AND NOTIFYING ALL PROPERTY OWNERS WHO MAY DESIRE TO OBJECT THERETO TO APPEAR AND PRESENT THEIR OBJECTIONS AT A PUBLIC HEARING OF THE CITY COUNCIL TO BE HELD FEBRUARY 1, 1993 MOTION Resolution No 2056, was read by title only Mr Garnson moved to adopt Resolution No 2056, declaring the City of Pasco's Intention to order the construction of street Improvements to the alley located north of Court Street and south of Ruby Street between 19th Avenue and 20th Avenue, for which the adjacent properties will be assessed and, further, to set Monday, February 1, 1993, as the date for a public heanng on this matter Mr Lathim seconded the motion. Motion carried Resolution No. 2057 A RESOLUTION APPROVING A PRELIMINARY PLAT FOR DESERT OASIS MOTION Resolution No 2057, was read by title only Mr Garnson moved to adopt Resolution No 2057, approving a preliminary plat of Desert Oasis Mr Lathim seconded the motion Motion carried UNFINISHED BUSINESS None NEW BUSINESS Accepting Quit Claim Deed from Glacier Park Company for Road 68 Right-of-Way MOTION Mr Strode moved to accept the Quit Claim Deed of the Glacier Park Company for the land underlying Road 68 in Section 9, Township 9 North, Range 29 E W M Mr. Garrison seconded the motion Motion earned MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL None -4 MINUTES PASCO CITY COUNCIL JANUARY 4, 1993 REGULAR MEETING ; ADJOURNMENT No further business, the meeting was adjourned at 9 30 P M Joy elice, Mayor ATTEST Catherme D Seaman Deputy City Clerk PASSED and APPROVED this QS day of -3-0.M , 1993 r - 5 -
