PASCO CITY COUNCIL
SPECIAL MEETING JANUARY 25, 1993
CALL TO ORDER
The meeting was called to order at 8 00 P M by Joyce DeFelice,
Mayor
ROLL CALL
By Deputy City Clerk Council Members present were Joyce DeFelice,
Michael Garnson, Edgar Hargrow, Chns Jensen, Charles Kilbury, and
Dan Lathim (Absent Carl Strode, excused) Also present were Gary
Crutchfield, City Manager, Greg Rubstello, City Attorney, and Kurt
Luhrs, Administrative Assistant
PLEDGE OF ALLEGIANCE
The meeting was opened with the Pledge of Allegiance
CONSENT AGENDA
MOTION Mr. Garrison moved to approve the Consent Agenda
Seconded by Mr Lathim Motion carried Consent items are as
follows
A) Approval of Minutes To approve minutes of Regular Meeting held
January 4, 1993
B) Bills and Communications • To approve General Claims in the
amount of $498,274 01 ($55,107 66 being in the form of Wire
Transfer Nos 2784 and 2785, and $443,166 35 consisting of
Claim Warrants numbered 79634 through 79741).
C) Interlocal Cooperation Agreement for Implementation of Solid
Waste and Moderate Risk Waste Plans To approve the Interlocal
Cooperation Agreement between Franklin County and the City of
Pasco for Implementation of Solid Waste and Moderate Risk Waste
Plans

REPORTS FROM COMMITTEES AND/OR OFFICERS
Mayor's Activity Report Mayor DeFelice reported that on January
16th, gave welcoming remarks at the Martin Luther King Spint Award
Banquet
On January 18th, attended a bell-ringing ceremony in honor of Dr
Martin Luther King, Jr at Columbia Basin College
Pasco Downtown Development Association Board Meeting - January 5.
1993 Mr Kilbury reported that the Association considered the
provision of a set of criteria for reinstatement of revoked business
licenses Discussion centered on felony convictions where the
business was involved in the crime and it was felt that permanent
revocation, with no opportunity for reinstatement, would be
appropriate. In cases where other types of revocation are involved, a
minimum of one year was felt to be appropriate

Liberty Theater Renovation Committee Meeting. January 6. 1993 Mr
Hargrow reported that discussion centered around the approach to be
taken on the feasibility study and how to gain support from the
community
Air Pollution Control Board Meeting - January 7. 1993 Mr Hargrow
reported that a resolution was established for a petty cash fund There
was also a resolution to change the four day work week to a five day
work week Adopted the Dept of Ecology salary schedule for staff
members.
Parks and Recreation Advisory Council Meeting - January 7. 1993
Mayor DeFelice reported that discussion centered on capital
improvement projects for 1993
Senior Citizens Advisory Committee Meeting - January 11. 1993
Mayor DeFelice reported that she was unable to attend the meeting
Task Force For a Safe Community Meeting - January 12. 1993 Mr
Lath= reported, as alternate for Mr Jensen, that after committees
gave their reports there was discussion on the Executive Director's
position, which looks close to becoming a reality.
BFRC Tr-MATS RTPO Policy Advisory Committee Meeting - January
14. 1993 Mr Kilbury reported that the following projects were
adopted m order of priority. Kennewick's Edison Street/Canal Drive
to 395, Pasco's East "A" Street from Cedar to SR-12, and Richland's
Keene Road Improvement from Silverwood to Kennedy Road Franklin
County's Six-Year Road Plan was adopted
B F Transit Board Meeting - January 14. 1993 Mr Garrison reported
that the meeting was postponed and he was unable to attend
B F Regional Council Meeting Mr Kilbury reported that the consent
calendar was adopted along with the 1993 expenditure budget and the
Council agreed to the Tri-City Commercialization Partnership

Ordinance No. 2919
AN ORDINANCE CONCERNING WAGES FOR CERTAIN
PERSONNEL (NON-REPRESENTED) FOR THE CALENDAR YEAR
1993, AMENDING ORDINANCE NO 2915, WHICH PASSED ON
DECEMBER 21, 1992
MOTION. Ordinance No 2919, was read by title only. Mr Garrison
moved to adopt Ordinance No 2919, concerning wages for certain
personnel (non-represented) for the calendar year 1993, and
amending Ordinance No 2915, which passed on December 21, 1992
Mr Lathim seconded the motion Motion carried
Ordinance No. 2920
AN ORDINANCE CONCERNING THE SALARIES AND WAGES
FOR MANAGEMENT POSITIONS FOR THE CALENDAR YEAR
1993, AMENDING ORDINANCE NO 2916, WHICH PASSED ON
DECEMBER 21, 1992.

MOTION Ordinance No 2920, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 2920, concerning the salanes and
wages for management personnel for the calendar year 1993, and
amending Ordinance No 2916, which passed on December 21, 1992
Mr Lathim seconded the motion Motion carried.
