PASCO CITY COUNCIL
REGULAR MEETING FEBRUARY 16, 1993
CALL TO ORDER
The meeting was called to order at 8 00 P M by Joyce DeFelice,
Mayor
ROLL CALL:
By Deputy City Clerk Council Members present were. Joyce DeFelice,
Michael Garnson, Edgar Hargrow, Chris Jensen, Charles Kilbury, Dan
Lathim, and Carl Strode Also present were Gary Crutchfield, City
Manager, Greg Rubstello, City Attorney; Webster Jackson,
Personnel/Purchasing; Dennis Wnght, City Engineer, David McDonald,
Director of Community Development, and Kurt Luhrs, Administrative
Assistant
PLEDGE OF ALLEGIANCE
The meeting was opened with the Pledge of Allegiance
CONSENT AGENDA
MOTION. Mr Garrison moved to approve the Consent Agenda
Seconded by Mr Lathim. Motion carried Consent items are as
follows
A) Approval of Minutes To approve minutes of Regular Meeting held
February 1, 1993.
B) Bills and Communications To approve General Claims in the
amount of $294,502 85 ($22,023.96 being in the form of Wire
Transfer No 2791, and $272,478 89 consisting of Claim Warrants
numbered 80020 through 80222)
C) Liquid Chlorine Bid Results and Award. To award the bid for
furnishing liquid chlorine to the City of Pasco to Thatcher
Company for the annual period ending February 1, 1994, for
$314 00 per ton container and $50 00 per 150-pound cylinder,
including freight
D) 1993 Block Grant Program Amendment To set 8 00 p m, March
1, 1993, as the time and date to hold a public hearing to consider
amending the 1993 Block Grant Program for the city
E) Resolution No 2061. To approve Resolution No 2061, accepting
the work performed by K Kaser Company, Inc under Contract No
92-2-01, for the West Pasco Water Interties
F) Appointments to Suburban Standards Task Force To confirm the
Mayor's appointment of the following to the surburban Standards
Task Force G Lynn Kidd, Dennis Zeigler, David Wilson, Sandra
Bradley, Holly Lynn McKinney, Dennis Duncan, Joy Banks, and
LaVonne Boler

REPORTS FROM COMM IIEES AND/OR OFFICERS
Mayor's Activity Report Mayor DeFelice reported that she attended a
proclamation signing ceremony for National Engineers Week on
February 16, 1993
Liberty Theater Renovation Committee Meeting - January 27. 1993
Mr Hargrow reported that the main topic under discussion was the
feasibility study resulting in a general conclusion that prospective
consultants would be asked to submit an explanation of what they
would do and how much it would cost
Pasco Downtown Development Association Board Meeting - February 2.
1993 Mr Kilbury reported that discussion included a request for a
loading zone for Masters' Appliance and Refrigeration, there will be a
rent increase for the Villiage Market Place, the Farmer's Market
Committee reported that there was no critical problem with parking
at the present time, the membership of the Economic Structuring
Committee was released, and the Executive Director submitted a
letter of resignation
Air Pollution Control Board Meeting - February 4. 1993 Mr Hargrow
reported that discussion included the City of Richland's dust
ordmance with the majority of the meeting being spent discussing the
Infra-structure Grant and the proposed purchase of five (5) new
vehicles
Park and Recreation Advisory Council Meeting - February 4. 1993
Mayor DeFelice reported that she was unable to attend the meeting
Senior Citizens Advisory Committee Meeting - February 8. 1993
Mayor DeFelice reported that she was unable to attend the meeting
Pasco Task Force For a Safe Community Meeting - February 9. 1993 t:
Mr Jensen reported that there was a question-and-answer session
regarding the parental responsibility law that was discussed at a public
hearing held the night before Emphasis was placed on the up-coming
painting party for the removal of graffiti to be held on February 27,
1993
BFRC Tn-MATS RTPO Policy Advisory Committee Meeting - February
11 1993 Mr Kilbury reported that a recommendation was approved
for the Regional transportation budget for 1993 to be separated into
$662,000 for rural areas and $952,000 for regional areas
B F Transit Board Meeting - February 11. 1993 Mr Garrison
reported that he was unable to attend the meeting

MOTION. Ordinance No. 2923, was read by title only Mr Garrison
moved to adopt Ordinance No 2923, establishing an interim process
to protect critical lands within the city and authorize publication of
the ordinance summary. Mr. Lathim seconded the motion. Motion
carried

NEW BUSINESS
Pasco Multi-Modal Transportation Facility Study.
MOTION Mr Garrison moved to approve the Multi-Modal Facility
Planning Assistance Contract between the Washington State
Department of Transportation and the City, and authorize the Mayor to
sign Mr Lath= seconded the motion Motion carried
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
