HomeMy WebLinkAbout1992.10.19 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING OCTOBER 19, 1992 CALL TO ORDER The meeting was called to order at 8 00 P M by Joyce DeFelice, Mayor ROLL CALL By Deputy City Clerk Council Members present were Joyce DeFelice, Michael Garrison, Edgar Hargrow, Chris Jensen, Charles Kilbury, and Carl Strode Absents Dan Lathim, excused Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jim Ajax, Public Works Director, Dennis Wright, City Engineer, and Dave McDonald, Community Development Director PLEDGE OF ALLEGIANCE: The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Hargrow Motion carried Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held October 5, 1992 B) Bills and Communications. To approve General Claims in the amount of $271,514 70 ($29,213 45 being in the form of Wire Transfer Nos 2764 and 2765, and $242,301 25 consisting of Claim Warrants numbered 78576 through 78777) C) Block Grant Hearing To fix 8 00 p m, November 2, 1992, as the time and date to hold a public hearing to consider amending the 1992 Community Development Block Grant Program D) Resolution No 2038 To approve Resolution No 2038, seeking proposals to purchase The Village at Sun Willows Development E) Resolution No 2039 To approve Resolution No 2039 seeking proposals to purchase certain real property owned by the City F) Resolution No 2040 To approve Resolution No 2040, fixing 8 00 p m, November 16, 1992, as the time and date for a public hearing to consider the proposed vacation. PROCLAMATION AND ACKNOWLEDGMENTS None VISITORS. None REPORTS FROM COMMITTEES AND/OR OFFICERS Mayor's Activity Report Mayor DeFelice reported that on October 7th, she gave a welcome address at the Washington State Tourism Conference. On October 9th, helped produce endorsement commercials for the TRAC Project -1 - MINUTES REGULAR MEETING PASCO CITY COUNCIL OCTOBER 19, 1992 On October 16th, attended the official kick-off of the campaign for TRAC. Pasco Downtown Development Association Board Meeting - October 6. 1992. Mr. Kilbury reported that the financial report showed that pledges exceeded the budget, the Village Market is $1,700 ahead of budget, and space rent is $3,400 ahead of budget at the Farmer's Market. The Annual meeting for the PDDA will be October 27th and at that time the Nominating Committee will present officers BFRC Tn-MATS Policy Advisory Council Meeting - October 8. 1992 Mr Kilbury reported that a large portion of the meeting was a discussion on a joint study with Oregon on running 395 to Pendleton through Van Sickle Canyon. Work was started on the Mesa to Connel section on October 8, 1992 Council recommended approval and acceptance of the West Pasco Study, carry-over from the Unified Planning Works Program 1992 was amended to the 1993 Program, and the discretionary grant on the Walla Walla Program and the road- rater were approved B F Transit Board Meeting - October 8. 1992 Mr Garrison reported that he was unable to attend Senior Citizens Advisory Committee Meeting - October 12. 1992 Mayor DeFelice reported that the meeting was routine in nature with a report given on the Bread-n-Butter Program, foot care, information and assistance, and transportation PUBLIC HEARINGS. Abatement Cost Recovery - 315 South 25th Avenue Mr Rubstello addressed Council and reported that staff did cause a notice to be supplied to the attorney's handlmg the estate, who then informed the City that they would not be contesting this action The recommendation from staff is to have a lien placed against this property to recover the costs of abatement MAYOR DEFELICE DECLARED THE PUBLIC HEARING OPEN TO DETERMINE THE METHOD OF RECOVERING CITY COSTS FOR ABATEMENT ACTIVITIES AT 315 SOUTH 25TH AVENUE Following three (3) calls from Mayor DeFelice for further comments from the floor, either for or against, the public hearing was declared closed. MOTION Mr Jensen moved to declare abatement expenses for demolition of the structure at 315 South 25th Avenue in the amount of $6,550 92 as a special assessment and lien against said property Mr Garrison seconded the motion Motion carried Duluth Street Vacation (MF #92-43-V) Mr McDonald reported to the Council that staff did fulfill all statutory requirements and notified the various utility companies. The Franklin County PUD indicated, in writing, that they would have no objection to the vacation of this street provided there was a 15' easement retained for their needs MAYOR DEFELICE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER VACATION OF CERTAIN PORTIONS OF DULUTH STREET BETWEEN THE EAST RIGHT-OF-WAY LINE OF MAIN AVENUE AND THE WEST RIGHT-OF-WAY LINE OF OREGON AVENUE LOCATED IN PASCO LAND COMPANY'S FIRST ADDITION AND FREY'S ADDITION - 2 - MINUTES REGULAR MEETING PASCO CITY COUNCIL OCTOBER 19; 1992 Following three (3) calls from Mayor DeFelice for further comments from the floor, either for or against, the public hearmg was declared closed. Ordinance No. 2894 AN ORDINANCE VACATING CERTAIN PORTIONS OF DULUTH STREET RIGHT-OF-WAY MOTION. Ordinance No 2894, was read by title only. Mr Jensen moved to adopt Ordinance No 2894, vacating certain portions of Duluth Street, all located in Pasco Land Company's First Addition and Frey's Addition Mr Garnson seconded the motion Motion earned ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS Ordinance No. 2895 AN ORDINANCE RELATING TO PARKING ON SUN WILLOWS BOULEVARD, AND AMENDING 10 56.080 OF THE PASCO MUNICIPAL CODE MOTION Ordinance No 2895, was read by title only. Mr Garrison moved to adopt Ordinance No 2895, which amends 10 56 080 of the Pasco Municipal Code by prohibiting parking at all times on both sides of Sun Willows Boulevard from 20th Avenue to its eastern terminus Mr Jensen seconded the motion. Motion carried Ordinance No. 2896 AN ORDINANCE RELATING TO ZONING AMENDING PASCO MUNICIPAL CODE TITLE 22 54 PROVIDING STANDARDS FOR BUSINESS PARK DEVELOPMENTS MOTION. Ordinance No 2896, was read by title only Mr Garrison moved to adopt Ordinance No 2896, establishing Business Park zoning district regulations and to approve the ordinance summary for publication Mr Jensen seconded the motion Motion earned Ordinance No. 2893 AN ORDINANCE CONCERNING DOMESTIC VIOLENCE AND ANTI-HARASSMENT ORDERS ISSUED BY FRANKLIN COUNTY COURTS MOTION Mr Kilbury moved to continue Ordinance No 2893 until the next regular meeting of the Council Mr Hargrow seconded the motion Motion carried (Mayor DeFelice abstained) Ordinance No. 2897 AN ORDINANCE NAMING A STREET THAT HERETOFORE WAS UNNAMED (LEWIS PLACE) MOTION Ordinance No 2897, was read by title only Mr Jensen moved to adopt Ordinance No 2897, establishing a street name for a heretofore unnamed street Mr. Strode seconded the motion Motion carried UNFINISHED BUSINESS* None MINUTES REGULAR MEETING PASCO CITY COUNCIL OCTOBER 19, 1992 NEW BUSINESS West Pasco Traffic Analysis/Study Mr Ajax addressed Council and introduced the firm of Bucher, Willis & Ratliff as having just completed a study and analysis for the B F Governmental Conference regarding present and projected traffic in West Pasco.
