HomeMy WebLinkAbout1992.05.04 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MAY 4, 1992 CALL TO ORDER The meeting was called to order at 8 00 P M by Joyce DeFelice, Mayor. ROLL CALL: By Deputy City Clerk Council members present were Joyce DeFelice, Edgar Hargrow, Chns Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Mike Garrison, absent (excused). Also present were Gary Crutchfield, City Manager; Jim Ajax, Public Works Director, Dave McDonald, Community Development Director, and Kurt Luhrs, Administrative Assistant PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Jensen moved to approve the Consent Agenda Seconded by Mr. Lathim. Motion carried. Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held Apnl 20, 1992 B) Bills and Communications To approve General Claims in the amount of $245,721 64 ($17,447 12 being in the form of Wire Transfer Nos 2725 and 2727, and $228,274 52 consisting of Claim Warrants numbered 76327 through 76494) Payroll Claims To approve Payroll Claims in the amount of $402,155 36, Payroll voucher Nos 24885 through 25073, and 25074 through 25264 C) Special Permit Mini-Storage Facility in a C-1 Zone (MF #92-09- SP) To approve the special permit for a mini-storage facility on Lot 1, Short Plat 78-18. D) Special Permits Location of 10-Acre City Park (MF #92-17-SP) To approve the special permit for a 10-acre city park at the northwest corner of Road 36 and Argent Place PROCLAMATION AND ACKNOWLEDGMENTS "Older American Month", May. 1992 Mayor DeFelice presented a Proclamation to Mr Don Barnard, President, Pasco/Franklin County Senior Citizen Association "Yard of the Month" Awards. April. 1992 The following Pasco residents were presented Certificates of Appreciation from City Council Agustin and Maria Nunez, 601 South Wehe Street Lloyd Allbnght, 1228 South 13th Lane, (unable to attend) Gene and Connie Russell, 324 North 6th Avenue, (unable to attend) G R and Karel Caraway, 1114 West Henry Street, (unable to attend) Clement and Radeen Roy, 1904 North 17th Avenue Mike and Miclu Eby, 4212 Mojave Dnve, (unable to attend) MINUTES REGULAR MEETING PASCO CITY COUNCIL MAY 4, 1992 VISITORS Ilene Crawford, of 1635 West Cartmell, addressed Council to request that she be notified if Mr. Harry Keyes applied for an extension of his special permit that expired April 30, 1992 Mr Crutchfield explained to her that all property owners located within 300' would be notified by mail should Mr Keyes apply for an extension of his special permit REPORTS FROM commn ILES AND/OR OFFICERS Mayor's Activity Report Mayor DeFelice reported that on April 21 she attended a luncheon at Capt Gray Elementary School and toured the school On April 22, gave a welcoming address at the Washington Association of Police Chiefs and Sheriffs. On April 23, attended a banquet of the Washington Association of Pohce Chiefs and Sheriffs On April 23, at noon, attended a TRIDEC Board meeting On April 24, attended a meeting of the Pasco Pride Committee On April 27, attended a video interview at United Artists Cable with Mr Crutchfield and Ray Hart to promote the McLoughlin Bond Issue On April 28, attended the Boundary Review Board Hearing On April 29, attended and participated in the ceremonies for the ESL Awareness Program at Columbia Basin College On May 1, participated in opening ceremonies for the Special Olympics. On May 1, in the afternoon, attended a PIE luncheon and a meeting of the Tri-City Herald Editorial Board On May 2, rode in the Cinco De Mayo parade and also gave a welcome address to open the Farmer's Market TRIDEC Board Meeting - April 23. 1992. Mayor DeFelice reported that the main focus of the meeting was to examine the results of the feasibility study as to whether or not to have a renaissance program B F District Health Board Budget Committee Meetings - April 23 and 30 1992 Mr Strode reported that a list of services and proposed fee increases was presented to the Committee At this point the Environmental Health Department has gone through all of the solid waste, wastewater treatment services, food service charges and proposed fees for these types of services B F Regional Council Meeting - April 24. 1992 Mr Kilbury reported that the Executive Director outlined some changes in the agenda Costs to-date figures were given through March, 1992 The present status of the Regional Revolving Loan Fund was presented Vouchers for April, 1992 were approved The City of Prosser's application for a DOT Capital Assistance Grant for their transit system, in the amount of $4,200, was endorsed The Moderate Risk Waste Plan was adopted by the Council -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL MAY 4, 1992 Visitor & Convention Bureau Board Meeting - April 28. 1992 Mayor DeFehce reported, as Alternate, that there was an update on the Tn- Cities Market Enhancement Committee There was discussion on cash flow projections and budget revisions Emergency Medical Services Council Meeting - May 4. 1992 Mr Strode reported that a presentation outlining the prevention of drunk driving was given by the South Central Region Injury Prevention Coordinator There was a shde presentation on some of the potential costs and effects of the drunk driving problem in our area There was extensive discussion on budgets as State monies have not been approved to continue past June 30, 1992, local funding will likely be proposed PUBLIC HEARINGS None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS None UNFINISHED BUSINESS None NEW BUSINESS Membership in the Energy Communities Alliance Mr Kilbury addressed Council and expressed his concern that joining this Alliance would not be cost effective when weighed against the benefits received. Mr Crutchfield explained that joining the Alliance would enable the City to stay abreast of activities and policies enacted by the DOE and that through the Alliance the City's voice would be heard MOTION. Mr. Strode moved to approve City of Pasco membership in the Energy Communities Alliance Mr Jensen seconded the motion Motion carned (Kilbury and Hargrow voted no) Intersection of Oregon Avenue and Lewis Street Mr Ajax addressed Council and explained that a new grant program makes the submission of this project a good candidate for funding as Oregon Avenue was recently designated as a state highway (SR397) MOTION Mr Jensen moved to authorize the Mayor to sign the Federal Aid Prospectus for the upgrading and improvement of the Lewis Street and Oregon Avenue intersection, to include widening the roadway to accommodate left-turn pockets, together with the installation of a new traffic actuated traffic signal Mr Lathim seconded the motion Motion carried MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Mr. Strode requested that staff research the existing covenants for Sun Willows in regards to the Item 1-H, which bans the installation of radio antennas as he objects to this language He referred staff to FCC Rules, Part 97, paragraph 15, subparagraph (e) for justification of his objections Mr Strode presented a check for $100 to the Pasco Pride Bond Committee for the renovation of the Old McLoughlin School -3 MINUTES REGULAR MEETING PASCO CITY COUNCIL ADJOURNMENT , , MAY 4, 1992 No further business, the meeting was adjourned at 8 20 P M Felice, Mayor I ATTEST Cathenne D Seaman Deputy City Clerk PASSED and APPROVED this dg day of , 1992 I -4 -,
