PASCO CITY COUNCIL
REGULAR MEETING MAY 18, 1992
CALL TO ORDER
The meeting was called to order at 8 00 P M by Joyce DeFelice,
Mayor
ROLL CALL.
By Deputy City Clerk Council Members present were Joyce DeFelice,
Michael Garnson, Edgar Hargrow, Chns Jensen, Dan Lathim, and Carl
Strode Council Members absent Charles Kilbury, excused Also
present were. Gary Crutchfield, City Manager, Greg Rubstello, City
Attorney, Dave McDonald, Community Development Director, and Kurt
Luhrs, Administrative Assistant
PLEDGE OF ALLEGIANCE
The meeting was opened with the Pledge of Allegiance
CONSENT AGENDA
MOTION. Mr Garrison moved to approve the Consent Agenda
Seconded by Mr. Jensen Motion carried Consent items are as
follows
A) Approval of Minutes To approve minutes of Regular Meeting held
May 4, 1992
B) Bills and Communications To approve General Claims in the
amount of $235,796 21 ($10,748 26 being in the form of Wire
Transfer Nos 2733 and 2743, and $225,047 95 consisting of
Claim Warrants numbered 76495 through 76697)
C) Lease with Port of Pasco Re Soccer Fields To authorize the
Mayor to sign a lease with the Port of Pasco to lease property for
the purpose of constructing soccer fields
D) License Agreement with Franklin County Irrigation District Re
Parking Area for Soccer Fields at Road 36 and Argent Place To
authorize the Mayor to sign a License Agreement with the
Franklin County Imgation District for a parking area
E) Resolution No 2008. authorizing Hickerson-Pence. Inc. P S to
assign its current Agreements for Professional Services with the
City of Pasco to SEC Donohue, Inc To approve Resolution No
2008, authorizing the assignment by Hickerson-Pence, Inc , P S
to SEC Donohue, Inc of the existing agreements between the City
and Hickerson-Pence, Inc, P S
F) 1992 Overlays To authorize staff to advertise for bids for the
1992 Overlays
G) Pasco High School Expansion IMF #92-08-SP) To approve the
special permit for the expansion of Pasco High School at 1108
North 10th Avenue, as recommended by the Planning
Commission.

REPORTS FROM COMMIT1T,ES AND/OR OFFICERS
MAY 18, 1992
Mayor's Activity Report. Mayor DeFelice reported that on May 4, she
attended the Mid-Columbia Savings Bond Kick-off luncheon and gave a
brief address
On May 7, attended the Local Government Summit Banquet to identify
regional problems and opportunities
On May 8, attended an all day summit meeting, a continuation of the
evening before
On May 8, gave an address to the employees of the Department of
Social and Health Services in recognition of "Public Employees Week"
On May 12, attended a Boundary Review Board meeting and learned of
their decision concerning sewer extensions into the Riverview area
On May 13, attended a reopening ceremony for the newly remodeled
Buttrey's and gave a brief address
On May 13, attended the opening ceremonies of the LEOFF I
Conference
On May 15, attended the opening session of the Knights of Columbus
Convention at the Red Lion and welcomed an audience of
approximately 500
On May 17, attended a banquet to honor the Hispanic Academic
Achievers
Pasco Downtown Development Association Board Meeting - May 5.
1992 Mr Kilbury was absent and unable to give his report
Parks & Recreation Advisory Council Meeting - May 7, 1992 Mayor
DeFelice reported that she was unable to attend this meeting
Senior Citizens Advisory Committee Meeting - May 11, 1992 Mayor
DeFelice reported that there was concern expressed about the quality
and quantity of the food in the "Bread-n-Butter" program
BFRC Tn-MATS Policy Advisory Committee Meeting - May 14, 1992
Mr Kilbury was absent and unable to give his report
B F Transit Board Meeting - May 14. 1992 Mr Garrison reported
that the meeting was routine in nature.

ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
Ordinance No. 2871
AN ORDINANCE RELATING TO COMPREHENSIVE LAND USE
PLANNING AND AMENDING THE COMMUNITY DEVELOPMENT
POLICY PLAN

MOTION Mr Garrison moved to adopt Ordinance No 2871,
amending the land use element and circulation element of the
comprehensive plan for the City. Mr Lathim seconded the motion
Mayor DeFelice asked what this ordinance would accomplish'?
Mr Crutchfield explained that this ordmance would act as a guide that
could be used by the Planning Commission and staff in recommending
future rezones

Ordinance No. 2872
AN ORDINANCE RELATING TO COMPREHENSIVE LAND USE
PLANNING AND AMENDING THE COMMUNITY DEVELOPMENT
POLICY PLAN
MOTION Ordmance No 2872 was read by title only Mr Garnson
moved to adopt Ordinance No. 2872, amending the circulation
element of the comprehensive plan for the City Mr Lathim seconded
the motion Motion carned
Ordinance No. 2873
AN ORDINANCE RELATING TO SOLAR ACCESS, AMENDING
TITLES 21 AND 22 OF THE PASCO MUNICIPAL CODE, BY
ENACTING A NEW CHAPTER 21 42, NEW SECTIONS 21 36 140,
21 12 260, 22 38 090, NEW SUBSECTIONS 21 32 070(6),
21 36 070(15), 21 40 070(1) (D), AND AMENDING SECTION
21 04 010
MOTION Mr. Gamson moved to adopt Ordinance No 2873, repealing
the city's solar access regulations Mr Lath= seconded the motion.
Mr Strode asked if staff was planning on drafting an ordinance that
would instill some of the protections that he thought, erroneously,
were in the existing ordinance?
Mr Crutchfield stated that it had become apparent that there was a
misconception about the current ordinance and whether or not it
provided protection for someone who builds a solar access home,
however, it does this only within an approved solar access subdivision
Staff has not initiated an effort to define such protection as it may be
difficult to justify legally Staff will review this matter with the
Association of Washington Cities and the City Attorney and report back
to the Council
