PASCO CITY COUNCIL
SPECIAL MEETING MARCH 23, 1992
CALL TO ORDER
The meeting was called to order by Joyce DeFelice, Mayor
ROLL CALL
By City Manager Council members present were Joyce DeFehce,
Michael Garrison, Chris Jensen, Edgar Hargrowand Charles Kilbury
Dan Lathim and Carl Strode absent (excused)
ORDER OF BUSINESS
Business License of B & B Meats. 202 West Lewis Street Mr
Rubstello addressed Council and explained a notice of the hearing was
sent to Mr. & Mrs. Pritchard and their attorney Mr Rubstello
informed the Council that they will have received a blue binder
contammg the proposed Findings of Fact. Inside this binder behind
tab #1 was a copy of the Business License Application as originally
submitted for B & B Meats indicating that William and Bonnie
Pritchard are the owners of that business at 202 West Lewis Street,
behind tab #2 was a copy of the signed statement of the defendant
(William J Pritchard) on a plea of guilty as entered in February, 1992,
in Franklin County Superior Court on the charge of attempted
possession of stolen property in the first degree, behind tab #3 is the
affidavit and complaint for a search warrant that was completed by
Detective Ben Majetich, which sets forth a complete scenario of the
investigation he was in charge of handling, behind tab #4 is Officer
Moore's affidavit mcludmg his report, behind tab #5 is another affidavit
from Detective Majetich including his reports from the search of both
B & B Meats and the residence of Mr Pritchard, which itemizes many
different pieces of property
A video tape, showing the search efforts at the store and the residence
of the Pntchard's, was shown to Council and narrated by Detective
Maj etch
Mr Crutchfield informed Council that Mr Pritchard came to his office
and presented to him the business license for 202 West Lewis Street,
B & B Meats Mr. Pritchard indicated that he was not interested in
pursuing retention of his business license and that he was in the
process of moving out of the building
Mr Landon McMurtle, of 831 West Sylvester Street, addressed
Council and explained that he attended the meeting with the intent to
try to make strong arguments for Mr Pritchard He felt that since Mr.
Pritchard has always paid his business license fees, this is the first
such incident involving Mr. Pritchard, he's been arrested and found
guilty, he's paid his fine and served his time in jail He asked that the
City give Mr Pritchard a break
Following three (3) calls for additional testimony on the issue Mayor
DeFelice closed the Public Hearing.
MOTION. Mr. Jensen moved to approve proposed Findings of Fact 1
through 6 and to revoke the business license for B & B Meats, 202
West Lewis Street, Pasco, Washington, issued on the application of
William J Pritchard and Bonnie J Pritchard and prohibiting the
issuance of any new license to do business in the City of Pasco to
William J Pritchard without the review and approval of the City
Council Mr Garrison seconded the motion Motion carried by a roll
call vote of five (5)
