HomeMy WebLinkAbout1992.06.01 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JUNE 1, 1992 CALL TO ORDER The meeting was called to order at 8 00 P M by Joyce DeFelice, Mayor ROLL CALL By Deputy City Clerk Council Members present were Joyce DeFelice, Michael Garnson, Edgar Hargrow, Chris Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Dave McDonald, Director of Community Development, Jim Ajax, Director of Public Works, and Kurt Luhrs, Administrative Assistant PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Lath= Motion carried Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held May 18, 1992 B) Bills and Communications • To approve General Claims in the amount of $201,618 74 ($13,276 52 being in the form of Wire Transfer Nos 2744 and 2745, and $188,342.22 consisting of Claim Warrants numbered 76698 through 76865) Payroll Claims To approve Payroll Claims in the amount of $605,716 86, Payroll Voucher Nos 25266 through 25457, 25458 through 25649, and 25650 through 25842 C) Representative on Energy Communities Alliance Board To confirm the Mayor's appointment of Councilmember Dan Lathim to represent the City of Pasco on the Energy Communities Alliance Board of Directors D) Overlay Program 1993-1995 - Public Works Trust Fund Loan To authorize staff to apply for a Public Works Trust Fund Loan in the amount of $1,890,000, which is to be matched with $810,000 of overlay fund monies, al to facilitate keeping the overlay program on schedule Further, to authorize the City Manager to sign any such documents as may be required in submitting the loan application E) Resolution No 2009 To approve Resolution No 2009, fixing 8 00 p m, July 6, 1992, as the time and date for a public hearing to consider the proposed vacation PROCLAMATION AND ACKNOWLEDGMENTS "1992 Spring Cleanup" On behalf of the Pasco City Council, Mayor DeFelice presented the following organizations with Certificates of Appreciation for their efforts dunng the "1992 Spring Cleanup". Teamsters/AGC Training Center (Mr Raymond Willis) Kiwanis Club of Pasco (Mr. Russ Wiseman). Basin Disposal, Inc (Mr Leonard Dietrich, President) Pasco Sanitary Landfill (Mr Larry Dietnch) MINUTES REGULAR MEETING PASCO CITY COUNCIL JUNE 1, 1992 "Yard of the Month" Awards. April. 1992. The following Pasco residents were presented Certificates of Appreciation from City Council J D and Lois McAllister, 700 Road 32, Lot 20, (unable to attend) Romona Apancio, 912 South 4th Lane Bill and Marjy Leggett, 4019 Horizon Dnve Thomas and Opal Andrews, 435 North Beech Avenue. Earl and Mary Schmidt, 1721 North 22nd Avenue Clinton J. and Charlyne Ogden, 1001 West Yakima Street VISITORS Mr John Ganly, of 2343 South Garfield Street, Kennewick, addressed Council as the president of the Eastside Chapter of the Vietnam Veterans Motorcycle Club to ask if the City of Pasco would fly a POW/MIA flag that would be donated for this purpose in conjunction with the POW/MIA Association of Washington State Mayor DeFelice asked Mr Crutchfield if it would be possible to declare a week as recognition of POW/MIA's and to fly the flag? Mr Crutchfield explained this item could be placed on the June 15 agenda Mayor DeFelice told Mr Ganly that the City of Pasco would be honored to fly the POW/MIA flag Mr Garrison stated that he felt it would be appropriate to make the week of July 4th as "POW/MIA Week". REPORTS FROM commn ILES AND/OR OFFICERS Mayor's Activity Report. Mayor DeFelice reported that on May 22, attended a Lion Club Convention and gave a welcome address On May 25, attended two Memorial Day services in Pasco One (1) at the City View Cemetery and one (1) at Columbia Gardens where she gave memorial addresses On May 27, attended the Washington State Council of Carpenters and gave a welcome address at their annual convention Good Roads Association Meeting - May 20, 1992 Mr Lathim reported that a Resolution was approved for the City of Connell to have a second interchange It was reported that the Mesa to Connell portion of the highway will go out to bid next month In June there will be a hearing regarding interchanges throughout the 395 area from Mesa to Ritzy'lle The West Richland bridge has been bid and is scheduled to start in June Tn-Cities Visitor and Convention Bureau Board Meeting - May 26, 1992 Mayor DeFelice reported that she was acting as an alternate to Mr Strode, however, she was unable to attend. BFRC Overall Economic Development Plan (OEDP) Committee Meeting - May 28, 1992 Mayor DeFelice reported that she was unable to attend due to a household emergency. B _F District Health Board_ Meeting - May 28. 1992 Mr Strode reported that the main topic of the meeting was on a report from the Budget Committee The Budget Committee has been meeting every two (2) weeks to develop a new schedule of fees in order to help cover costs At the last meeting the Budget Committee presented their -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL JUNE 1, 1992 proposal for environmental health fees, including solid waste, waste disposal and certain food service permits, especially in regards to itinerant food merchants These recommendations were accepted by the Board and a public hearing was scheduled for June 25, 1992, at 600 p m at the City of Richland Council Chambers Emergency Medical Services Council Meeting - June 1. 1992. Mr Strode reported that the main topic of the meeting was budgeting for the Emergency Medical Services Coordinator position This position is presently funded at $50,000 and is mandated by the State The EMS Council recently received notification that they were given a grant for this position that would provide funding through the next year PUBLIC HEARINGS None. ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS Ordinance No. 2874 AN ORDINANCE PERMITTING THE DISPENSING AND CONSUMPTION OF BEER/WINE IN MEMORIAL PARK AT THE PASCO GRAND OLE FOURTH CELEBRATION ON JULY 4, 1992 MOTION Ordinance No 2874, was read by title only Mr Garrison moved to adopt Ordinance No 2874, permitting the dispensing and consumption of beer/wine in Memorial Park at the Pasco Grand Ole Fourth Celebration on July 4, 1992 Mr Jensen seconded the motion Motion carried (Hargrow - No) UNFINISHED BUSINESS None NEW BUSINESS Resolution No. 2010 A RESOLUTION OF THE CITY OF PASCO COUNCIL REQUESTING THE BOARD FRANKLIN COUNTY COMMISSIONERS TAKE IMMEDIATE STEPS TO COMPLY WITH ITS OBLIGATIONS UNDER THE INTERLOCAL AGREEMENT FOR THE ADOPTION OF A COUNTY-WIDE PLANNING POLICY AND TO ENABLE COMPLIANCE BY BOTH FRANKLIN COUNTY AND THE CITY OF PASCO WITH THE REQUIREMENTS OF RCW 36 70A 210 FOR COUNTY-WIDE PLANNING POLICIES MOTION. Resolution No 2010 was read by title only Mr Garrison moved to approve Resolution No 2010, requesting Franklin County to fulfill it's responsibilities under the interlocal agreement for the adoption of a county-wide planning policy and the requirements of RCW 36 70A 210 Mr Lathim seconded the motion Motion earned MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL .
