HomeMy WebLinkAbout1992.07.20 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 20, 1992 CALL TO ORDER The meeting was called to order at 8 .00 P.M. by Joyce DeFelice, Mayor. ROLL CALL By Deputy City Clerk Council Members present were: Joyce DeFelice, Michael Garnson, Edgar Hargrow, Chris Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Also present were. Gary Crutchfield, City Manager, Greg Rubstello, City Attorney; Dave McDonald, Community Development Director; and Kurt Luhrs, Administrative Assistant PLEDGE OF ALLEGIANCE. The meetuig was opened with the Pledge of Allegiance. CONSENT AGENDA: MOTION Mr. Garnson moved to approve the Consent Agenda Seconded by Mr Lathim. Motion carried. Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held July 6, 1992. B) Bills and Communications To approve General Claims in the amount of $365,868.13 ($35,808.17 being in the form of Wire Transfer Nos. 2746 through 2748; and $330,059 96 consisting of Claim Warrants numbered 77330 through 77536). C) Sale of Surplus Property. To declare Lot 21, Block 1, Keystone's Addition, as surplus property and authonze staff to solicit sealed bids for disposal of said property with the minimum bid set at $100 D) AFIS Interlocal Agreement. To approve the AFIS Interlocal Agreement and thereby authorize the Mayor to sign the Agreement. E) Resolution No 2023. To approve Resolution No 2023, authonzing changes in bus stop location, by amending Resolution No 1502 F) Resolution No 2 0 2 4: To approve Resolution No 2024, authorizing Ben Franklin Transit Authority to install a bus passenger bench on 28th Avenue PROCLAMATION AND ACKNOWLEDGMENTS. None. VISITORS. Mr Jim Sisk (Franklin County PUD Commissioner), of 1747 North 7th Avenue, addressed Council to ask that the City not take any action regarding the Wind Power Generating Proposal for Rattlesnake Mountain. The Franklin County PUD neither endorses nor opposes this project at this time as they are still gathering information MINUTES REGULAR MEETING PASCO CITY COUNCIL JULY 20, 1992 Mr Sisk also objected to not being allowed to address the Council at the Workshop Meeting held July 13, 1992 when this issue came up for discussion Mayor DeFehce reassured Mr Sisk that if the Council later chooses to take a position, it will do so only after public input and would look to the PUD for information on this energy issue REPORTS FROM COMM1 iThES AND/OR OFFICERS. Mayor's Activity Report Mayor DeFelice reported that she gave a welcome address to approximately 100 delegates attending the Washington State Family Child Care Association Convention at the Red Lion. Pasco Downtown Development Association Board Meeting - July 7. 1992 Mr Kilbury reported that the new banners at the Farmer's Market add flair and color Starting in July the Farmer's Market will be open on Thursday afternoons starting at 4 00 p m Received comments on the Business Watch Cnme Prevention Program. Tn-MATS Policy Advisory Committee Meeting - July 9. 1992 Mr Kilbury reported that the Regional Council was authorized to sign contracts for the SR-240 Area Study. The abandonment of the United Pacific rail line from the Richland junction to Yakima was considered. There was a presentation regarding the Twin Bndges Project starting with it's location history and present status. B F Transit Board Meeting - July 9. 1992 Mr Garnson reported that the meeting was routine in nature. Senior Citizens Advisory Committee Meeting - July 13. 1992 Mayor DeFelice reported that she was unable to attend the meeting TRIDEC Board Meetmg - July 16. 1992. Mayor DeFelice reported that the Board is considering making changes to it's By-Laws The proposed changes would amend the rule that gives the three cities one vote The concern is that if the City Representative that has the vote can't attend a meeting the cities go unrepresented Therefore, it is proposed that another City Representative have voting authonty in the absence of the person normally carrying the vote PUBLIC HEARINGS. None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS. Ordinance No. 2880 AN ORDINANCE REGULATING "GOING OUT OF BUSINESS" SALES; AND CREATING NEW CHAPTER 5.05 TO THE PASCO MUNICIPAL CODE. Mr Garnson addressed Council and stated that he was uncomfortable with an ordinance of this type and wanted it tabled until Council has a chance to look at a similar ordinance from Spokane MOTION Mr Strode moved to adopt Ordinance No. 2880, an ordinance regulating going out of business sales in the City of Pasco. Mr Lathim seconded the motion. Motion earned. MOTION Mr Kilbury moved to table Ordinance No 2880 until the next regular meeting Mr Jensen seconded the motion Motion carried (Strode - No). -2 MINUTES REGULAR MEETING PASCO CITY COUNCIL JULY 20, 1992 Ordinance No. 2881 AN ORDINANCE CONCERNING BUILDINGS, PERMITS, AND AMENDING CERTAIN SECTIONS OF TITLE 16 OF THE PASCO MUNICIPAL CODE MOTION. Ordinance No. 2881 was read by title only Mr. Garrison moved to adopt Ordinance No. 2881, adopting the 1991 Uniform Building Code and, further, to approve the ordinance summary for publication. Mr. Lathim seconded the motion. Motion earned. Ordinance No. 2882 AN ORDINANCE AMENDING SECTIONS 16 16.010 AND 16 20 010 OF THE PASCO MUNICIPAL CODE MOTION Ordinance No 2882 was read by title only Mr Garnson moved to adopt Ordinance No 2882, adopting the 1991 Edition of the Uniform Housing Code and Uniform Code for the Abatement of Dangerous Buidlings and, further, to approve the ordinance summary for publication Mr. Lathim seconded the motion Motion earned Ordinance No. 2883 AN ORDINANCE AMENDING SECTIONS 16 08 010 AND 16 32 010 OF THE PASCO MUNICIPAL CODE. MOTION. Ordinance No. 2883 was read by title only Mr. Garrison moved to adopt Ordinance No 2883, adopting the 1991 Edition of the Uniform Plumbing and Uniform Mechanical Code and, further, to approve the ordinance summary for publication Mr Lathim seconded the motion. Motion earned Ordinance No. 2884 AN ORDINANCE AMENDING VARIOUS SECTIONS OF CHAPTER 18 OF THE PASCO MUNICIPAL CODE MOTION. Ordinance No. 2884 was read by title only Mr Gamson moved to adopt Ordinance No 2884, adopting the 1991 Uniform Fire Code and, further, to approve the ordinance summary for publication Mr Lathim seconded the motion Motion earned UNFINISHED BUSINESS None NEW BUSINESS: Authonty to Hire Planner: MOTION. Mr Garnson moved to authorize the City Manager to employ a Growth Management Planner and, further, to include the expenditure authority not to exceed $18,000 in the General Fund Supplemental Budget. Mr. Jensen seconded the motion Motion earned by a roll call vote of seven (7) Demolition/Clean Up (315 South 25th Avenue): MOTION* Mr. Jensen moved to award a contract for the demolition and clean up of 315 South 25th Avenue to Andnst Enterpnses in the amount of $6,468.00. Mr Lath= seconded the motion. Motion carried _ 3 ATTEST \ MINUTES REGULAR MEETING PASCO CITY COUNCIL JULY 20, 1992 MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL. Mayor DeFelice explained that the City has received a letter of resignation effective September 30, 1992 from Shirley Sheppard, Housmg Authonty Commissioner. Mr. Hargrow asked if it would be appropnate to recognize her years of service to the community. The other Councilmembers agreed MOTION. Mr. Kilbury moved to accept Ms Sheppard's resignation effective September 30, 1992, and to direct staff to begin advertising for this vacancy. Mr Garnson seconded the motion.
