PASCO CITY COUNCIL
REGULAR MEETING FEBRUARY 18, 199k,
CALL TO ORDER
The meeting was called to order at 8 00 i) M by Joyce DeFelice,
Mayor
ROLL CALL.
By Deputy City Clerk Council members present were* Joyce DeFehce,
Michael Garrison, Edgar Hargrow, Chris Jensen, Charles Kilbury, Dan
Lathim, and Carl Strode. Also present were Gary Crutchfield, City
Manager: Greg Rubstello, City Attorney, Dave McDonald, Director of
Community Development: Jim Jand Kurt Luhrs, Administrative
Assistant
PLEDGE OF ALLEGIANCE
The meeting was opened with the Pledge of Allegiance
CONSENT AGENDA
MOTION Mr. Garrison moved to amend the Consent Agenda to
include Resolution No 1994, opposing Senate Bill 6408 (Item I) Mr
Kilbury seconded the motion Motion carried
MOTION. Mr. Garrison moved to approve the Consent Agenda as
amended Seconded by Mr Jensen. Motion carried. Consent items
are as follows.
A) Approval of Minutes To approve minutes of regular meeting held
February 3, 1992
B) Bills and Communications To approve General Claims in the
amount of $467,943 60 ($13,400.37 being in the form of Wire
Transfer Nos 2711 and 2712, and $454,543 23 consisting of
Claim Warrants numbered 75119 through 75319)
C) Abatement Cost Recovery - 807 South Third Avenue To fix 8 00
p m, March 2, 1992, as the time and date to hold a public hearing
to determine the method of recovery city costs for abatement
activities at 807 South Third Avenue.
D) Abatement Cost Recovery - 606 East "A" Street To fix 8 00 p m,
March 2, 1992, as the time and date to hold a public hearing to
determine the method of recovery city costs for abatement
activities at 606 East "A" Street.
E) Ambulance Service Agreement with Franklin County Fire District
#3 To approve the proposed Agreement between the City and
Franklin County Fire District #3 for ambulance and, further,
authorize the Mayor to sign the Agreement
F) Resolution No 1993 To approve Resolution No. 1993, amending
the Community Development Block Grant Housing Rehabilitation
Program Rules.
G) Appointment to City of Pasco/Franklin County Housing Authority
Board To concur in the Franklin County Commissioners' re-
appointment of Cynthia Hayes to Position No 1 on the Housing
Authority Board to a term which will expire on January 28, 1997

H) Bargaining Agreement between the City of Pasco and Local #1433.
International Association of Firefighters. To approve the 1992-
1993 Collective Bargaining Agreement between the City and Local
#1433, International Association of Firefighters, as tentatively
agreed, and authonze the Mayor to sign the same
I) Resolution No 1994 To approve Resolution No 1994, opposing
Senate Bill 6408, which would restrict the local use of real estate
excise taxes
PROCLAMATION AND ACKNOWLEDGMENTS
None
VISITORS
Ms Donna Raines, Rt 14 box 2283, Kennewick, addressed Council on
behalf of the Northwest Youth Summit on Fitness to express their
appreciation for the financial assistance they received from the City of
Pasco
REPORTS FROM COMMI IMES AND/OR OFFICERS.
Mayor's Activity Report Mayor DeFelice reported that on February 4,
she attended a dinner to meet Mr. Ted Bisson the new superintendent
of Terminal Operations at Burhngton Northern
On February 5-6, attended AWC Conference m Olympia.
On February 12, in the morning attended a program at St Patrick's
School to help kick off their campaign for bicycle safety St Patrick's
School received a grant to be used for the purchase of bicycle helmets
On February 12, in the afternoon attended a McLoughlin Remodel
Committee meeting and discussed whether or not this issue could be
put on the ballot this Spring
On February 12, in the evening attended a meeting with Sea-First
executives to discuss the local impact of the proposed merger
between the Bank of America and Security Pacific Bank It was
announced that after the merger is complete in Washington State they
will be commited to a ten (10) year program of lending not less than
$150 million a year to low and moderate income citizens and
businesses
On February 13, attended the Pasco Chamber of Commerce Legislative
Hotline Meeting and lobbied for TRAC Also urged our Legislators to
support legislation that would allow additional ballot items to be
placed on the same ballot as the presidential pnmary
On February 13, in the evening attended the Tn-Cities Visitor &
Convention Bureau meeting where the annual report was presented A
committee was formed to track the need for additional convention
space
On February 14, invited to have breakfast at the Tn-Cities Retirement
Inn and go on a tour of the facilities
Pasco Downtown Development Association Board Meeting - February 4.
1992 Mr Kilbury reported that he was unable to attend the meeting
due to personal reasons
Association of Washington Cities Legislative Action Conference -
February 5-6. 1992 Mayor DeFelice reported that the focus of the
conference was on legislative issues where the AWC outlined their
legislative pnonties -2-

Senior Citizens Advisory Committee Meeting - February 10. 1992
Mayor DeFelice reported that the meeting was routine in nature with
statistical reports bemg given on programs offered by the Center
Tri-MATS Policy Advisory Committee Meeting - February 13. 1992
Mr Kilbury reported that Duane Barenson, the Director of the
Department of Transportation, was present and gave a wide ranging,
detailed report on future developments in the field of transportation
as a result of the ISTEA Act of 1991
Parks & Recreation Advisory Council Meeting - February 13. 1992
Mayor DeFelice reported that discussion was about the money that was
allocated for the 1992 capital improvements The Park Board wants to
make a recommendation to Council on whether the money should be
spent on a pool slide at Memonal Park or the creation of more soccer
fields
Discussed the "Yard of the Month" program, which will be starting up
again in Apnl and ending in October The possibility of extending this
program to a year around program was discussed There's a need for
more judges on the 'Yard of the Month" panel.
B F Transit Board Meeting - February 13. 1992 Mr Garrison
reported that authonzation was given to purchase four (4) new
Motorola Radios for four (4) new buses Also approved purchasing
additional fare boxes and vaults. Approved two (2) ninety (90) day
contracts to handle the twenty-four (24) hour dispatching services on
hours that are not provided by the Transit, and to provide ambulatory
services on off hours

NEW BUSINESS.
Riverview Sewer.
Mayor DeFelice convened a Joint Pasco City Council and Franklin
County Board of Commissioners meeting to discuss Riverview Sewer
needs and explained that the meeting was requested by the Franklin
County Commissioners.
Mayor DeFelice opened the meeting by saying that all those present
were very anxious to solve the Riverview sewer issue and the City is
especially anxious to extend sewer lines and expand the treatment
plant to be able to provide service to the Northwest Annexation Area
Once this happens it's gomg to be a catalyst for development and this
growth and progress is going to be of benefit to the City and to the
County and the City would like to include Riverview in this service area
because it would be a logical service area for the City of Pasco and is
seen as being in the City's urban growth area as defined by the Growth
Management Act Mayor DeFelice expresse&the hope that the joint
meeting would result in something that would help resolve the
Riverview Sewer issue.

Commissioner Neva Corkrum addressed the Council and expressed
her thanks for the Council accepting their request for a joint meeting
and they were waitmg to hear from the City Council as to their stance
on the annexation issue.
Individual members of the City Council expressed their belief that
annexation of the Riverview area, either at the time of sewer service or
at some future date, is a necessary and logical progression for the City
of Pasco
The Commissioners expressed their belief that the City and County
could enter into a partnership, divide the costs for these
improvements and no require the citizens involved to agree to
annexation.
After a general discussion between the two (2) bodies, Mayor DeFehce
Invited the County to submit a written proposal, including time lines,
financing and the County's proportionate share of the costs. After the
proposal is received, the respective Sewer Extension Committees
could meet to discuss it
