HomeMy WebLinkAbout1992.04.20 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 20, 1992 CALL TO ORDER The meeting was called to order at 8.00 P M by Joyce DeFelice, Mayor ROLL CALL. By Deputy City Clerk Council members present were. Joyce DeFelice, Michael Garnson, Edgar Hargrow, Chns Jensen, Charles Kilbury, Dan Lathim, and Carl Strode. Also present were: Gary Crutchfield, City Manager, and Greg Rubstello, City Attorney. PLEDGE OF ALLEGIANCE. The meeting was opened with the Pledge of Allegiance CONSENT AGENDA. MOTION. Mr. Jensen moved to approve the Consent Agenda Seconded by Mr. Lathim. Motion carried Consent items are as follows A) Approval of Minutes. To approve minutes of Regular Meeting held Apnl 6, 1992. To approve minutes of Special Meeting held Apnl 13, 1992. B) Bills and Communications. To approve General Claims in the amount of $306,625 92 ($12,389 20 being in the form of Wire Transfer Nos. 2722 and 2723, and $294,236.72 consisting of Claim Warrants numbered 76127 through 76326). C) Appointment to Civil Service Commission To concur in the Mayor's re-appointment of Cos Edwards to the Civil Service Commission to a term which will expire on February 17, 1998. D) Agreement with Consultant to Update City Job Descriptions To approve the proposed agreement with Kenny Consulting Group, Inc. for updating City job descriptions and authorize the City Manager to sign the same. E) Agreement for Animal Control Services. To approve the Agreement with the Benton Franklin Humane Society for Animal Control Services for calendar year 1992 and, further, authorize the Mayor to sign the Agreement F) Amendment to Collective Bargaining Agreement between the City of Pasco and the Pasco Police Officers Association To adopt the proposed amendment to the 1991-1992 Collective Bargaining Agreement between the City of Pasco and the Pasco Police Officers Association adding a new Article XXI - Substance-Free Work Place Policy to the Collective Bargaining Agreement G) Resolution No. 2006 To approve Resolution No 2006, providing for an internal grievance procedure for complaints under the Amencans with Disabilities Act PROCLAMATION AND ACKNOWLEDGMENTS None. MINUTES REGULAR MEETING PASCO CITY COUNCIL APRIL 20, 1992 VISITORS. None REPORTS FROM COMMMEES AND/OR OFFICERS. Mayor's Activity Report: Mayor DeFelice reported that on April 12, she attended the Little Miss and Mister Pageant as a judge. On April 13, attended the Chamber of Commerce luncheon and listened to a presentation from Dennis Wright, Asst. City Engineer, concerning the 20th Avenue and Court Street traffic problems On April 13, in the evening, attended the Citizens Committee to promote passage of the bond issue. On April 14, was a guest at the ribbon cutting ceremony for the Mid- Columbia Library's Funding Information Center On April 14, in the evening, and on April 15 attended the Boundary Review Board Heanng. On April 18, attended the Chamber of Commerce Annual Hawaiian Auction Pasco Downtown Development Association Board Meeting - April 7. 1992 Mr. Kilbury reported that the Board of Directors met to report that membership pledges are ahead of schedule PDDA expenses were higher due to membership drive costs, new employees and office supplies The Marketing/Promotions Committee is working on an image campaign and Farmer's Market ads Three television stations will be submitting bids. Tn-MATS RTPO Policy Advisory Committee Meeting - April 9. 1992. Mr. Kilbury reported that there was discussion on Federal Function Classification and Urban Area Changes This will require the Washington State Department of Transportation to submit the urban area boundaries and functional classifications of roads within and without these boundaries A final copy of the Unified Planning Work Program for 1993 was provided along with information regarding the Washington State Department of Transportation Intermodel Planning Conference Parks & Recreation Advisory Council Meeting - April 9. 1992 Mayor DeFehce reported that there was an update given on the McLoughlin and Senior Center Bond Issue. There was an update given by Mr Dick Erickson, Director of Parks & Recreation, on the Council's decision to build soccer fields on Road 36 and Argent B F Transit Board Meeting - April 9. 1992 Mr Garrison reported that the 10th anniversary of the Transit will be in May There will be a bus rodeo May 16th at the Columbia Center. Air Pollution Control Board Meetings - April 10 and April 17. 1992 Mr Hargrow reported that April 2nd was the regular meeting, while the 10th and 17th were special committee meetings The topic of these meetings was the inadequate phone service used by Air Pollution Control. The system has failed due to the heavy number of calls requesting permission to burn Even after switching to KONA Radio, which airs three times a day, citizens were complaining that they -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL APRIL 20, 1992 missed the 10 second spot and this is causing a lot of problems for the local Fire Chiefs. Another issue facing Air Pollution Control is the issuance of burn permits, including ticketing for infractions and collecting the fines No one wants to be responsible for this added work load or the liability issues. Senior Citizens Advisory Committee Meeting - April 13. 1992. Mayor DeFelice reported that there were some negative comments made by Boardmembers regarding the quality of food and menu selection of the Bread-n-Butter Program Good Roads Association Meeting - April 15. 1992: Mr. Lathim reported that the Mayor of Connell introduced the subject of problems with interchanges. The State is trying to move ahead as quickly as possible on the completion of the four lane highway from Pasco to Ritzy'lle and in doing so they are laying out future interchanges. They proposed one interchange for Connell using the reason that future interchanges will have to meet the standards of an 1-5 interchange costing $5-6 million It was suggested that a more modest interchange design would allow more interchanges on SR 395 PUBLIC HEARINGS. None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS Resolution No. 2007 A RESOLUTION ESTABLISHING AN ARCHITECTURAL REVIEW COMMITTEE FOR THE PURPOSES AND APPROVALS DESCRIBED IN SECTION F OF THE DECLARATION OF PROTECTIVE COVENANTS FOR THE VILLAGE AT SUN WILLOWS; AND APPOINTING THE INITIAL COMMITTEE MEMBERS Mr. Crutchfield addressed Council and explained that when the City terminated it's agreement with the MSL Group it was determined that the City would need to move away from a single housing-type of marketing plan To accomplish this end it was determined that the City would need to establish some form of review of individual house plans as they were proposed for development in Phase 1 This is to assure quality m development for that development, but to also protect the investments that are already there in the form of the first 6 homeowners that have purchased and built homes there. The conclusion was that the City should create an architectural review committee, which would have the responsibility of reviewing plans and construction for compliance with the covenants as established when the subdivision was created, but also to review the materials and exterior design of each unit as it's proposed and pass judgement on whether it will be permitted in the subdivision Mr Leland Smith, of Sunnver, Oregon, informed Council that 7 new escrows have been opened. These escrows are dependent on the plans of the builders being approved by the Architectural Review Committee -3 Fclice, Mayor MINUTES REGULAR MEETING PASCO CITY COUNCIL APRIL 20, 1992 MOTION. Mr. Strode moved to approve Resolution No 2007, creating an Architectural Review Committee for The Village at Sun Willows. Mr Lathim seconded the motion Motion earned UNFINISHED BUSINESS None NEW BUSINESS: Appointments to Architectural Review Committee: MOTION: Mr Strode moved to concur in the Mayor's appointment of Mr. Ken Sugden and Mr. Joe Connell to the resident seats of the Sun Willows Architectural Review Committee, with Mr. Ron Cheney as an alternate. Mr. Garrison seconded the motion Motion earned MOTION: Mr. Kilbury moved to concur in the Mayor's appointment of Councilmembers Jensen and Strode to the City Council seats of the Sun Willows Architectural Review Committee Mr Lath= seconded the motion Motion earned MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL. Mr Hargrow informed Council that he has had several citizens approach him concerning the use of telephone poles as billboards Mr. Crutchfield stated that he would look into the enforcement options available.
