HomeMy WebLinkAbout1991.11.04 Council MinutesI I I MINUTES PASCO CITY COUNCIL REGULAR MEETING NOVEMBER 4, 1991 CALL TO ORDER The meeting was called to order at 8 00 P M by Joe Jackson, Mayor ROLL CALL By Deputy City Clerk. Council members present were Joyce DeFelice, Michael Garrison, Joe Jackson, Chris Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Also present were Gary Crutchfield, City Manager, Dennis Wright, City Engineer, Dave McDonald, Director of Community Development, and Kurt Luhrs, Administrative Assistant PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Jensen Motion carried Consent items are as follows A) Approval of Minutes To approve minutes of regular meeting held October 21, 1991 B) Bills and Communications To approve General Claims in the amount of $389,819 43 ($8,866 72 being in the form of Wire Transfer Nos 2692 and 2693, and $380,952 71 consisting of Claim Warrants numbered 72266 and 73751 through 73919) Payroll Claims To approve Payroll Claims in the amount of $386,983 82, Payroll Voucher Nos 22477 through 22659, and 22660 through 22838 C) Houseboat Concession at Pasco Boat Basin To authonze the Mayor to sign the third amendment to the Commercial Concession Agreement between the City of Pasco and Water World Manna, Inc , for the purpose of subleasing a portion of the Pasco Boat Basin to Southern Star Houseboats D) Resolution No 1977 To approve Resolution No 1977 opposing Initiative 559 E) Resolution No 1978 To approve Resolution No 1978, supporting the development and operation of the Tn-City Cancer Center F) Setting Public Hearing - 1992 Block Grant Program To set 8 00 p m, November 18, 1991, as the time and date to hold a public hearing to consider recommendations for the 1992 Community Development Block Grant Program for the City G) Fixing a Public Hearing - Appeal of Planning Commission Recommendation (MF #91-26-Z) To fix 8 00 p m, Monday, November 18, 1991, as the time and date to conduct a public hearing to consider the Kidwell appeal PROCLAMATION AND ACKNOWLEDGMENTS None MINUTES REGULAR MEETING PASCO CITY COUNCIL NOVEMBER 4, 1991 VISITORS None REPORTS FROM COMMI I I hES AND/OR OFFICERS Tn-Cities Visitor and Convention Bureau Board Meeting Mrs DeFelice reported that the Convention Sales Director reported that the a slide show has been completed to be shown to future convention prospects The Director of the Bureau reported that there is a new computerized program for a "Calendar of Events", which will make amending and up-dating the calendar much easier Pasco Downtown Development Association Annual Meeting Mr Kilbury reported that the treasurer presented a financial report and a report on the Farmers Market TRIDEC Board Meeting Mr Lathim yielded the floor to Mr Strode to present a report on the meeting Mr Strode reported that the annual meeting of the Southeastern Washington Development Association (SWDA), was held before the TRIDEC meeting The SWDA Small Business Association 504 Loan Program information packet, which briefly describes SWDA's mission of administenng the 504 Loan Program The TRIDEC Board addressed a proposed position on Initiative 553 - Term Limitations, and the Board unanimously approved a resolution opposing the initiative B F Health Board Meeting Mr Garrison reported that the proposed budget of $3,130,000 for 1992 was the main topic of conversation for the meeting The City's assessment is scheduled to increase by $39,000 for 1992 Food service permits, solid waste and liquid waste permits need to be looked at very seriously to reduce the amount of subsidies Task Force for a Safe Community Meeting Mr Jensen reported that the meeting started with a report from the Community Task Force on the pros and cons of a community center The Committee felt a community center designed to deter gang related activities would be taken over by the gangs It was suggested that maybe the Task Force should visit other communities and investigate the programs being used to counteract gang related violence and activities PUBLIC HEARINGS MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN TO DISCUSS THE INSTALLATION OF CHANNELIZATION AT THE INTERSECTION OF 20TH AVENUE AND COURT STREET Mr Wright addressed and informed Council that notice of the hearing was properly published as required by law and, further, each of the affected properties within the immediate area were mailed notice of this hearing and notice was hand delivered to all of the operating businesses No written objections were received from those notified of the Public Hearing U S Bank, located on the southeast corner of the intersection of 20th Avenue and Court Street, acknowledged the necessity of installing raised channehzation Mr Wright explained that this issue was first' brought before Council last April at which time a traffic analysis of the intersection of 20th Avenue and Court Street was ordered and to see what could be done to -2- et MINUTES REGULAR MEETING PASCO CITY COUNCIL NOVEMBER 4, 1991 alleviate the accident problems that seemed to be increasing in the intersection Several proposals were presented over the summer months with the most recent action being a public hearing for the elimination of parking on the north approach to the intersection down 20th Avenue to facilitate a proper left turn pocket and traffic island The proposals that were suggested originally included removing all driveways, removing some of the driveways, putting in additional traffic signals in the vicinity to help break up traffic to allow movements in and out of driveways, and a raised physical channelization that would prevent certain movements across two lanes of traffic, including left turn pockets It was decided that the prevention of certain movements across traffic would be the best solution for eliminating a hazard and thus reduce the number of accidents in this intersection Mr Kilbury stated that he feels the main problem is on the approach from the south on 20th Avenue, with Cartmell Street being so close to the intersection, that the left turn lane is going to be too short many times to hold the number of cars stacking up to make a left turn Mr Wright explained that this problem was mentioned at a previous meeting and the only solution available would be to put a two way left turn lane south on 20th Avenue below Cartmell Street This was proposed several years ago and Council decided at that time not to do this because it would eliminate some parking Mr Garrison stated that he understood that the Bank had installed a "no left turn" sign in their dnve-way and wanted to know if it had done any good Mr Wright explained that it hadn't accomplished anything Mr Crutchfield informed Council that over half of the businesses west of 20th Avenue have posted these signs, but people simply don't obey them and it is not ill(z!gal to ignore them Mrs DeFelice was c:oncerned that the raised channelization would force a significant amount of traffic into the surrounding residential areas and wanted to know if the property owners along Ruby Street were notified'? Mr Wright explained that they had not been notified Mr Strode asked i any consideration had been given to making certain streets like Ruby Street or Cartmell Street between 19th Avenue and 20th Avenue into one-way streets? Mr Wright said that this had not been looked at to see if it would be effective, but felt it would push traffic one block further south into the residential districts Mr Gordon Martin, 130 Tichnel, Cashmere, Wa, (owner of the entire block of property where Price Chopper is located), addressed Council to explain that he had discussed this issue with his tenants and his tenants were very concerned with the effect raised channelization is going to have on the.- businesses He asked if the City could be more specific about the number of accidents at this intersection, if there had been any consideration on putting a left turn on 19th Avenue to divert traffic, and would the City consider putting a left hand turn signal on the light on 22nd Avenue 9 Mr Wright explain& that putting a left hand turn signal on 22nd Avenue has been studied by J U B Engineering and they found that it would increase the delay time for through traffic in this area He also stated that there have been approximately 12 accidents a year for the -3- MINUTES REGULAR MEETING PASCO CITY COUNCIL NOVEMBER 4, 1991 last 3 years directly related to people crossing traffic as well as numerous reports of near misses Mr Craig Eerkes, 501 West Canal Drive, Kennewick, operator of the Shell Station on the corner of 20th Avenue and Court Street addressed Council to express his opposition to the raised channelization He stated that he would lose almost 80% of his business, which would close down his business and he urged Council to reconsider this issue and look for other options Mr Henry Kidwell, 910 South 10th Avenue, addressed Council and outlined several options that Council could consider as alternatives to raised channelization He felt the Shell Station could change the location of the cashier to re-route traffic or the City could put in right- hand turn lanes in that intersection Mr Jensen asked Mr Wnght what goal the City was working towards with raised channelization in this intersection 9 Mr Wright explained that raised channelization would eliminate turning movements across opposing traffic or turning movements that require cars to cross two or more lanes of traffic Mr Jensen stated that he wasn't convinced that raised channehzation was the answer to the problem of accidents in connection with this intersection Ms Teresa Anderson, 2815 Wilcox Dr, addressed Council to express her frustration with the issue of raised channelization She feels that society functions on what's most convenient and the public wants easy access or they will go somewhere else to do their business Ms Anderson asked if the no-left-turn signs installed by the driveways of many businesses could be enforced 9 Mr Crutchfield explained that the no-left-turn signs that are posted by individual businesses are not legally enforceable and that in order to enforce these signs the laws would need to be revised This would also cost the City as signs would need to be made and installed in each of the affected driveways as well as assigning additional police officers to patrol this Mr Crutchfield felt that this idea would cost far more than the raised channelization Mr Wright pointed out that the problem is not with moving traffic it's the conflicting movements that happen that cause problems and raised channelization would eliminate some of these movements Mr Martin again addressed Council to express his company's willingness to finance signs for no-left-turns for his tenants to see if this would help with the problem Mr Strode addressed Council and stated that he felt that the left turn pockets with the island at the end are much too short, would cause more problems: and would move the accidents from Court Street to the parking lots Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed Mr Garnson proposed that this item be sent back to staff for further consideration and brought back at a future workshop meeting Mayor Jackson, with Council's concurrence, returned this item to staff for further study to be brought back to Council at a workshop meeting -4- NEW BUSINESS None MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL None ADJOURNMENT No further business, the meet i as ad o rned at 9 41 P M. 01 AIP - . . . a . . I I le ...."---in . -Ad ,11116.n% n•n j acks . ayor MINUTES REGULAR MEETING PASCO CITY COUNCIL NOVEMBER 4, 1991 Staff was also directed to notify all property owners within one block in any direction ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS None UNFINISHED BUSINESS Growth Management Mr Kilbury addressed Council and called their attention to the proposed Interlocal Agreement, Section 8 - Mediation, and explained that it was his understanding that there is a State law for a specific method for resolving disagreements and it does not contemplate calling for a meeting between the County and the City and a mediator It calls for the County and the City to take their dispute to a committee set up by the Governor Mr McDonald stated that this was correct and there were provisions within State law for mediation services when a County and City disagree on a certain point This was pointed out to the Committee at earlier meetings, however, representatives from other jurisdictions were concerned that if there was going to be any disagreements it would more than likely be between the County and Pasco and the cost of going to mediation would be subtracted from grant monies available to the other junsidictions The other representatives were concerned that if the County and the City got into a dispute there would be less money to share Mr Crutchfield suggested that a simple solution to this would be to provide that if the State process is used then the expenses deducted from the County-wide grant be deducted from the parties involved in the dispute as opposed to the non-disputing parties Mr Kilbury also stated that he attempted to have the City's portion of the grant money increased and asked for Council's concurrence on proceeding with the agreement on the basis of the change in the Mediation section Council concurred Annexation of Sacajawea Park Mr Kilbury informed Council that he had been working on this issue since March, 1990, and putting together a packet The County has agreed that they would not oppose this action and the Corp of Engineers require that the City (in order to consider a request for annexation), officially request approval to annex After a general discussion by Council regarding costs vs venefits, this issue was put aside until some future date when it might be cost effective and prudent for the City to again address this issue 5 MINUTES REGULAR MEETING PASCO CITY COUNCIL NOVEMBER 4, 1991 ATTEST Catherine D Seaman Deputy City Clerk PASSED and APPROVED this __LIC day of 1\10Qe_ry.be-r , 1991 -6
