HomeMy WebLinkAbout1991.08.05 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING AUGUST 5, 1991 CALL TO ORDER The meeting was called to order at 8 00 P M by Joe Jackson, Mayor ROLL CALL By Deputy City Clerk Council members present were Joyce DeFelice, Michael Garrison, Joe Jackson, Chris Jensen, Charles Kilbury, E A Snider, and Dan Lathim Also present were Gary Crutchfield, City Manager, Dennis Wright, Assistant Engineer, Dick Enckson, Director of Parks & Recreation, and Larry Peterson, Assistant City Planner PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA Mr Garrison moved to approve the Consent Agenda Seconded by Mr Jensen Motion carried Consent items are as follows A) Approval of Minutes To approve minutes of regular meeting held July 15, 1991 To approve minutes of special meeting held July 22, 1991 B) Bills and Communications To approve General Claims in the amount of $551,861 18 ($21,959 22 being in the form of Wire Transfer Nos 2675 and 2676, and $529,901 96 consisting of Claim Warrants numbered 70927 through 71195) Payroll Claims To approve Payroll Claims in the amount of $400,825 72, Payroll Voucher Nos 21224 through 21440, and 21441 through 21658 Bad Debt Write-offs To approve Bad Debt Write-offs for utility billing, ambulance, and Municipal Court non-criminal accounts receivable in the total amount of $45,183 97 and, of that amount, authorize $42,296 69 be turned over for collection C) Agreement for Custodianship of Disability Board Files To approve the Interlocal Agreement with Franklin County providing for the custodianship of LEOFF I Disability files D) Ordinance No 2829 To adopt Ordinance No 2829, conditionally permitting the conduct of a beer/wine garden in conjunction with the Pasco Autumn Festival E) Code Amendment - Salvage Activities in I-1 Zone To accept the recommendation of the Planning Commission regarding auto wrecking in the I-1 zoning district F) Special Permit - Church (Iglesia Bautista El Buen Pastor) To approve the special permit for the Iglesia Bautista El Buen Pastor to operate a church as recommended by the Planning Commission G) Resolution No 1967 To approve Resolution No 1967, accepting the work by Acme Materials and Construction, Inc under Contract No 90-3-04 for the Oregon Avenue Overlay MINUTES REGULAR MEETING PASCO CITY COUNCIL AUGUST 5, 1991 H) Resolution No 1968 To approve Resolution No 1968, fixing 8 00 p m, September 3, 1991, as the time and date for a public heanng to consider the proposed vacation I) Public Hearing for the Removal of Parking on 20th Avenue between Court and Ruby Street To set Tuesday, September 3, 1991, at 8 00 p m, in the City Council Chambers, as the time and place for a public hearing to consider the removal of parking on 20th Avenue between Court and Ruby Streets PROCLAMATION AND ACKNOWLEDGMENTS "Yard of the Month" Awards The following Pasco residents were presented Certificates of Appreciation from City Council Betty Hosheit, 624 North Elm Street Gene and Vi McIntire, 214 South 26th Avenue Clifford and Ida Stone, 532 North 9th Avenue Ray and Linda Cluck, 831 West Mane Street (unable to attend) Dale and Judy Reiss, 2503 West Pearl Street (unable to attend) Rod and Julie Lingle, 4315 Desert Street, (unable to attend) VISITORS None REPORTS FROM COMMI11I,ES AND/OR OFFICERS TRIDEC Board Meeting - July 18. 1991 Mr Lathim reported that the meeting was canceled due to a conflict with other scheduled meetings B F Regional Council Board Meeting - July 19, 1991 Mr Kilbury reported that during the meeting the intergovernmental review process led to the endorsement of a grant to LaChnica and to Planned Parenthood of Central Washington Each jurisdiction, including Pasco City Council, was asked to determine how they felt about public funding for the Columbia Basin Dive & Rescue Team They presented a program and there is considerable sentiment in the Regional Council that this program should be funded by public monies Visitor & Convention Bureau Board Meeting - July 23. 1991 Mrs DeFelice reported that this year for the first time the Bureau was able to have a new position, a Convention Sales Director The new Director is a graduate of the University of Washington and began last month working for the Bureau The primary responsibility of this position is to promote the Tn-Cities as a convention destination and to increase the number of delegates coming into this area for conventions Already the new Director has successfully made a contact with the meeting planner of a convention group who is busy planning their annual convention and the Director was able to persuade them to pick the Tn-Cities over two other destinations in Washington The new Membership Director began working in June In the monthly newsletter for June there were fifteen new members of the Bureau, which is a source of additional revenue for the Bureau's budget B F Health Board Meeting - July 25. 1991 Mr Garnson reported that there was an executive session concerning up coming labor negotiations A complete break down of how various percentage proposals to union members would impact the total budget was requested by Mr Garrison -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL AUGUST 5, 1991 There was a briefing from Patricia Courson on the Emergency Medical Services The EMS group has been allowed to have Ms Courson in the Health Department building to help facilitate that program for Emergency Medical training and for paramedics Mr Garrison reported that he signed a letter from the City for our request of the Health District for a Rural Health Grant on water quality evaluations This would affect small towns outside of our area like Kahlotus and Mesa where there aren't facilities available Mr Garrison also reported that he signed a letter supporting a grant to help educated the public on how to avoid drowning Park & Recreation Advisory Council Meeting - August 1. 1991 Mrs DeFelice reported that Dick Erickson reported on the down town tree program All the trees are planted except for one, and that's because it needs some concrete work Mr Erickson also reported on the landscape bubbles in the down town area and is working with the PDDA Facade Committee to set standards for the landscape bubbles The Comprehensive Park & Recreation Plan is in the process of being updated A consultant has been hired to accomplish this and a public meeting was held to gather input from the citizens of Pasco There is another public meeting scheduled for August 21, 1991, at 7 00 p m at the Community Center at Volunteer Park PUBLIC HEARINGS None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS Ordinance No 2830 AN ORDINANCE RELATING TO ZONING AND PMC AMENDING TITLE 22. Ordinance No 2830 was read by title only Mr Garrison moved to adopt Ordinance No 2830, amending the C-1 (Retail Business) district regulations and the nonconforming uses regulations by making provisions for residential uses under certain conditions and, further, to approve the ordinance summary for publication Mr Snider seconded the motion Mr Dick Patrick, 429 Rd 29, addressed the Council and stated that his opinion in support of the ordinance had not changed Dr Marvin Nelson, 636 N Douglas Street, addressed the Council and stated that his opinion concerning this issue had not changed and he was still opposed to this action Motion was carried by the following roll call vote YES Garrison, Lathim, Jackson, Jensen, Kilbury, Snider, DeFelice UNFINISHED BUSINESS None NEW BUSINESS Comprehensive Parks & Recreation System Plan Mr Snider moved to approve Amendment No 1 to the Agreement with J C Dragoo & Associates Mrs DeFelice seconded the motion Motion carried - 3 - MINUTES REGULAR MEETING PASCO CITY COUNCIL AUGUST 5, 1991 MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL None ADJOURNMENT No further business, the meeting was adarned at 8 16 P M 1 W Ag41: A -.16.41t-z ack ayor ATTEST Catherine D Seaman Deputy City Clerk PASSED and APPROVED this day o 1991 1991 -4- 4-
