PASCO CITY COUNCIL
SPECIAL MEETING OCTOBER 22, 1990
CALL TO ORDER:
Special meeting called to order at 8:00 P.M. by Mayor
Joe Jackson.
ROLL CALL:
By City Manager. Councilmembers present were:
Joyce DeFelice, Michael Garrison, Ed Hendler, Joe Jackson,
Chris Jensen, Charles Kilbury and E.A. Snider. Also
present were: Gary Crutchfield, City Manager;
Greg Rubstello, City Attorney; Dan Underwood, Director
of Finance; Larry Dickinson, Fire Chief; and James Ajax,
Director of Public Works.
ORDER OF BUSINESS:
Reservoir Landscaping Project. Staff reported that bids
were opened for Reservoir Landscaping Project which
included paving a portion of the roadway from Horizon
Drive into the City's 10,000,000 gallon reservcoir, plus
site grading, fencing and landscaping on the reservoir
property. Two (2) bids were received and the low bidder
was Zygotech, Inc., whose bid of $102,850.87 was 25% over
the engineer's estimate of $82,140.00. After reviewing
the bids, staff noted large discrepancies in the
estimated cost of doing some of the street work which
staff felt clearly represented a lack of interest or
abilit8y by the contractors to perform this type of work
this late in the year. Further discrepancies were noted
in estimated amounts for street and site excavation. It
is recommended to reject the bids at this time and seek a
more favorable bid next spring.
Mr. Hendler moved to reject the bids for Project No.
#90-2-07, Reservoir Landscaping. Seconded by Mr. Snider.
Motion carried.
Comprehensive Sewer Plan. Mr. Hendler moved to enter
into an agreement with the firm of Hickerson-Pence for
preparation of a Comprehensive Sewer Plan for the City,
and further, to authorize the Mayor to sign the
Agreement. Seconded by Mr. Snider. Motion carried.
