PASCO CITY COUNCIL
REGULAR MEETING JULY 2, 1990
AN EXECUTIVE SESSION WAS CALLED AT 7:30 P.M. FOR THE PURPOSE OF
DISCUSSING PERSONNEL. IT ADJOURNED AT 8:00 P.M. WITH NO ACTION TAKEN.
CALL TO ORDER:
The meeting was called to order at 8:00 P.M. by
Joe Jackson, Mayor.
ROLL CALL:
By City Clerk. Councilmen present were: Joyce DeFelice,
Michael Garrison, Ed Hendler, Joe Jackson, Chris Jensen,
Charles Kilbury and E.A. Snider. Also present were: Gary
Crutchfield, City Manager; Richard Erickson, Director of Parks &
Recreation; and Larry Peterson, Assistant Planner.
PLEDGE OF ALLEGIANCE:
The meeting opened with Pledge of Allegiance.
CONSENT AGENDA:
Mrs. DeFelice moved to approve Consent Agenda. Seconded by Mr.
Garrison. Motion carried. Consent items are as follows:
a) Approval of Minutes. To approve minutes of regular
meeting, held June 18, 1990.
b) Bills. To approve General Claims in the amount of
$429,714.74 ($16,241.16 being in the form of Wire Transfer
Nos. 2954 and 2956; and $413,473.58 consisting of Claim Warrant II
Nos. 66006 through 66151).
To approve bad debt write-offs for utility billing, ambulance,
and Municipal Court non-criminal accounts receivable in the total
amount of $21,816.43 and, of that amount, authorize $21,704.79 be
turned over for collection.
PROCLAMATIONS AND ACKNOWLEDGEMENTS:
Mayor Jackson presented "Yard of the Month" awards to:

The City Manager commended residents for setting a good example
in making our City a more attractive place to live. He called

attention to Harry Elzie (City Code Enforcement Officer)
practicing what he had to enforce on a day to day basis.
VISITORS:
Former Council Member, Susan Boothe, was recognized in the
audience.
REPORTS FROM COMMITTEES AND/OR OFFICERS.
To approve Payroll Claims in the amount of $484,710.89; Payroll
Voucher Nos. 15998 through 16160; and 16161 through 16327; and
16328 through 16522.

Pasco Downtown Development Association. Mr. Kilbury reported
that revenue and expense items for Farmer's Market, Village
Market, Autumnfest and PDDA were considered. The decorative
pictures have arrived and will soon be in store windows. WSU
received a grant to set up a kitchen which is to be used in
conjunction with an incubator program for startup businesses
which need to prepare a food product for sale. Hopefully, this
will be placed in Pasco. The Hispanic community has indicated an
interest in the Old Pasco Elks Building but no definite
conclusions.
Good Roads Association. Mr. Snider stated this was the last
meeting of the summer and they will need the City's "want" list
by mid-August. Milo Bauder, contractor, enlightened group on
proposed housing development in Meadow Springs/Badger Canyon
area. Various highway projects are proceeding on schedule for
completion.
B-F Govt. Conference Solid Waste Policy Advisory. Mr. Kilbury
reported they approved draft for proposals to hire a
consultant and chose a five-member review committee to review and
recommend the approval of a consultant. Don Morton reviewed
environmental process and had sent a letter to Department of
Ecology, asking for an extension of the deadline for the plan
from June 30, 1990 to December 31, 1990.
B-F Govt. Conference. Mr. Kilbury was acknowledged as BFGC
representative to the "Stampede Pass" and Ad Hoc committee.
Three programs; namely, two fills on ponds at the Bailie Boys
Ranch and an application for assistance to fund the Emergency
Management Program Assistance Project were approved. Dr. Gary
Fields spoke on alcohol and drugs in the public schools today.
Benton-Franklin District Health. Mr. Garrison stated the
meeting primarily dealt with staffing request. He concurred with
request provided that there was no increase from Governmental
entities. He showed a copy of Food Service Test manual which
will be sold to the public for 50 cents.
PUBLIC HEARINGS:
None.
ORDINANCES/RESOLUTIONS NOT RELATING TO PUBLIC HEARINGS:
None.
NEW BUSINESS:
Tr-Cities Rivershore Enhancement Committee Riverboat Project.
Mr. Jensen moved to authorize a supplemental appropriation of
$5,000 from the Stadium/Convention Center Fund for participation
in the Tr-Cities Riverboat Development Feasibility Study,
provided that the Cities of Kennewick and Richland participate in
the study in at least the same dollar amount. Seconded by Mr.
Snider. Motion carried with Mr. Kilbury voting no.
Appointments to Senior Citizens Advisory Committee. Mrs.
DeFelice moved to appoint the following to Senior Citizens
Advisory Committee:
Ray Hart, Position No. 1, expiring June 16, 1993.
A.L. Roebuck, Position No. 2, expiring June 16, 1993.

Dorothy Miller, Position No. 8, expiring June 16, 1992
(replacing Oliver Dilling).
Seconded by Mr. Hendler. Motion carried.
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL:
Court Imposed Traffic Fines. Mr. Hendler asked if the City
could record non-paid fines with the State Department of
Licensing. The City Manager will research this further and
report back to the City Council.
Contract with Mid-Columbia Library. The City Manager stated
that contract with Mid-Columbia Library will be expiring at
year's end and expressed concern over Library District's failure
to begin negotiations and if we wait until September, it could
put the City "in a box."
He distributed copies of letter from District that requests each
City to relinquish the right to seek voter-approved annexation to
the Library District. Such annexation would mean the Cities
would become part of the District, and the District would operate
the libraries without a contract with the Cities. Under proposed
recommendation, City residents would pay the same for library
services as people who live in unincorporated areas of Benton and
Franklin Counties. That means the District would get less
income. At the present time, Pasco owns library at 1320 W.
Hopkins and pays all library maintenance and utility costs.
Council directed City Manager to work with City of Kennewick
to review other options such as running the library
jointly with the City of Kennewick or by ourselves.
