PASCO CITY COUNCIL
REGULAR MEETING AUGUST 20, 1990
CALL TO ORDER:
The meeting was called to order at 8:00 P.M. by
Joe Jackson, Mayor.
ROLL CALL:
By City Manager. Councilmen present were: Joyce DeFelice,
Michael Garrison, Ed Hendler, Joe Jackson, Chris Jensen,
Charles Kilbury and E.A. Snider. Also present were:
Gary Crutchfield, City Manager; and Greg Rubstello, City
Attorney.
PLEDGE OF ALLEGIANCE:
The meeting opened with Pledge of Allegiance.
CONSENT AGENDA:
Mr. Snider moved to approve Consent Agenda. Seconded by Mr.
Garrison. Motion carried. Consent items are as follows:
a) Approval of Minutes. To approve minutes of regular
and special meetings, held August 6 and 13, 1990, respectively.
b) Bills. To approve General Claims in the amount of
$384,286.72 ($15,955.94 being in the form of Wire Transfer Nos.
2602 and 2603; and $368,330.78 consisting of Claim Warrant Nos.
66562 through 66801.)
c) Agreement for Traffic Signal at 22nd & Court. To approve
the Interlocal Agreement with Pasco School District for the
installation of a traffic signal at 22nd Avenue and Court Street
and, further, authorize the Mayor to sign the Agreement.
PROCLAMATIONS AND ACKNOWLEDGEMENTS:
None.
VISITORS:
None.
REPORTS FROM COMMITTEES AND/OR OFFICERS:
Reports from Councilmembers Chris Jensen, Charles Kilbury, Ed
Hendler and Michael Garrison relating to Benton-Franklin
Substance Abuse Coalition, Tr-MATS, Ben-Franklin Transit and
Benton-Franklin Health Board were given during workshop session.
PUBLIC HEARINGS:
None.
ORDINANCES/RESOLUTIONS NOT RELATING TO PUBLIC HEARINGS:
None.
Amendment No. 2 to Sun Willows Residential Sale Agreement. Mr. I
Garrison moved to set a special meeting of the City Council at
8:00 P.M., August 27, 1990, regarding Amendment No. 2 to Sun
Willows Residential Sale Agreement. Seconded by Mr. Snider.
Motion carried.

REGULAR MEETING PASCO CITY COUNCIL AUGUST 20, 1990
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL:
Councilman Hendler advanced idea of consolidating City and County
operations into one government. He felt the time was right to
seriously look at consolidation as a means of increasing
government efficiency; i.e., one Police agency would serve both
City and County and one group of elected officials would set
policy. Mr. Hendler further suggested that the City Council ask
the County Commissioners to initiate an election in which 15 to
25 freeholders would be chosen to write a proposed charter
merging Pasco and Franklin County. The proposed charter would
need approval by a majority vote of the people.
Councilman Duke Snider was opposed to taking on Franklin County's
financial problems when the City of Pasco was in a solvent
position.
Councilman Charles Kilbury predicted that an election on I
consolidation would "go down in flames."
