HomeMy WebLinkAbout1990.08.13 Council MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING CALL TO ORDER: AUGUST 13, 1990 Special meeting called to order at 8.00 P.M. by Mayor Joe Jackson. ROLL CALL: By City Manager. Councilmembers present were: Joyce DeFelice, Michael Garrison, Ed Hendler, Joe Jackson, Chris Jensen, Charles Kilbury and E.A. Snider. Also present were: Gary Crutchfield, City Manager; and David McDonald, Director of Community Development. ORDER OF BUSINESS. MAYOR JACKSON DECLARED THE SPECIAL MEETING OPEN FOR THE PURPOSE OF CONSIDERING ORDINANCE NO 2780, AMENDING PMC TITLE 22 BY ENACTING SPECIAL USE PROVISIONS FOR COMMERCIAL AGRICULTURE USES. Mr. McDonald, Director of Community Development, stated that after reviewing the Ordinance on several occasions, the City Council determined that further refinement was necessary. The present Ordinance now contains: A) Provisions for allowing farming without a special permit on land that is 1,000 feet or more from a residential development, B) Provisions to permit the growing of alfalfa and pasture grasses in all zones; C) Special permit requirements for farms within 1,000 feet of residential developments; D) Increased distance requirements for property owner notification. ORDINANCE NO. 2780. AN ORDINANCE RELATED TO ZONING AMENDING PMC TITLE 22 BY ENACTING SPECIAL USE PROVISIONS FOR COMMERCIAL AGRICULTURAL USES. Ordinance No. 2780 was read by title only. Mr. Snider moved to adopt Ordinance No 2780, amending PMC Title 22 by enacting new provisions for special permits dealing with agricultural uses and to approve the summary of said Ordinance for publication. Seconded by Mr. Jensen. Mr. Kilbury moved to amend Ordinance No 2780 to read 300 feet instead of 1,000 feet in all Sections Seconded by Mr. Snider. Amendment motion FAILED by the following roll call vote. YES. Kilbury and Snider NO DeFelice, Garrison, Hendler, Jackson and Jensen. Mr. Kilbury moved to amend Ordinance No. 2780, Section 4, Sub-Section 2 to read: "Commercial agricultural uses shall be considered permitted uses in all zoning districts when the proposed agricultural uses are located 1,000 feet or more from an occupied residential sub-division or a dwelling unit." Seconded by Mr Snider Motion FAILED by the following roll call vote. YES: Kilbury and Snider NO: DeFelice, Garrison, Hendler, Jackson and Jensen. Main motion carried by roll call vote of six (6).
