MINUTES PASCO CITY COUNCIL SPECIAL MEETING APRIL 23, 1990 CALL TO ORDER: Special meeting called to order at 8:00 P.M. by Mayor Joe Jackson. ROLL CALL: By City Manager. Councilmembers present were: Joyce DeFelice, Michael Garrison, Ed Hendler, Joe Jackson, Chris Jensen, Charles Kilbury and E.A. Snider. Also present were: Gary Crutchfield, City Manager; Greg Rubstello, City Attorney, and Dennis Wright, City Engineer. ORDER OF BUSINESS: ORDERING OF CURB, GUTTER, & SIDEWALK REPAIRS ON COURT STREET BETWEEN 5TH AVENUE AND 7TH AVENUE, AND ON SHOSHONE STREET BETWEEN 12TH AVENUE & 14TH AVENUE, AND ON 12TH AVENUE BETWEEN SHOSHONE STREET AND YAKIMA AVENUE. It was noted that the hearing had been duly publicized and all affected property owners notified. There were no written communications. Resolution No. 1916 ordered the repair of sidewalks and also directed that adjacent property owners pay for these repairs. The Resolution also specified that should the property owners fail to make those repairs within the allotted time frame, the City of Pasco will make the repairs and assess the adjacent property owners the cost thereof. In accordance with State and local Codes, the Council is required to affirm, modify or withdraw the Resolution. Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed. Mr. Snider moved to reaffirm Resolution No. 1916, requiring the property owners on Court Street between 5th Avenue and 7th Avenue, and on Shoshone Street between 12th Avenue and 14th Avenue, and on 12th Avenue between Shoshone Street and Yakima Avenue to repair damaged sidewalk and, if they fail to do so, require that the City make the repairs and bill the property owner. Seconded by Mr. Garrison. Motion carried. Award of Bid for Street Light Materials. Mr. Snider moved to reject the low bid of North Coast Electric Supply as non-responsive and to award the bid for street lighting materials to Stoneway Electric Supply in the amount of $34,553.54 and, further, to authorize the Mayor to sign the contract documents. Seconded by Mr. Garrison. Motion carried. ADJOURNMENT No further business, Mr. Garrison moved to adjourn special meeting. Seconded by Mr. Snider. Motion carried Mee ing adjourned at 8.14 P.M. I I I
