PASCO CITY COUNCIL
SPECIAL MEETING OCTOBER 30, 1989
CALL TO ORDER:
The meeting was called to order at 7:30 P.M. by Ed
Hendler, Mayor.
ROLL CALL:
By City Manager. Councilmen present were: Michael Garrison,
Joyce DeFelice, Ed Hendler, Lee Kraft, E.A. Snider and Luisa
Torres. Councilman Joe Jackson was absent (excused). Also
present were: Gary Crutchfield, City Manager; and Greg
Rubstello, City Attorney.
BUSINESS LICENSE REVOCATION HEARING FOR AMBASSADOR VILLAGE, 1107 WEST
LEWIS, ISSUED TO JOHN THOM, 199 EAST 23RD, KENNEWICK, WASHINGTON:
The City Attorney opened Hearing by stating nature of revocation
hearing and referred to binder of information previously
provided the City Council.
The history of Mr. Thom's misconduct in the second hand and pawn
business is documented thoroughly in the reference material
referred to. Whether or not such conduct in the City of
Kennewick should be cause for the Pasco City Council to revoke
the business license issued for the Ambassador Village, a
second-hand store operated by Mr. Thom, is of course, a decision
for the City Council to make following the procedure set forth in
PMC 5.04.110. Mr. Thom is entitled to a hearing before the City
Council.
Mr. Stan Taylor, Attorney for John Thom, explained he had received
the binder at 2:00 P.M., Monday, October 30, 1989 and had not had
sufficient time to prepare for this matter.
In order to allow Mr. Taylor sufficient time to prepare his
defense, Mr. Snider moved to delay hearing to a special meeting
of the City Council on Monday, November 13, 1989, at 7:30 P.M.
Seconded by Mr. Kraft. Motion carried.
BASIN DISPOSAL CONTRACT: The City Manager explained that the
current Solid Waste Collection Contract was executed in July,
1985 and represented implementation of the new automated
collection system in the residential areas. The automated system
was intended to control costs, particularly in the area of labor
(the automated system requires only one operator, where the old
system required two). The rates were fixed in July, 1985 to
permit amortization of the debt incurred by the cost fraction in
starting the system (trucks and containers); the rates have not
been adjusted since then and the contract would expire in July,
1990.
Environmental regulations imposed on landfills over the past few
years have led to significant increases in the cost to dispose of
solid waste at the Pasco Landfill. The 1990 cost of disposal
will be more than double the 1985 figure and will likely rise
again.
The contractor has thus requested rate adjustments. Staff has
worked with the contractor to identify what is felt to be an
appropriate rate schedule, but also to recommend a new five-year
contract be executed now rather than wait until spring to go
through the same process again.
Mr. Leonard Dietrich, President of Basin Disposal, explained that

contract form for the November 6, 1939 meeting.
