PASCO CITY COUNCIL
REGULAR MEETING MAY 15, 1989
CALL TO ORDER:
The meeting was called to order at 8:00 P.M. by Ed
Hendler, Mayor.
ROLL CALL:
By City Clerk. Councilmen present were: Michael Garrison,
Ed Hendler, Joe Jackson and Lee Kraft. Also present were Gary
Crutchfield, City Manager; and James Ajax, Director of Public
Works.
CONSENT AGENDA:
Mr. Kraft moved to approve Consent Agenda. Seconded by Mr.
Garrison. Motion carried. Consent items are as follows:
a) Approval of Minutes. To approve minutes of regular
meeting, held May 1, 1989.
b) Bills. To approve General Claims in the amount of
$204,645.05 ($27,495.76 being in the form of Wire Transfer
Nos. 2221 and 2224; and $177,149.29 consisting of Claim
Warrant Nos. 61568 through 61722.)
C) Resolution No. 1876. A ,,Resolution requesting that the
Association of Washington Cities join with and seek a
cooperative effort with other interested and/or affected
organizations for changes in the State Sentencing Ranges for
crimes against property and involving controlled substances.
d) Urban Renewal Area Storm Drain. To authorize staff to
call for bids for the construction of storm drain facilities
in the Urban Renewal Area.
e) Abatement Cost Recovery - 127 South Hugo Avenue. To
set 8:00 P.M., June 5, 1989, as the time and date to hold a
public hearing to determine the method of recovering City
costs for abatement activities at 127 South Hugo Avenue.
f) Removal of Parking from Hillsboro Street & Commercial
Avenue. To set June 19, 1989, 8:00 P.M., City Council
Chambers, as the time and place for a public hearing
concerning the removal of parking from Hillsboro Street and a
portion of Commercial Avenue.
PROCLAMATIONS AND ACKNOWLEDGEMENTS:
Presentation of Civic Improvement Award Plaque. On behalf of
the City of Pasco, Mayor Hendler presented Eileen Carr with a
Civic Improvement Award for the outstanding beautification and
restoration of the Moore Mansion. He complimented the fine menu
and wished Mr. & Mrs. Carr much success in the Mansion.
The City Manager reiterated that he had watched their progress
from start to finish and much heart and soul went into this
project.
Public Signing of Proclamation for "National Public Works Week.
Mayor Hendler publicly signed Proclamation, proclaiming May 21 -
27, 1989 as National Public Works Week. He, then, presented it
to James Ajax, Director of Public Works.

VISITORS:
Mrs. Lydia Sisk commended the Council for City Park at 7th &
Pearl. It was gratifying to see numbers of small children
playing in a safe environment rather than public street.
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS:
ORDINANCE NO. 2722:
AN ORDINANCE CONCERNING SEPTIC TANK WASTE DISPOSAL;
AND ESTABLISHING NEW CHAPTER 13.54 TO THE PASCO
MUNICIPAL CODE.
Ordinance No. 2722 was read by title only. Mr. Jackson moved to
adopt Ordinance No. 2722, which establishes rates and regulations
relating to acceptiong residential dwelling septic tank waste
(septage) at the City of Pasco Waste Water Treatment Plant.
Seconded by Mr. Garrison. Motion carried.
NEW BUSINESS:
Road 68 Elevated Water Storage Tank - Public Works Trust Fund
Loan - City Project No. 89-2-01. Mr. Kraft moved to enter into
an Agreement with the Washington State Department of Community
Development for a Public Works Trust Fund loan to the City of
Pasco for the Road 68 Elevated Water Tank project in the amount
of $1,245,000, and authorize the Mayor to sign said Loan
Agreement. Seconded by Mr. Garrison. Motion carried. (It was
suggested that it be painted purple/white, Pasco High's School
colors. The Mayor suggested the possibility of a contest among
the students for the design of a logo or phrase.)
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL:
Staff will research Noise Pollution Ordinance regarding
excessive noise emulating from speakers and radios on cars.

No further business, the meeting adjourned at 8:10 P.M.
