HomeMy WebLinkAbout1989.03.20 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MARCH 20, 1989 CALL TO ORDER: The meeting was called to order at 8:00 P.M. by Ed Hendler, Mayor. ROLL CALL: By City Clerk. Councilmen present were: Michael Garrison, Beverly Green, Ed Hendler, Lee Kraft, E.A. Snider and Joe Jackson. Councilman Emerson Morgan was absent (excused). Also present were: Gary Crutchfield, City Manager; Greg Rubstello, City Attorney; Dick Erickson, Director of Parks/Recreation; David McDonald, Director of Community Development; and James Ajax, Director of Public Works. MAYOR HENDLER TRANSPOSED REGULAR ORDER OF BUSINESS TO RECOGNIZE PASCO HIGH SCHOOL GIRL'S BASKETBALL TEAM: Mayor Hendler read plaque, commending Girl's Basketball Team for their fourth place finish at State as well as individual GPA score of 3.5. Academically, they are ranked as highest in the State. Each girl was then given an individual Certificate of Recognition and their coach, John Shimek, was introduced. He thanked the City Council for their interest and praised his team as an outstanding group of young ladies. MAYOR HENDLER ANNOUNCED THAT HE WAS PROCLAIMING MARCH 21, 1989 AS "EM MORGAN APPRECIATION DAY" IN HONOR OF HIS MANY YEARS SERVICE TO THE CITIZENS OF PASCO. MR . MORGAN WAS LAUDED BY HIS COLLEGUES AS A MAN TRULY DEDICATED TO HIS PROFESSION AND COMMUNITY. CONSENT AGENDA: Mr. Snider moved to approve Consent Agenda, as amended. Seconded by Mr. Green. Motion carried. Consent items are as follows: a) Approval of Minutes. To approve minutes of regular meeting, held March 6, 1989. b) Bills. To approve General Claims in the amount of $168,624.47 ($5,731.29 being in the form of Wire Transfer No. 2159 and 2165; and $162,893.18 consisting of Claim Warrant Nos. 60993 through 61154. c) Ambulance Service Agreement with Franklin County Fire Protection District No. 5. To approve the proposed Ambulance Service Agreement between the City and Franklin County Fire Protection District No. 5 and authorize the Mayor to sign the same. d) Federal Aid Safety Program Funds. To authorize the Mayor to sign the Prospectus applying for Federal Aid Safety funds for improvements to school crossings. e) Resolution No. 1868. A Resolution amending the Community Development Block Grant Program budgets by program year for the City of Pasco. f) Records & Lab Services Agreement. To approve the Records & Lab Services Agreement with Franklin County for 1989 and authorize the Mayor to sign said agreement. g) Emergency Dispatch Services Agreement. To approve the Emergency Dispatch Services Agreement with Franklin County for 1989 in the amount of $150,416 and, further, authorize -1- MINUTES REGULAR MEETING PASCO CITY COUNCIL MARCH 20, 1989 the Mayor to sign said agreement. h) Resolution No. 1869. A Resolution declaring the City's intent to supply municipal water to the Clark Addition. i) Public Hearing on Abatement Project - 821 S. Walnut. To set 8:00 P.M., April 3, 1989, as the time and date to hold a public hearing to determine the method of recovering City costs for abatement activities at 821 S. Walnut Street. PROCLAMATIONS AND AWARDS: Mayor Hendler read proclamation, proclaiming the week of April 2 - 9, 1989 as Lewis and Clark Trail Run Week and presented it to Council representative, Beverly Green. Mrs. Green thanked Mayor Hendler for Proclamation and reiterated that approximately 2,000 individuals would be converging upon Sacajawea Park during this time period. She asked about possibility of getting a transit bus to transport people to and from the park due to shortage of parking spaces. She was advised to prepare a plan and submit it to Transit Authority Board. VISITORS: Mr. Tom Polillo, 2003 W. Canal Drive, Kennewick, Washington, and representing Friends of Columbia Park, distributed a letter to each councilman - outlining their reasons for opposition to Grand Prix Auto Racing in Columbia Park. He asked for support from Pasco City Council in this endeavor. Mayor Hendler and other members of the Council stated that while they may be sympathetic with Mr. Polillo, they made it a policy not to interfere in other Cities' day to day operations. Mr. Rudy Jesernig distributed a map to each councilman, emphasizing noise pollution zone and distance it could be heard. He was opposed to Grand Prix Auto Racing in Columbia Park. REPORTS FROM COMMITTEES AND/OR OFFICERS: Ben-Franklin Transit Board Meeting - March 9, 1989. Mayor Hendler reported that construction contract for Sterl Adams Transfer Center had been approved. Further, they approved $50,000 for a study of transit routes during transfer construction. He just returned from a trip to Washington, D.C. where shoreline enhancement was discussed and return of river to City of Pasco. At the present time, it looks favorable for future marinas, restaurants and condominiums being built on river edge. Meeting with Burlington-Northern Officials. Councilman Snider reported that he met with officials of Burlington-Northern where they discussed future industrial development of their properties. I It appears that 4th of July barbeque plan is progressing on schedule and should provide wholesome family entertainment. PUBLIC HEARINGS AND COUNCIL ACTION ON ORDINANCES RELATING THERETO: Proposed Revocation of Business License for the Palm Tavern. Mr. Snider moved that the hearing to consider the revocation of business license for the Palm Tavern be postponed to 8:00 P.M., -2- -ki!irrjVAT .:ift7-ffc MINUTES REGULAR MEETING PASCO, CITY COUNCIL MARCH 20, 1989 March 27, 1989, at a special meeting of the City Council to be set for this purpose. Seconded by Mr. Kraft. Motion carried. Special Permit - Rubio Daycare Facility in C-1 District, #MF#89-2-CUP. Mr. Kraft moved to postpone hearing for special permit (Rubio Daycare Facility) to Monday, April 3, 1989, 8:00 I P.M. in order to allow proper notification to adjacent property owners.
