HomeMy WebLinkAbout1989.07.10 Council MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING JULY 10, 1989 CALL TO ORDER: The meeting was called to order at 8:00 P.M. by Ed Hendler, Mayor. ROLL CALL: By City Clerk. Councilmen present were: Michael Garrison, Joyce DeFelice, Ed Hendler, Lee Kraft, E.A. Snider, Joe Jackson and Luisa Torres. Also present were: Gary Crutchfield, City Manager; Greg Rubstello, City Attorney; Dennis Wright, City Engineer; and David McDonald, Director of Community Development. CONSENT AGENDA: Mr. Snider moved to approve Consent Agenda. Seconded by Mr. Jackson. Motion carried. Consent items are as follows: a) Approval of Minutes. To approve minutes of regular meeting, held June 19, 1989. b) Bills. To approve General Claims in the amount of $121,538.77 ($5,194.05 being in the form of Wire Transfer No. 2263; and $116,344.72 consisting of Claim Warrant Nos. 62075 through 62206. To approve Payroll Claims in the amount of $464,581.47; Payroll Voucher Nos. 11632 through 11790; and 11791 through 11951; and 11952 through 12133. To approve bad debt write-offs for utility billing, ambulance, and Municipal Court non-criminal accounts receivable in the total amount of $9,343.60 and, of that amount, authorize $7,893.76 be turned over for collection. c) Reappointments to Senior Citizens Advisory Committee: To concur in the Mayor's reappointments to the City of Pasco/Franklin County Senior Citizens Advisory Committee, as follows: Mr. Jack Cooney to Position #7, for a 3-year term to expire on June 16, 1992. Mr. Oliver Dilling to Position #8, for a 3-year term to expire on June 16, 1992. d) Bradshaw Annexation (MF #89-13-A): To set 8:00 P.M., Monday, July 17, 1989 as the time and date for the City Council to consider annexation petition submitted by Robert and Mary Bradshaw. e) Councilmember Appointments. To concur in the Mayor's appointments of Councilmembers to represent the City of Pasco on the following boards: Parks/Recreation Advisory Board Ben-Fm. Govt. Conference Sr. Citizens Advisory Committee Tr-MATS Policy Advisory Committee Emergency Medical Svcs. Council TRIDEC PROCLAMATIONS: Joyce DeFelice, Rep. Luisa Torres, Alt. Joyce DeFelice, Rep. Luisa Torres, Rep. Luisa Torres, Rep. Ed Hendler, Alt. There were no Proclamations acknowledged at this time. -1- MINUTES SPECIAL MEETING PASCO CITY COUNCIL JULY 10, 1989 VISITORS: Mr. Tony Schouviller, 1118 W. Nixon, expressed concern over alley behind apartments between 12th & 14th & Sylvester (north side). He acted as spokesman for other long time residents of Nixon Street who stated that when the City allowed apartments to be built on Sylvester, parking was provided for in the back. Therefore, the alley separating apartments and Nixon Street was becoming a thoroughfare for traffic and dust. Since the City allowed parking in back of the apartments, the residents felt it was the City's responsibility to do something about the alley. Discussion ensued as to the possibility of alley being improved by adjoining property owners. If the City improved this particular alley, it would set a precedent for others and there were no funds available for this type of service. Mr. Don Reed and Mr. Howard Huhs both felt the City made a street out of a neighborhood alley; therefore, the responsibility should be the City's. Mr. Snider noted that Mr. Schouviller's estimated cost for improving the alley represented about $100 per lot and suggested the property owners get together to improve the alley. Mr. Schouviller agreed to meet with Dennis Wright, City Engineer, in an attempt to resolve problem and come up with a viable solution. RECESS: 8:45 RECONVENED: 8:55 REPORTS FROM COMMITTEES AND/OR OFFICERS: Tr-MATS Policy Advisory Committee. Mr. Garrison stated the prime discussion centered around an agreement whereby cities would inspect and improve roadways in all cities. Good Roads Association. Mr. Snider reported that they discussed current gas tax situation and its affect upon highway improvements in the State of Washington. Further, the Energy Office did not calculate electrical power usage correctly and it now appears insufficient to meet the demand. One of the options is to complete unfinished reactors for energy use. Old Pasco/Kennewick Bridge. Mayor Hendler announced that bond of $75,000 would have to be posted by July 31, 1989 in order to halt plans for demolition. Ben-Franklin Governmental Conference. Mr. Kraft reported the meeting had been routine in nature. Grand Old 4th of July. Mayor Hendler reiterated that the 4th of July celebration had been a tremendous success and the Chamber of Commerce was looking forward to 1990. Mr. Snider suggested that special commendation be made to Dorothy Schoeppach, Parks/Recreation Department, Jim Nagley and Universal Foods (who supplied all the french fries) for their outstanding support. -2- f l'wwol ,4, 1454 A MINUTES SPECIAL MEETING PASCO CITY COUNCIL JULY 10, 1989 ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS: ORDINANCE NO. 2732. AN ORDINANCE RELATING TO PARKING ON A PORTION OF HILLSBORO STREET AND COMMERCIAL AVENUE; AND AMENDING SECTION 10.56.080 OF THE PASCO MUNICIPAL CODE. Ordinance No. 2732 was read by title only. Mr. Kraft moved to adopt Ordinance No. 2732, prohibiting parking on a portion of Hillsboro Street and Commercial Avenue. Seconded by Mr. Garrison. Motion carried. ORDINANCE NO. 2733. AN ORDINANCE CONCERNING THE EMPLOYEES AWARD PROGRAM; AND AMENDING CHAPTER 2.43, PASCO MUNICIPAL CODE. Ordinance No. 2733 was read by title only. Mr. Garrison moved to adopt Ordinance No. 2733, revising the Employee Awards Program established under Ordinance No. 2717. Seconded by Mr. Snider. Motion carried. NEW BUSINESS: 20th Avenue and Sylvester Street Traffic Signal. Mr. Jackson moved to award the construction contract for 20th Avenue and Sylvester Street Traffic Signals project to low bidder, Power City Electric, in the amount of $119,658.00 and, further, to authorize the Mayor to sign the contract documents. Seconded by Mr. Kraft. Motion carried. Industrial Wastewater System - Preliminary Design. Mr. Snider moved to approve the proposed Agreement with Hickerson-Jacobs, Inc. for the preliminary design of Industrial Wastewater Treatment Facility and, further, authorize the Mayor to sign said Agreement. Library Alarm System. Mr. Snider moved to authorize staff to have a security system installed in the Pasco Library facility at City expense, and the monthly monitoring costs to be paid by the Mid-Columbia Library. Seconded by Mr. Garrison. Motion carried. MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL: Mr. Snider stated he would be absent from the next council meeting as he is getting married. Mrs. DeFelice stated she would be absent from Workshop Meeting, July 24, 1989. ADJOURNMENT: No further business, the meeting adjourned at 9:10 P.M.
