PASCO CITY COUNCIL
REGULAR MEETING
MAY 16, 1988
CALL TO ORDER
Meeting called to order at 8-00 P.M. by Ed Hendler, Mayor.
ROLL CALL
By City Clerk. Councilmen present were Michael Garrison, Beverly Green,
Ed Hendler, Lee Kraft, E.A Snider, Joe Jackson and Emerson Morgan. Also
present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney,
Dennis Wright, City Engineer, Larry Dickinson, Fire Chief, and Dave McDonald,
Director of Community Development.
CONSENT AGENDA
Mr. Snider moved to approve Consent Agenda Seconded by Mrs Green. Motion
carried. Consent items are as follows
a) Approval of Minutes To approve minutes of regular meeting, held
May 2, 1988.
b) Bills To approve General Claims in the amount of $300,029.95 ($14,795.88
being in the form of Wire Transfer Nos. 1884 and 1890, and $285,234.07
consisting of Claim Warrant Nos. 57951 through 58111.
c) Resolution No 1827 A Resolution accepting work by Terranova Construction
under contract for Project No. 88-9-00 (City Hall Roof).
d) Resolution No 1828. A Resolution establishing a policy for the
awarding of Civic Appreciation Plaques.
e) Resolution No. 1829. A Resolution approving changes in bus stop
location, by amending Resolution No 1502.
f) Resolution No. 1830 A Resolution amending the 1988 Community
Development Block Grant Program Budget for the City of Pasco, Washington.
9) Resolution No. 1831 A Resolution accepting work by Bosch Construction
Co. under contract for Project No. CD 88-200 (Farmers Market).
h) Permission to Call for Bids for the Construction of LID 120, Rd. 34,
from Henry Street to Court Street. To authorize staff to call for bids
for the construction of street and waterline improvements on Road 34.

/ Proposed Addition to 18th Avenue and Lewis Street Waterline Project.
To direct staff to execute a change order to the 18th Avenue and Lewis
Street Waterline Project, which would further extend the line west on
Lewis Street to 20th Avenue, and then across Lewis to complete a flow
loop, and, further', to authorize capital project expenditure authority
in the amount of $50,000 for the total project.
J) Ordinance No 2676LA To approve Ordinance No. 2676-A, an Ordinance
amending Ordinance, No. 2676 for purposes of clarification of the purpose
and intent of Ordinance No. 2676.
k) Approval and Ratification of Tentative Agreement Between the City and
Local #1433, International Association of Firefighters. To approve
tentative agreement reached between the City and Local 1433, IAFF, and
authorize the Mayor to sign the proposed 1988-89 Collective Bargaining
Agreement between the City and Local 1433, IAFF
VISITORS
Mayor Hendler announced that!a letter had been received from Gilbert Lloyd Swick,
asking that Council reconsider Cheney special permit request to build foster care
facility. Mayor Hendler replied that in order to do so, a motion to reconsider would
have to be made by one of the Councilmembers who had previously voted no. Hearing
no motion, the issue was declared "dead" unless the applicant elects to make application
all over again.

REPORTS FROM COMMITTEES AND/OR OFFICERS
Golf Course Advisory Committee, May 3, 1988. Mr. Morgan reported that discussion
had ensued over construction of 24 new golf sheds. It appeared that the cost was
more than people wanted to pay, therefore, it is doubtful that we will get the numbers
signed up to warrant construction.
Attendance has been up at the Golf Course and the grounds are in excellent condition.
Plans are underway to propose our Golf Course as location of Cross Country Meet
due to ideal weather and grounds.
Park/Recreation Advisory Council. Mr. Morgan reported that water was in at
Grid Kid field, it was leveled and plans are underway to turf it. They were
operating with volunteer help and this can be frustrating sometime, however, plans
are proceeding on schedule. They discussed a new entrance road to Walter's field
and Paul Whitemarsh gave a brief report on new spring booklet.
Benton-Franklin Transit Authority. Mr. Garrison stated it was a record short
meeting. They set a public hearing for new routes.
Emergency Medical Services, May 16, 1988. Mrs. Green reported that they had
discussed chemical demolition (Nerve Gas) in Benton and Oregon Counties, and
planning and training program. She reiterated the importance of stress management
for paramedics due to their daily exposure. Plans are underway to hold a salmon
bake on June 11, 1988, Preston Wine Cellars, which will benefit Edith House.
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
RESOLUTION NO. 1832- 0
A RESOLUTION AMENDING THE 1985-1988 HOUSING ASSISTANCE PLAN
FOR THE CITY OF PASCO, WASHINGTON.
Resolution No. 1832 was read by title only. Mr. Kraft moved to approve
Resolution No. 1832, adopting an amended Housing Assistance Plan for the City.
Seconded by Mr Snider.
Mr. Dave McDonald stated that the Pasco Housing Authority has made application to
the Federal Government to receive rental assistance over and above what was anticipated
when the HAP was prepared in 1985. To assist in its funding request, the Housing
Authority has asked the City to amend the Housing Assistance Plan.
When the 3-year Housing Assistance Plan was prepared in 1985, the City indicated
there were 1,342 households that were in need of housing assistance in one form
or another. Through discussions with the Housing Authority, it was determined
that it would be realistic to set a goal of providing rental subsidies to 150 of
these households. With the possibility of the Housing Authority receiving additional
funding for 160 units, it is likely that the City could achieve higher housing
assistance goals.
Mr. Jack Lippold explained process to the City Council and identified Ambassador
Court Apartments, 1712 N. 24th Avenue, as complex being considered. Owners would
be required to maintain units and they would be inspected annually for compliance.
