ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Ed Hendler, E.A. Snider and Joe Jackson Councilmen Emerson Morgan and Ira Schmidt were absent (excused) Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jerry Conner, Director of Finance, James Ajax, Director of Public Works and Dave McDonald, Director of Community Development. CONSENT AGENDA Mr. (Snider moved to approve Consent Agenda Seconded by Mr Hendler. Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held November 18, 1985 b) Bills. To approve General Claims in the amount of $165,163.06, Claim Warrant Nos. 48546 through 48683. To approve Payroll Claims in the amount of $263,558.95, Payroll Voucher Nos. 5650 through 5807, and 5808 through 5962. To approve bad debt write-offs in the amount of $3,784.62 and, of this amount, authorize $3,713.80 be turned over for collection. c) Set Monday, December 16, 1985, 8 00 P.M., as the time and date for public hearing regarding City of Pasco Parks & Recreation System Plan. REPORTS FROM COMMITTEES AND/OR OFFICERS B-F Governmental Conference. Councilwoman Beverly Green reported they had adopted the budget for 1986. Further, she explained how the Economic Develop- ment Revolving Loan process works and ultimate plans for the future. As an active participant, Mrs. Green was hopeful that Tridec and Benton-Franklin Governmental Conference could work together. PUBLIC HEARINGS MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN FOR THE PURPOSE OF AMENDING THE 1985 ANNUAL BUDGET It was noted that the hearing had been duly published as required by Law. There were no written communications Mr Jerry Conner, Finance Director, gave the following statement . Expenditures totalling $7,700 represent double-budgeting in that one fund transfers money to another fund for expenditure purposes and double budgeting is deducted from the total. The net budget supplement totals $180,655.00 The items recommended to be included in the Supplemental Budget are for expenditures that were unanticipated or undeterminable at the time of the 1985 budget preparation Revenue sources for the expenditures are I Unappropriated Surplus Cash 2 Grants 3 Unanticipated Revenue 4 Contributions from Active Funds. ORDINANCE NO. 2579 (Second Reading) AN ORDINANCE AMENDING THE 1985 ANNUAL BUDGET OF THE CITY OF PASCO BY PROVIDING A SUPPLEMENTAL THERETO, BY APPROPRIATING AND RE- APPROPRIATING REVENUE, BY PROVIDING TRANSFER AND EXPENDITURE AUTHORITY, BY ADJUSTING THE EXPENDITURE PROGRAM OF VARIOUS FUNDS AND THE BUDGET WITHIN FUNDS, AND DECLARING AN EMERGENCY. Ordinance No. 2579 was read by title only Mr Hendler moved to adopt Ordinance No. 2579, relating to the 1985 Budget Supplement No 1 Seconded by Mrs. Boothe Motion carried by roll call vote of five (5) MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN FOR THE CONSIDERATION OF 1986 ANNUAL BUDGET It was noted that the hearing had been duly published as required by Law There were no written communications Mr Jerry Conner, Director of Finance, reported the proposed 1986 Budget totals $17,137,524 Overall General Fund expenditures have increased $151,187, or 2 6% Expenditures for ALL funds combined have increased $2,264,749, or 15 2% Discounting capital expenditures and engineering associated with capital projects, we'll increase overall only $162,819, or 1 6% Mr Paul Lawson, 319 S 26th Avenue, asked if we would still get the same level of street sweeping? Staff replied there would be no change Mr. Lawson then expressed concern over recorded message when you call the Police Department during certain hours Even though we have the 911 emergency number, there were certain times when you felt the need to talk to the Police Department rather than getting a recorded message He suggested shifting a person from Parks & Recreation Department to answer telephones Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed ORDINANCE NO 2580 (First Reading) AN ORDINANCE ADUPTING THE CITY OF PASCO BUDGET FOR THE YEAR 1986 Ordinance No 2580 was read by title only Mrs Boothe moved for the first reading, by title only, of Ordinance No 2580 for the consideration of the 1986 annual budget Seconded by Mr Snider Motion carried MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN TO CONSIDER AMENDING CHAPTER 9 60 OF THE PASCO MUNICIPAL CODE TO INCLUDE A SECTION DEALING WITH THE LOCATION OF SOLID WASTE CONTAINERS It was noted that the hearing had been duly published as required by Law There were no written communications Mr Dave McDonald, Director of Community Development, gave the following statement "With the present solid waste collection system, some residents who have curb side collection are leaving their large container on the public walk or in their front yard This obstructs free access and use of public walks and creates aesthetic problems in residential districts He suggested the following alternates s, City Clerk PASSED and APPROVED this 16th day of December, 1985. ATTEST velyn—W AW:f. 4114i %• at-f on , Mayor MINUTES PASCO CITY COUNCIL REGULAR MEETING DECEMBER 2, 1985 PUBLIC HEARING - Continued Alternate 1 Add sub-section 9 60 030(14) to the Pasco Municipal Code, requiring that all solid waste containers be stored behind the front yard setback except on the actual day solid waste is collected Alternate 2 Add sub-section 9 60 030(14) to the Pasco Municipal Code, requiring that all solid waste containers be stored behind the front yard setback except on the day before, the day of, and day after solid waste is collected " Mr Herb Wheeler, 1615 N 12th Avenue, stated he built a nice box around his garbage cans and now the City has allowed those "black monsters" to be placed at each house Further, if there was a car parked in front of your house - blocking area where truck can pick up can, it will not be emptied Mr Paul Lawson reminded Council that he voiced the same concerns when this proposal was first brought before the council It was his opinion that people who left their containers in their front yard don't care about their respective neighborhoods When they owned their own cans, they took care of them Now that someone else owns them, they could care less He encouraged passing an Ordinance with some "teeth" in it so violators could be fined if they did not comply Councilman Hendler suggested that a nice letter be written by the City Manager, reminding them that the containers are to be kept at the back of their lots except on pickup day. Further, if this is not effective, bring the issue back before the council in 60 to 90 days for further action. RECESS 9 25 RECONVENED 9 30 NEW BUSINESS Blue Bridge - Bike Path/Pedestrian Facility - Pasco Approach. Mr Snider moved to authorize the Mayor to sign the proposed turnback agr-ement between the City of Pasco and the Washington State Department of Transportation pertaining to the Pasco approach to the pedestrian/bicycle facility on the Blue Bridge Seconded by Mrs Boothe Motion carried 1985 Water System Improvements Bid Award - Project Nos. 85-2-01, 85-2-02 and 85-2-03. Mr Snider moved to award the contract for 1985 Water System Improvements Project in the amount of $119,466.44 to the low bidder, Sharpe and Preszler Construction and, further, authorize the Mayor to sign the Contract documents Seconded by Mr Hendler Motion carried by roll call vote of five (5). Rezone - Planning Commission Recommendation C-ID (Designed Shopping Center) to C-3 (General Business) - ME #85-26-7, Mathes. Mrs Green moved to fix 8 00 P M , Monday, December 16, 1985, as the time and date for public hearing to consider the Planning Commission's recommendation regarding the proposed Mathes rezone Seconded by Mr. Snider. Motion carried MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Proposal to Make Oregon Avenue/Ainsworth/lOth/Cable Bridge A State Route With the aid of map, James Ajax delineated streets proposed as a State Route At the present time, there is no State route to the Finley area and the City, potentially, could turn this excess highway over to the State. Likewise, the State may turn over excess streets to the City After a brief discussion, it was the concensus of Council to submit proposal through Benton-Franklin Governmental Conference to the State ADJOURNMENT No further business, Mr Snider moved fox. adjournm Ms, Green Motion carried Meeting adjourned at 9 50NZ ,M. .
