REGULAR MEETING
OCTOBER 21, 1985
CALL TO ORDER
Meeting called to order at 8 00 P M by Joe W Jackson, Mayor
ROLL CALL
By City Clerk Members present were Susan Boothe, Beverly Green, Ira
Schmidt, E A Snider, Joe Jackson and Emerson Morgan Also present were
Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jerry Conner,
Finance Director, Dennis Wright, City Engineer, James Ajax, Director of Public
Works, Richard Erickson, Director of Parks/Recreation, Donald Francis, Chief
of Police, Larry Dickinson, Fire Chief and Dave McDonald, Director of Community
Development
CONSENT AGENDA
Mr. Schmidt moved to approve Consent Agenda. Seconded by Mrs Boothe.
Motion carried Consent items are as follows
A) Approval of Minutes. To approve minutes of regular meeting, held
October 7, 1985
B) Bills To approve General Claims in the amount of $245,210.65,
Claim Warrant Nos. 48135 through 48260.
C) Intersection of 20th Avenue and "A" Street - Proposed Improvement.
To authorize staff to proceed with preliminary activities, including
meeting with the property owners who would be affected by the proposed
modification to the intersection of 20th Avenue and "A" Street.
D) Tri-Cities Airport Land Use Compatibility Study. To endorse the
recommendations contained in the Tri Cities Airport Land Use
Compatibility Study.
E) 1985 Street Patching To authorize staff to call for bids on street
patching contract.
F) Fair Labor Standards Act - Suit for Injunctive Relief To approve the
City's participation as a named plaintiff in the FLSA litigation in the
U.S. District Court for the District of Columbia and authorize payment
of $500 into the NIMLO FLSA Litigation Trust Fund.
G) Re-appointments to Block Grant Citizens' Advisory Committee To re-appoint
the following to three-year terms on the Block Grant Citizen's Advisory
Committee, all terms to expire on February 2, 1988 Harry Moore,
Rosalio Armijo, Leola Haythorne, Penny Cambas, Carolyn Furness, Rev. Sam
Hoskins, Joe Balthazor, Joseph Wilson and Larry Vance.
VISITORS
Mayor Jackson signed Proclamation, proclaiming October 24th through 31st
as "Skip-a-Meal-Week " This is endorsed by UNICEF organization. Since no
representative was present to receive Proclamation, Mayor Jackson directed
staff to see that it was given to the appropriate party.
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO. 2573
AN ORDINANCE ADOPTING PARKING AND TRAFFIC REGULATIONS FOR THE
TRI-CITIES AIRPORT SET FORTH IN PORT OF PASCO RESOLUTION NO. 779,
AND ADDING CHAPTER 10.94 TO THE PASCO MUNICIPAL CODE.
Ordinance No. 2573 was read by title only. Mr Snider moved to adopt Ordinance
No 2573, an Ordinance which will make the parking and traffic regulations of the
Port of Pasco at the Tr-Cities Airport a part of the City of Pasco's traffic
and parking Ordinances. Seconded by Mrs. Green Motion carried.

ORDINANCES/RESOLUTIONS - Continued
RESOLUTION NO. 1695
A RESOLUTION ESTABLISHING THE 1986 FEES AND CHARGES FOR
THE PASCO MUNICIPAL GOLF COURSE.
OCTOBER 21, 1985
Resolution No. 1695 was read by title only Mr. Snider moved to approve
Resolution No. 1695, setting fees and charges at the Pasco Municipal Golf
Course for 1986. Seconded by Mrs. Boothe.
Councilman Morgan expressed his dissatisfaction with rates charged Senior
Citizens. He felt they were being charged out of proportion and, further,
out of $15,000 proposed revenue, $11,000 of it was coming from Senior Citizens.
Mayor Jackson concurred he had the same concerns over proposed increase.
Mr. Snider moved to table Resolution No 1695 until November 4, 1985, in order
to give staff time to work out the differences. Seconded by Mr Morgan
Motion carried.
ORDINANCE NO. 2574 (Ad Valorem Taxation - No Increase)
AN ORDINANCE PROVIDING FOR AN AD VALOREM TAX LEVY IN THE CITY
OF PASCO IN ACCORDANCE WITH STATE LAW
Ordinance No. 2574 (no increase) was read by title only. Mr. Snider moved
to adopt Ad Valorem Tax Levy at the same level as the 1985 Ad Valorem Tax
Levy, plus new construction. Seconded by Mr. Schmidt Motion carried by
roll call vote of six (6).
RESOLUTION NO. 1696
A RESOLUTION ON COMMUNITY DEVELOPMENT FINANCING AND URGING
VOTER APPROVAL OF HOUSE JOINT RESOLUTION 23 (HJR 23) ON
NOVEMBER 5, 1985.
Resolution No 1696 was read by title only. Mr. Schmidt moved to approve
Resolution No. 1696 supporting voter approval of HJR 23, which authorizes
local governments to utilize community redevelopment financing Seconded by
Mr. Snider. Motion carried
NEW BUSINESS
Proposed Bicycle Path on Blue Bridge - Pasco Approach. Mr Snider moved to
endorse the proposed bicycle/pedestrian path to Hopkins Street, which is to
be constructed in conjunction with the redecking of the Blue Bridge and, further,
authorize the City Manager to take those steps and actions, including signing
agreements with the Washington State Department of Transportation and the U S
Department of Transportation necessary to construct the Pasco side approach to
the path, together with establishing the City of Pasco's operation and maintenance
responsibilities Seconded by Mrs Green Motion carried
