PASCO CITY COUNCIL
REGULAR MEETING
SEPTEMBER 21, 1987
CALL TO ORDER
Meeting called to order at 8 04 P.M. by Joe W. Jackson, Mayor
ROLL CALL
By City Clerk Councilmen present were Beverly Green, Ed Hendler, Lee
Kraft, E A Snider, Joe Jackson and Emerson Morgan. Also present were
Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jerry Conner,
Director of Finance, Dennis Uright, City Engineer, Larry Dickinson, Fire Chief,
and Dave McDonald, Director of Community Development.
CONSENT AGENDA
Mr Snider moved to approve Consent Agenda Seconded by Mrs. Green. Motion carried
Consent items are as follows
a) Approval of Minutes. To approve minutes of regular and special meetings,
held September 8th and 10, 1987 respectively.
b) Bills To approve General Claims in the amount of $129,782.46, Claim
Warrant Nos. 55536 through 55663
c) Extension of Preliminary Plat Approval - Riverview Heights Phase 3
(MF #84-08-PP) To extend the preliminary plat approval period for
Riverview Heights Phase 3, to expire October 1, 1988.
d) Setting of Public Hearing for the Transfer of Block Grant Funds To
fix 8 00 P M , October 5, 1987, as the time and date for a public hearing
to consider the matter of transferring unexpended 1984 and 1985 Block
Grant Funds to other activities.
VISITORS
There were no visitors wishing to address the council at this time.
REPORTS FROM COMMITTEES AND/OR OFFICERS
Parks ei Recreation Advisory Council - 9/10/87 Councilman Morgan reported that
they discussed tree trimming for Volunteer Park and hopefully starting on Sylvester
Park. Their budget for tree trimming is $10,000. Further, subject of well drilling
was discussed as well as softball/soccer program.
Good Roads Association - 9/10/87 Councilman Snider reported he had a conflict of
meetings on that date (special City Council Meeting, 9/10/87), therefore, he did not
get to attend the full meeting Duane Berentson was present and had given a report
to the members They went into Executive Session to discuss the hiring of a
Secretary/Treasurer.
Benton-Franklin Governmental Conference - 9/18/87 Councilwoman Beverly Green
commented that solid waste zoning had been discussed and input turned over to
TAC Committee. Highway bills are now complete and a recommendation has been made
to ask each regional council for $500
Emergency Medical Services Council - 9/21/87 Councilwoman Beverly Green reported
that ENS Council had a committee working on quality assurance to protect Police
and Fire guidelines. At the present time, the committee is inputting data to our
Legislators to get a regional trauma center in our area. Larry Dickinson, Fire
Chief, gave a background of EMS from inception to present time and its impact
on the area.
No further business, Mr Snider moved for adjournment. Seconded by Mrs. Green.

ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO. 2662
AN ORDINANCE PROVIDING FOR AN ADVALOREM TAX LEVY IN THE CITY
OF PASCO IN ACCORDANCE WITH STATE LAW.
Ordinance No. 2662 was read by title only. Mr. Snider moved to adopt Ordinance
No 2662, providing for the 1988 Ad Valorem Tax Levy, plus new construction,
voter-approved levies for the 1971 General Obligation Bridge Bond and the 1987
Fire Equipment Levy, and a levy for the LID Guaranty Fund. Seconded by Mr.
Kraft. Motion carried by roll call vote of six (6).
NEW BUSINESS
DEMOLITION OF 126 and 126 1/2 W. LEWIS STREET. Mr. Snider moved to award the
contract for demolition at 126 and 126 1/2 W. Lewis to the low bidder, E.P.
Johnson Construction, in the amount of 01,262 and, further, authorize the Mayor
to sign the contract documents. Seconded by Mr Kraft Motion carried by roll
call vote of six (6).
