PASCO CITY COUNCIL
SPECIAL MEETING SEPTEMBER 11, 1987
CALL TO ORDER
Special meeting called to order at 7 00 P.M by Joe W. Jackson, Mayor.
ROLL CALL
By City Attorney. Councilmen present were Beverly Green, Ed Hendler, E.A Snider,
Joe Jackson and Emerson Morgan. Councilman Leland Kraft was absent (excused). Also
present were Greg Rubstello, Acting City Manager, Jerry Conner, Director of Finance,
and Donald Francis, Chief of Police.
CRIME TASK FORCE
Mayor Jackson opened meeting and gave a brief history of Task Force formation.
After several meetings, they are now prepared to give the public a report on their
recommendations and receive citizen input
Mr Hendler asked that the record show that Crime Task Force originated as a result
of citizen complaints regarding noise, crime element, etc. and was not involved in
the Water Follies Committee.
Mr. Hendler reported that several meetings had taken place and general concensus
was that Pasco had a serious crime element which greatly impacted Police, Sheriff
and Prosecutor's Offices The crime element was now extending into Franklin County
so it was no longer just Pasco's problem As a result, it was suggested by Task
Force Committee that a special one-year levy (State Law will only allow one year
at a time) request be placed on the ballot to raise $300,000 The ratio will be
as follows
$ 75/$1,000 valuation for City residents
$.25/$1,000 valuation for County residents
Since Pasco residents are also residents of Franklin County, we would have to pay
both or $1 00/$1,000 assessed valuation. Mr Hendler stated he did not like increased
taxes anymore than anyone else, but he was willing to approve this levy in an effort
to clean up Pasco because he still felt it was a good place to live.
Mr. Snider concurred with Mr. Hendler's statement and asked to be excused to
attend Good Roads Meeting. Prior to leaving, he stated that tonight was the last
night we could act on this subject in order to get it on the ballot (City Attorney
replied that we had until September 18, 1987) and there didn't seem to be any other
alternatives but to go to the people. Our law enforcement agencies are stretched
to the "max" now and our bUdgets won't allow hiring more personnel without a special
levy. In other words, "either go for it or give us viable suggestions "
Mayor Jackson supported concept but favored delaying action until a full complement
of the Council was present to vote on it. He expressed concern that one-year levy
would not accomplish anything and asked, "then what, are we going back to the people?"
Mr. Morgan felt it would take at least two years to get the job done and the people
should be informed that they would have to vote on it for two years Further, what
if County rejects the levy? Councilman Hendler replied that it would impact the
County greatly.
Mrs. Nadine Leaverton stated that people would gladly vote for the levy in order
to have protection.
Mr. Snider moved to place on November ballot, a request for excess levy in the amount
of $300,000 for crime prevention and law enforcement. Seconded by Mr. Hendler
Mayor Jackson still had concerns what we were going to do with extra people after
two years and felt this was short-sightedness and still felt we should have a full
quorum of the Council. Mr. Snider replied that we were merely asking the people if
they wanted to be taxed.
Main motion carried by the following roll call vote. YES Hendler, Snider and Morgan
NO Green and Jackson.
