HomeMy WebLinkAbout08-24-1987 MinutesI I I MINUTES PASCO CITY COUNCIL SPECIAL MEETING AUGUST 24, 1987' EXECUTIVE MEETING Executive Session convened at 7 30 P.M. for the purpose of discussing property. Adjourned at 7 55 P.M with no action taken. CALL TO ORDER Special meeting was called to order at 8 00 P.M. by Joe W Jackson, Mayor. ROLL CALL. By City Clerk. Councilmen present were Beverly Green, Ed Hendler, Lee Kraft, E.A. Snider, Joe Jackson and Emerson Morgan. Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Dennis Wright, City Engineer, and David McDonald, Director of Community Development. ALLEY VACATION - PHYSICIAN'S PARTNERSHIP PETITION NO. 87-10-V Mayor Jackson declared the public hearing open to consider vacation of the north/south alley lying within Block 16, Pasco Improvement Company's Addition to Pasco, and that portion of North 15th Avenue, between the south line of Marie Street and the north line of Henry Street. Mr. Dave McDonald, Director of Community Development, reported that the hearing had been duly published and property posted. Further, on August 3, 1987, Council passed Resolution No 1789, fixing August 24, 1987 as date of public hearing. The City Engineer has indicated an easement and certain utility modifications must occur subsequent to the vacation. The applicant agrees to the conditions. The PUD requires a private easement. The private easement has already been granted to the PUD. The requested vacation would improve the usefulness of the properties abutting the rights-of-way. The rights-of-way are not necessary for public access to any adjoining properties, the utilities located in said rights-of- way will be capped off and/or become private lines, and the vacation of said rights- of-way would eliminate any City responsibility regarding maintenance or liability upon the premises. No written or verbal comments were received. Mr. James Dillman, Architect for petitioners, favored the vacation as they would be putting up a 20,000 sq. ft. facility with potential for expanion. In response to question, he stated that there would be four exits from property Mr. Gerald Droppo, representing First Christian Church, favored vacation as requested by the petitioner. Following three (3) calls from Mayor Jackson, either for or against, the public hearing was declared closed. ORDINANCE NO. 2660 AN ORDINANCE VACATING A PORTION OF NORTH FIFTEENTH AVENUE AND A CERTAIN ALLEY IN BLOCK 16, PASCO IMPROVEMENT COMPANY'S ADDITION TO THE CITY OF PASCO. Ordinance No. 2660 was read by title only Mr. Snider moved to adopt Ordinance No. 2660, vacating the north/south alley within Block 16, Pasco Improvement Company's Addition to Pasco and the portion of 15th Avenue between Henry and Marie Streets. Seconded by Mr. Hendler. Motion carried ATT _ , 1987. MINUTES PASCO CITY COUNCIL SPECIAL MEETING AUGUST 24, 1987 BID AWARD - PRIMARY CLARIFIER MODIFICATIONS Mr Snider moved to award the contract for Primary Clarifier Modifications to Ray Poland and Sons, Inc. in the amount of $96,916.10 and, further, to authorize the Mayor to sign the contract documents. Seconded by Mr. Morgan. Motion carried by roll call vote of six (6). ADJOURNMENT No further business, special meeting adjourned at 8 10 P.M. Joe W.
