PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 00 P.M. by Joe W Jackson, Mayor.
ROLL CALL
APRIL 6, 1987
By City Clerk Councilmen present were Beverly Green, Lee Kraft, Joe Jackson,
E.A. Snider and Emerson Morgan Councilmen Susan Boothe and Ed Hendler were
absent from the meeting (excused) Also present were Gary Crutchfield, City
Manager, Greg Rubstello, City Attorney, Jerry Conner, Director of Finance,
Larry Dickinson, Fire Chief, James Ajax, Director of Public Works, and Webster
Jackson, Personnel/Purchasing Officer.
CONSENT AGENDA
a) Approval of Minutes To approve minutes of regular meeting, held March 16,
1987.
b) Bills. To approve General Claims in the amount of $607,715.92, claim warrant
nos 53848 through 54019.
To approve Payroll Claims in the amount of $290,888.85, payroll voucher nos.
1672 through 1841, and 1842 through 2007.
To approve bad debt write-offs in the amount of $10,001.00 and, of this amount,
authorize $9,755.55 be turned over for collection.
c) Resolution No 1772 A Resolution approving the City's Affirmative Action
Plan
d) Resolution No 1773 A Resolution concerning the City of Pasco Personnel
Board (PMC 2 42 050, et seq ,) and adjusting the terms of its members to
coincide with their terms on the Civil Service Commission
e) Resolution No 1774 A Resolution authorizing the sale of Fire Station No.
2 property to W E. Heaton.
VISITORS - OTHER THAN AGENDA ITEMS
Public Signing - Proclamation for Child Abuse Mayor Jackson publicly read and
signed Proclamation - proclaiming the month of April, 1987, as "Child Abuse
Prevention Month " Mr. Eric Harting accepted Proclamation and thanked the
City of Pasco for their interest and concern
Public Signing - Proclamation for "Medical Laboratory Week " Mayor Jackson publicly
read and signed Proclamation - proclaiming the week of April 12 - 18, 1987 as
"Medical Laboratory Week " Ms. Christine Johnson accepted Proclamation and
thanked the City Council for their support.
Public Signing - Proclamation for "Consumer Credit Education Week." Mayor Jackson
publicly read and signed Proclamation - proclaiming the week of April 19 - 25, 1987
as "Consumer Credit Education Week." Mr Richard Hamm accepted Proclamation and
introduced Gordan Doerling, Wana Brackenbush and Paula Cady to the audience.
Garbage/Dumping Problem Mr. Ray Wilson, 925 N. Elm, expressed his frustrations
that garbage is still being dumped in the vicinity of North Wehe and Road 40 east.
The City Manager replied that adjacent property owners had been notified, by
certified mail, to cease and desist dumping debris/garbage in that area. While
the City fully appreciated Mr. Wilson's pictures and information, an officer
could not issue a citation unless they, personally, witnessed an individual
dumping garbage. On the other hand, if Mr. Wilson witnesses this type of incident
occurring,*he may file a citizen's complaint and the individual could then be cited.
The City Manager invited Mr. Wilson to be in his office at 8 00 A.M. the next morning
and they would both go to the Police Department to take appropriate action. Mr. Wilson
concurred he would attend.

REPORTS FROM COMMITTEES AND/OR OFFICERS
Parks & Recreation Advisory Meeting Councilman Morgan reported that well at McGee
School was discussed because one-fourth of water used was being charged to McGee School
After approval from DOE, the well can be operative in approximately 6 - 8 weeks In
Volunteer Park alone, they estimate that 75 sprinklers can be eliminated when new
system is initiated. Further, dedication for Centennial Park is being temporarily
delayed until landscaping work is completed. Then, it is recommended that dedication
be held in the early evening hours to enable more people to attend.
PUBLIC HEARINGS
MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN TO DISCUSS PROPOSED USE(S)
OF FEDERAL REVENUE SHARING MONEY RECEIVED IN 1987
It was noted that the hearing had been duly publicized as required by law There
were no written communications
Jerry Conner, Director of Finance, reported that "Although Federal Revenue
Sharing was discontinued as of September, 1986, a reserve had been established by the
Federal Government that wasn't totally spent by the termination date of the program.
The remaining reserve was distributed in February, 1987 to agencies that had been
participating in the program. The City of Pasco's share of the reserve was $6,545.00
Pasco has traditionally allocated Revenue Sharing dollars to the Police Department
budget. However, staff proposes to use this final and small distribution for
replacement of worn and unsafe carpet at the library, any portion of the $6,545 unexpended
on the carpet would be allocated to Police services."
Councilman Snider suggested using a portion to trim trees in our Parks Staff
replied that $10,000 had been budgeted for this purpose in 1987.
Following three (3) calls from Mayor Jackson for further comments from the floor,
either for or against, the public hearing was declared closed
Mr. Snider moved to approve the use of 1987 Federal Revenue Sharing funds for the
purpose of replacing worn and unsafe carpet at the City Library, any unexpended
funds to be allocated to the support of Police services. Seconded by Mr Morgan
Motion carried by roll call vote of five (5).
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
RESOLUTION NO. 1771 (Previously Tabled)
A RESOLUTION OF THE PASCO CITY COUNCIL EXPRESSING OPPOSITION TO HB 1037
AS IT PROVIDES FOR A SEVEN CENT PER GALLON INCREASE IN THE STATE GASOLINE
TAX.
Resolution No. 1771 was read by title only. Mr. Snider moved to approve Resolution
No. 1771, stating the City Council's opposition to an increase in the State's
gasoline tax. Seconded by Mrs. Green.
Mayor Jackson stated he had received some information on how the money is to be
spent, and while he doesn't like to increase taxes, there are certain things that
must be done and they need a source of revenue.
Councilman Snider reiterated that Washington State Department of Transportation is
charged with the responsibility of highway maintenance, therefore, request should
come from them and not our legislators. He encouraged further research by the WSDOT

ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO. 26 1 1
AN ORDINANCE CONCERNING STUDENT LOADING ZONES AND CREATING NEW
SECTION 10.52.045 OF THE PASCO MUNICIPAL CODE
Ordinance No. 2641 was read by title only. Mr Snider moved to adopt Ordinance
No 2641, which creates a student pickup attended vehicle only zone on a portion
of the west side of 10th Avenue. Seconded by Mrs Green. Motion carried.
ORDINANCE NO 2642
AN ORDINANCE CONCERNING THE CITY OF PASCO PERSONNEL BOARD AND
AMENDING SECTION 2.42.050 OF THE PASCO MUNICIPAL CODE.
Ordinance No. 2642 was read by title only Mrs Green moved to adopt Ordinance
No. 2642, an Ordinance reducing the required frequency of meetings of the Pasco
Personnel Board Seconded by Mr. Morgan. Motion carried.
MISCELLANEOUS - INCLUDING REPORTS FROM STAFF/COUNCIL
4-Way Stop, 7th & "B" James Ajax, Director of Public Works, stated a report
would be forthcoming regarding citizens' concern for signing in the vicinity of
7th Lane and "B" Street.
City Hall Remodel. The City Manager reported that our electrical panel will have
to be replaced (per State Electrical Inspector), thus increasing bid amount for
remodeling. In addition, the contractor recommended stucco for exterior wall as
opposed to stuccato board. In the long run, maintenance will be less and it will
be more serviceable. This, too, will increase cost and the question is whether
or not council feels that increased cost is warranted. It is anticipated that
remodeling will exceed $45,000 contingency maximum allowed
Following brief discussion, council concurred that it was in the best interest
of the City to proceed.
Fire Levy. Mayor Jackson urged all to get out and vote for Fire Levy on
April 7, 1987
