HomeMy WebLinkAbout04-20-1987 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 20, 1987 CALL TO ORDER Meeting called to order at 8 00 P.M by Joe U. Jackson, Mayor. ROLL CALL By City Clerk Councilmen present were Ed Hendler, Lee Kraft, E.A Snider, Joe Jackson and Emerson Morgan. Councilwomen Susan Boothe and Beverly Green were absent (excused) Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jerry Conner, Director of Finance, Richard Erickson, Director of Parks/Recreation and Dave McDonald, Director of Community Development CONSENT AGENDA Mr. Snider moved to approve Consent Agenda with the addition of "Bid Award for Volunteer Park." Seconded by Mr Kraft Motion carried Consent items are as follows a) Approval of Minutes. To approve minutes of regular meeting, held April 6, 1987. b) Bills. To approve General Claims in the amount of $203,459.27, claim warrant nos. 54020 through 54199 c) Agreement for Animal Services. To approve the agreement for animal services with the Humane Society for 1987, and authorize the City Manager to sign said Agreement. d) Special Meeting of City Council. To set a special meeting of the City Council at 1 00 P.M , Saturday, April 25, 1987, in the Council Chambers at City Hall - the purpose of which meeting is to conduct a financial planning session. e) Bid Opening - Irrigation System at Volunteer Park. To award bid for installation of an irrigation system at Volunteer Park to McKean Landscaping, Inc. in the total amount, including State Sales Tax, of $22,579.79. VISITORS There were no visitors wishing to address the Council at this time REPORTS FROM COMMITTEES AND/OR OFFICERS Senior Citizens Advisory Committee Councilman Emerson Morgan reported that they had two guest speakers, namely, Susan Andrews, Director of Nutrition Program for Council on Aging. Ms. Andrews stated they were looking at two alternate sites in East Pasco to better serve their program Further, donations are holding up well and Jack Cooney will chairman the levy election Good Roads Association Councilman Snider reported it had been a short meeting They, primarily, approved minutes and financial statement. Unpaid membership dues was briefly discussed too Benton-Franklin Transit Authority Councilman Hendler reported that transportation needs assessment study will be discussed this Wednesday, April 22, 1987 He read a letter from Transit Authority, indicating that only three people from Riverview Heights/Desert Plateau had responded to public meeting and mailer survey for bus service to their area In view of this information, Mr. Hendler asked for council input so that he could reflect their views at the next meeting. General concensus was that ridership was down, and it was a long way to go for such a few people. At a later date if more interest is generated, the council could take another look at it Health Board Councilman Hendler asked the council what their position was in view of the fact that we had not received report from Health Department regarding mandated and non-mandated services requested over a year ago Concensus was for Mr. Hendler to advise Benton-Franklin Health District that the report shall be furnished as soon as possible or the City and Franklin County would consider withdrawal from the District 1987 , No further business, Mr. Snider moved for adjournmen Seconded by Mr. Kraft. Motion carried Meeting adjourned at I P.M. oe U. Jackn, Mayor PASSED and APPROVED this MINUTES PASCO CITY COUNCIL REGULAR MEETING ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO. 2643 AN ORDINANCE CREATING THE REVOLVING LOAN FUND. APRIL 20, 1987 Ordinance No. 2643 was read by title only. Mr. Kraft moved to adopt Ordinance No 2643, creating the Revolving Loan Fund. Seconded by Mr. Snider. Motion carried. MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Signing at 7th and "B" Councilman Morgan asked if progress was being made in regard to citizens' concerns in vicinity of 7th and "B". The City Manager reported that a full report and recommendations will be on the next workshop agenda. Quarterly Activity Report The City Manager reported that he would be submitting an activity report to the City Council on a quarterly basis instead of monthly. ADJOURNMENT I I I
