HomeMy WebLinkAbout05-27-1986 MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING MAY 27, 1986 CALL TO ORDER Special meeting called to order at 8 00 P.M. by Joe W. Jackson, Mayor. ROLL CALL By City Manager Councilmen present were Beverly Green, Lee Kraft, Joe Jackson, E.A. Snider and Emerson Morgan Councilmen Susan Boothe and Ed Hendler were absent, excused. Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney; James Ajax, Director of Public Works, Donald Francis, Chief of Police, Larry Dickinson, Fire Chief; and David McDonald, Director of Community Development NORTH OREGON AND HILLSBORO WIDENING AND STRUCTURAL IMPROVEMENTS It was noted that special meeting had been duly publicized, as required by law. There were no written communications Staff reported that bids were opened on Tuesday, May 27, 1986 at 10 00 A.M. Two (2) bids were received The project was put out'to bid with two alternative proposals, one for an asphalt treated base and the other utilizing asphalt ghndings The rationale for this was explained in detail at the time council authorized the call for bids The low bidder for each option was Transtate Paving Company. Staff's recommendation is as follows 1) That each and every project has its own and potentially unique situation or circumstance and that no broad based conclusions with respect to the value of grindings vs. other materials such as asphalt treated base or hot mix asphaltic concrete should be drawn or concluded from its recommendation, as the judgements applied are related to the project at hand only. 2) That staff recognizes that the use of grindings in the manner proposed is not as established or as traditional as the use of asphalt treated base or hot mix asphalt, hence there is an element of incremental risk that should be offset by some other desirable feature(s) that their use should at least offset 3) The staff believes that the roadway structural section proposed under the grinding alternative, when properly constructed, has a greater structural capability to handle and distribute imposed loads There is simply more structure there, i.e., 4 1/2 inches grindings average vs 2 2/3 A T B 4) Roadway Section Slope The staff believes that the additional 2 1/4 inches of crown that will, typically, be provided under the grinding alternative is very much a plus The value of the additional crown relates to the ability to drain water off and away from the roadway In designing the project, staff did not feel that we could afford to add this much crown with the other alternative as it would have added about $60,000 to the project. 5) Appearance With the grinding alternative, there is some concern that over a period of time, some irregularity may develop in the roadway due to variation in compaction. On most City streets, this would be more of a concern than on this particular roadway for two reasons a) On these two streets, truck traffic will help to minimize the irregu- larity in that the specifications prescribes that the roadway grindings shall be open to traffic for 45-days prior to placing the final layer of asphalt b) Since these two collector arterials serve as industry as opposed to retail, commercial or residential properties, some irregularity in the finished surface would not be critical. It is my conclusion and recommendation that the grinding option (Option B) would better serve the City's interest , 1986. ST Eve yn We is, City Clerk PASSED and APPROVED this Z. day o MINUTES PASCO CITY COUNCIL SPECIAL MEETING MAY 27, 1936 BID AWARD - Continued Mr. Snider moved to award the construction contract for the North Oregon and Hillsboro widening and structural improvements project to the low bidder on Option B, Transtate Paving Company, in the amount of $235,400, and further, authorize the Mayor to sign the contract document in response to their proposal as submitted. Seconded by Mr. Kraft Motion carried by roll call vote of five (5). ADJOURNMENT No further business, meeting adjourned at 8 15 P M.
