HomeMy WebLinkAbout02-24-1986 MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING FEBRUARY 24, 1986 CALL TO ORDER Meeting called to order at 8 00 P M. by Joe W Jackson, Mayor ROLL CALL By City Manager. Councilmen present were Susan Boothe, Ed Hendler, Beverly Green, Lee Kraft, Joe Jackson, E A Snider and Emerson Morgan. Also present were Gary Crutchfield, City Manager; Greg Rubstello, City Attorney and Jerry Conner, Finance Director PUGET SOUND CITIES INSURANCE AUTHORITY. The City Manager explained Puget Sound Cities Insurance Authority membership opportunity, Interlocal Agreement, By-Laws and general operation of the pool. For the record, noted 5-year history of pool and estimated 1986 premium, as well as 3-year commitment. The City Council discussed risks associated with pooling, as well as advantages, etc relative to best offer of insurance from private sector and current "bare" condition RESOLUTION NO 1715 A RESOLUTION AUTHORIZING THE CITY OF PASCO TO PARTICIPATE IN THE PUGET SOUND CITIES INSURANCE AUTHORITY TO JOINTLY SELF-INSURE ITS GENERAL LIABILITIES Resolution No 1715 was read by title only Mr Hendler moved to adopt Resolution No 1715, authorizing the City of Pasco to participate in the Puget Sound Cities Insurance Authority to jointly self-insure its general liabilities Seconded by Mr Snider Mr Kraft suggested attaching a copy of the Interlocal Agreement to the Resolution for record purposes The City Manager stated someone needed to be designated as the City's representative on the Puget Sound Cities Insurance Authority Board, and an alternate named, both within the body of the Resolution Further, that Greg Rubstello, City Attorney, would be the City's Risk Management Officer and, therefore, should be one of the two persons named Mr Hendler volunteered to serve as he has a keen interest in this matter Concensus -df Council to name Mr Hendler as representative and Greg Rubstello as altercate. -- Main motion carried unanimously Mrs Green moved to accept the Puget Sound Cities Insurance Authority offer dated February 12, 1986, for liability insurance coverage of $500,000 per occurrence between March 1, 1986 and May 18, 1986 for the premium amount of $30,247 75 Seconded by Mrs Boothe The City Manager explained high cost associated with this offer and need to retain the $30,000 for payment of claims during the uninsured period Main motion failed, unanimously ADJOURNMENT No further business, meeting adjourned AT ' heW tJJ Eve yn els, City ler PASSED and APPROVED this 5 day of A.,e_c_IA:// , 1986 8 3141M f kson, Mayor ;
