HomeMy WebLinkAbout04-07-1986 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING CALL TO ORDER Meeting called to order at 8 00 P M by Joe W Jackson, Mayor ROLL CALL APRIL 7, 1986 , By City Clerk Councilmen present were Susan Boothe, Ed Hendler, Beverly Green, Lee Kraft, Joe Jackson and E A Snider Councilman Emerson Morgan was absent from the meeting (excused-illness) Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jerry Conner, Finance Director, James Ajax, Director of Public Works, Richard Erickson, Director of Parks and Recreation, Donald Francis, Chief of Police, Dave McDonald, Director of Community Development and Dan Underwood, Assistant Finance Director CONSENT AGENDA Mr Snider moved to approve Consent Agenda, as amended Seconded by Mr. Kraft Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held March 17, 1986 b) Bills To approve General Claims in the amount of $222,860 87, Claim Warrant Nos 49886 through 50088 To approve Payroll Claims in the amount of $271,078 37, Payroll Voucher Nos 7082 through 7251, and 7252 through 7417 To approve bad debt writeoffs in the amount of $13,284 99 and, of this amount, authorize $13,031 06 be turned over for collection c) Resolution No 1717 A Resolution establishing revised Rules for the LID Assistance Program d) Resolution No 1718 A Resolution establishing rules for the City of Pasco Home Security Program e) / Resolution No 1719 A Resolution accepting work by Sharpe and Preszler Construction Inc under contract for Project No 85-3-06, Filter Plant Area Storm Drain f) Resolution No 1720 A Resolution accepting work by Sharpe and Preszler Construction Inc under contract for Project Nos 85-2-01, 85-2-02, and 85-2-03, 1985 Water System Improvements g) Resolution No 1721 A joint Resolution of the City of Pasco and Franklin County providing for the appointment of a Citizen's Committee to analyze General Fund conditions and propose appropriate solutions h) Resolution No 1722 A Resolution of the City Council of Pasco, asking the Board of Directors of the Mid-Columbia Library District to seek cost containment objectives and to establish a fee schedule for specialized services 1 ) / Resolution No 1723 A Resolution of the City Council, urging the Board of Directors of Ben Franklin Transit Authority to seek Cost Reduction Alternatives to reduce Transit tax J ) , Lewis Street Underpass - Request for Proposals to have a Structural Evaluation Made To authorize staff to request proposals from structural engineers to do an evaluation of the condition of the Lewis Street Underpass k) Water Delivery Agreement To approve the Water Delivery Agreement with the Franklin County Irrigation District No 1, and authorize the Mayor to sign said Agreement MINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 7, 1986 CONSENT AGENDA - Continued 1) FAUS Prospectus/City Agreement - N Oregon Avenue - Project No 86-3-05 To authorize the Mayor to sign all necessary documents including the Municipal Agreement and the FAUS Prospectus, to secure funds for the minor widening and overlay of North Oregon Avenue from Adams Street to the north City limits, and Hillsboro Avenue from SR-395 to Oregon Avenue VISITORS Public Signing of Proclamation for "National Medical Laboratory Week " Mayor Jackson publicly signed and presented Proclamation to Christine Johnson, Gayle Apley and Carol Kirkle, proclaiming the week of April 13 - 19, 1986, as recognition of National Medical Laboratory Week Public Signing of Proclamation for "Child Abuse Prevention Month " Mayor Jackson publicly signed and presented Proclamation to Carol Harding, proclaiming April, 1986 as "Child Abuse Prevention Month " Public Signing of Proclamation for "National Consumer Credit Education Week " Mayor Jackson publicly signed and presented Proclamation to Lynette Gibson and Linda Mock, proclaiming the week of April 20 - 26, 1986 as recognition of "National Consumer Credit Education Week " REPORTS FROM COMMITTEES AND/Oft OFFICERS Good Roads Association Meeting Councilman E A Snider attended this meeting on March 19, 1986 and reported that area Directors of Public Works gave an informational presentation He commended our Director, James Ajax for his participation and expertise in answering questions Benton-Franklin Board of Health Councilman Lee Kraft (alternate) attended this meeting on March 27, 1986 and reported he had been appointed to a committee on this board Bruce Whitemarsh, Lee Kraft, Ken Miller and Bob Ellis are studying present assessment fees as the County feels they are paying more than they should Further, they discussed spiraling cost of insurance RECESS 8 15 P M RECONVENED 8 20 P M ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2592 AN ORDINANCE CONCERNING THE FAILURE TO APPEAR BEFORE THE MUNICIPAL COURT AND CREATING CHAPTER 9 02 OF THE PASCO MUNICIPAL CODE Ordinance No 2592 was read by title only Mr Snider moved to adopt Ordinance No 2592, an Ordinance concerning the failure to appear before the Municipal Court and creating Chapter 9 02 of the Pasco Municipal Code Seconded by Mr Hendler Motion carried ORDINANCE NO 2593 AN ORDINANCE CONCERNING PENALTIES FOR MUNICIPAL CODE VIOLATIONS Ordinance No 2593 was read by title only Mrs Green moved to adopt Ordinance No 2593, an Ordinance concerning penalties for Municipal Code violations Seconded by Mr Snider Motion carried MINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 7, 1986 ORDINANCES/RESOLUTIONS - Continued ORDINANCE NO 2594 AN ORDINANCE IMPOSING AN EXCISE TAX ON EACH SALE OF REAL PROPERTY IN THE CORPORATE LIMITS OF THE CITY OF PASCO AT A RATE OF ONE-QUARTER OF ONE PERCENT OF THE SELLING PRICE Ordinance No 2594 was read by title only Mrs Green moved to adopt Ordinance No 2594, imposing the one-quarter percent real estate excise tax for capital improvements Seconded by Mr Kraft Motion carried by roll call vote of six (6) ORDINANCE NO 2595 AN ORDINANCE OF THE CITY OF PASCO RELATING TO ENERGY CODES, ADOPTING BY REFERENCE, THE PROVISIONS OF CHAPTER 51 12 WAC AND ADDING A NEW CHAPTER 16 18 TO THE PASCO MUNICIPAL CODE Ordinance No 2595 was read by title only Mr Snider moved to adopt Ordinance No 2595, adopting Chapter 51 12 WAC, Washington State Energy Code, as the Energy Code for the City of Pasco Seconded by Mrs Boothe Motion carried (Councilman Snider suggested meeting with Building and Home Builders Association for their input and possible amendments) NEW BUSINESS Oregon Avenue Extension Bid Award - Project No 85-3-04 Mr Kraft moved to award the contract for the construction of Oregon Avenue Extension to the low bidder, Acme Concrete, Asphalt Division, in the amount of $357,211.50, in response to their proposal submitted February 25, 1986 and, further, to authorize the Mayor to sign the contract documents. Seconded by Mr. Snider. Motion carried by roll call vote of six (6) MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Pasco Library Inventory. The City Manager reported we now owned approximately 56,000 books, about half of which are more than 13 years old. He recommended the following action 1. The 56,425 Pasco-owned books remain in the circulation of the Mid-Columbia Library District until such time as the service contract is terminated. 2. As obsolete or worn-out Pasco-owned books are "withdrawn" from the District's circulation, they will be boxed and delivered to City Hall for storage (we would then have to decide what to do with them if we renewed the District's service contract in 1990). If we start accumulating too many books, we may have to reconsider this plan. Councilman Beverly Green expressed concern that the worn out books would not be replaced, however, general consensus favored City Manager's recommendation. John Williams - 303 S 27th - Noise Problem Mr. Williams addressed the Council in regard to excessive noise problem at Sahara Motel Cocktail Lounge. He stated it starts about 10 00 P.M and continues until 2 00 A.M. and is loud enough that you can hear it inside a closed house He read names from a petition, alluding to the same problem In addition, he had a letter from Mrs. Dewar, 209 S 26th, addressing noise concerns. Councilman Hendler asked if any contact had been made with the owner as he, personally, knew the gentleman and considered him a reasonable man. With pending closure of Blue Bridge which could result in a potential loss of business, he was reluctant to place restrictions if something could be worked out Councilman Snider suggested that the Police might patrol this area more often and he, too, urged a personal contact with the owner MINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 7, 1986 MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL UW Study, re Downtown Pasco Council authorized staff to accept the offer from the University of Washington's Department of Architecture and Urban Planning to perform a downtown revitalization study, such study to be performed by graduate students of architecture and urban planning Consensus of council was that it was $2,000 well spent Tridec-Ado Activities The Mayor appointed Councilman Ed Hendler as representative in Tridec activities, with Councilman Lee Kraft as alternate National League of Cities Meeting Discussion ensued on upcoming National League of Cities Meeting in San Antonio, Texas on May 1, 2, 3, 1986, dealing with loss of revenue sources and how to cope with it General concensus was to send someone from Pasco After a brief discussion, Councilman Ed Hendler and City Manager, Gary Crutchfield were authorized to attend National League of Cities Meeting in San Antonio, Texas on May 1, 2, 3, 1986. Potential Revenue Source for Water Utility. Councilman Hendler suggested that serious thought should be given to future development in Pasco and costs involved to meet that growth. As a means of achieving this, he suggested a $1.00 surcharge on water and sewer. That way, when we need to expand our present facilities in the future, we will have the necessary "seed" money. Council will be reviewing this suggestion.
