PASCO CITY COUNCIL
REGULAR MEETING
SEPTEMBER 3, 1935
CALL TO ORDER
Meeting called to order at 8 00 P M. by Joe W. Jackson, Mayor
ROLL CALL
By City Clerk Councilmen present were Susan Boothe, Beverly Green,
Charles Grigg, Ira Schmidt, Joe Jackson and Emerson Morgan Councilman
E.A Snider was absent from the meeting (excused). Also present were
Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Donald Francis,
Chief of Police, Larry Dickinson, Fire Chief and David McDonald, Director of
Community Development
CONSENT AGENDA
Mr. Schmidt moved to approve Consent Agenda. Seconded by Mrs. Green. Motion
carried Consent items are as follows.
a) Approval of Minutes. To approve minutes of regular and special
meetings, held August 19th and August 26, 1985, respectively.
b) Bills To approve General Claims in the amount of $55,856.55,
claim warrant nos 43402 through 43514
To approve Payroll Claims in the amount of $443,697.09; Payroll
Warrant Nos. 4378 through 4585, and 4586 through 11 792, and 4793
through 4989.
To approve bad debt write-offs in the amount of $1,521.92 and, of
this amount, authorize $1,274.00 to be turned over for collection
c) Resolution No. 1689. A Resolution accepting the work by Pavers, Inc.
under contract for Project No. 84-3-04.
VISITORS
Presentation of Commendation Award to Robert Rojas, Ricky Reyes and
Jesse Rivas Mayor Jackson read public account of incident as follows
"On August 3, 1985, Robert Rojas, Ricky Reyes and Jesse Rivas observed
a man in the act of snatching a purse from an elderly woman in the vicinity
of 12th & Clark Streets in Pasco. As the thief commenced to run with the
purse, the victim attempted to pursue him on foot, but, of course, she was
no match for the much younger, fleet-footed robber. Sizing up the situation,
the three youngsters pursued the fleeing robber on their mopeds. They caught
up with him within a few blocks and confronted him As the Police were
responding to the area, the lads alerted the Police to the robber's location.
As the Police took the man into custody, the three young men related the events
of the incident as they had witnessed it.
Each of these young men, Robert Rojas, Ricky Reyes, and Jesse Rivas are
hereby commended for their praiseworthy actions in this incident. Too often,
we hear of people not wanting to get involved. This certainly has not been
the case in this instance
Thank you, Robert, Ricky, and Jesse for a job well done. Because of you, a
serious crime has been solved and an accused assailant is being brought to
the attention of the Court."
Mayor Jackson then presented Commendation Award to the three young gentlemen,
and on behalf of City CduticIT; praised them for their contribution to the City
of Pasco
Chief Donald Francis presented "Crime biters" award on behalf of Pasco Police
Department and commended them for a job well done.

NEW BUSINESS
Retention of Solar Access Project Consultant. Mr Grigg moved to accept
Conservation Management Service's proposal to complete the Pasco New
Development Solar Access Protection Project and hereby authorize the City
Manager to enter into a contract agreement with said consultant. Seconded
by Mr. Schmidt. Motion carried
ADJOURNMENT
No further business to come before the council, Mr. Grigg moved for adjournment
Seconded by Mrs Boothe. Motion carried. Meeting ad • rned at 8 11 P.M
