HomeMy WebLinkAbout01-07-1985 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JANUARY 7, 1985 CALL TO ORDER Meeting called to order at 8 40 P M by Mayor Joe W Jackson ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Dennis Wright, City Engineer, James Ajax, Director of Public Works, and Larry Dickinson, Fire Chief CONSENT AGENDA Mr Schmidt moved to approve Consent Agenda Seconded by Mr Snider Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held December 17, 1984 \ b) Bills To approve General Claims in the amount of $293,100 07, claim warrant nos 40858 through 41056 (1984) To approve General Claims in the amount of $7,574 45, claim warrant nos 41057 through 41068 (1985) To approve Payroll Claims in the amount of $281,208 65, payroll warrant nos 1356 through 1520, and 1521 through 1686 To approve bad debt write-offs in the amount of $5,505 00 and, of this amount, authorize $4,727 14 to be turned over for collection c) Hearing Date Proposed Traffic Improvements 10th Avenue and elimination of on-street parking in connection with Project. To set Monday, February 4, 1985, 8 00 P M., as the date and time to conduct a public hearing on the proposal to eliminate on-street parking on the following streets 10th Avenue (both sides 300 feet north of Lewis to Clark, 10th Avenue (both sides "A" Street to "B" Street), Clark Street (both sides) 300 feet east and west of inter- section with 10th Avenue, "A" Street (both sides) 300 feet east and west of intersection with 10th Avenue VISITORS Mr John Cartmell offered the following suggestions as a criteria for home occupations, and at the same time, defending his potential application (massage) First, a temporary permit would be issued for one year on a year-to-year basis It would be a service type of business, not retail, and preserve the integrity of neighborhood There would be no signs visible from the street and no more than two cars would be apparent at the same time If a home occupation business were to move, it would be two (2) years before another business could locate at the same address In Mr Cartmell's opinion, this would be an incentive to move into a commercial area as soon as possible because he/she would know that their permit was only temporary Further, it would be another source of revenue for the City of Pasco IIICouncilman Green reiterated that she felt our present Ordinance was too restrictive The City Manager reminded Council that approximately eight months had been spent determining what should, or should not, be allowed as home occupations It is a sensitive matter but where do you draw the line? Councilman Snider expressed concern over increased traffic in neighborhood areas, and as a councilman, he had an obligation to protect all the citizens of Pasco I with our present economy the way that it is MINUTES PASCO CITY COUNCIL JANUARY 7, 1985 REGULAR MEETING PUBLIC HEARING MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN ON PROPOSED COURT STREET TRAFFIC AND STREET IMPROVEMENT L I D It was noted that the hearing had been duly published as required by law There were no written communications James Ajax, Director of Public Works, opened hearing by giving a brief history of three meetings held with affected property owners Concensus was that something needed to be done, but no clear directive was arrived at Due to severe congestion, some felt a signal should be placed at Road 34 to allow better turning movements and a walk for pedestrians Other property owners felt the signal should be at Road 36, or both locations From input received at informational meetings, staff is proposing a project consisting of traffic signals at both the intersections of Court Street with Road 36, and Court Street with Road 34, installing curb, gutter and sidewalk on Court Street between Road 32 and Road 36, widening roadway and striping for two lanes in each direction, plus a center two-way left turn lane and installation of a minimal storm drain system Total estimated cost is $221,000 of which $75,000 will be allocated by the City of Pasco Further, there were / six (6) right of way parcels which needed to be acquired in order to -filld —the proposed L I D to current City standards Mr Dale Mathes, 507 Rd 37, owner of vacant property between Roads 34 and 36, did not think the LID was needed at this time, but concurred that a traffic signal would be beneficial to the area He expressed concern that his assessment of $35,000 was prohibitive for vacant land Mr Bud Hunter, representing the Church of Christ, questioned amount of land needed for sidewalk as he felt Court Street was wide enough for five lanes of traffic now. His church was opposed to L.I.D. due to excessive cost Mr. Ajax repliedthat the City was proposing a 62' curb to curb street, eliminating the present 10' sloping shoulders on each side. He concurred that a five foot sidewalk would work, but they preferred a 6 1/2 foot sidewalk, next to an arterial which is the reason for requesting right of way. Mr. Tony Osborne, co-owner of Auto Park Development, definitely favored a traffic signal at Road 34 because it was impossible to turn left if you were traveling north on Road 34. He called attention to the fact thatmore development might be occurring in the Auto Park area soon and traffic control would be most important. While the entire package proposed in the L.I.D. might be advantageous, he was reluctant to place the burden on vacant property owners. He asked if it might be done in stages. Staff replied that there would be some duplication of cost, and from a dollars and cents standpoint, it would be more cost effective to do the entire project together. Councilmen Grigg and Snider concurred with this logic Mr. Hal Smith, owner of Heidi Haus Restaurant/Tavern, agreed that it was a great project but was reluctant due to cost In these hard times, he had difficulty keeping his place of business open, but supported a badly needed traffic signal Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed. ORDINANCE NO. 2530 AN ORDINANCE ORDERING THE IMPROVEMENT OF A PORTION OF COURT STREET, ALL IN ACCORDANCE WITH RESOLUTION NO 1664 OF THE CITY COUNCIL, ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO 119 AND ORDERING THE CARRYING OUT OF THE PROPOSED IMPROVEMENT, PROVIDING THAT PAYMENT FOR THE IMPROVEMENT BE MADE IN PART BY SPECIAL ASSESSMENTS UPON THE PROPERTY IN THE DISTRICT, PAYABLE BY THE MODE OF "PAYMENT BY BONDS", AND PROVIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DISTRICT WARRANTS REDEEMABLE IN CASH OR OTHER SHORT TERM FINANCING AND LOCAL IMPROVEMENT DISTRICT BONDS ATTE Eve re s, City C erk MINUTES PASCO CITY COUNCIL REGULAR MEETING JANUARY 7, 1985 PUBLIC HEARING/ORDINANCE - Continued Mr. Snider moved to adopt Ordinance No. 2530, to create L I D No 119 Seconded by Mrs Boothe. Motion carried NEW BUSINESS Animal Control Agreement Mr Grigg moved to approve the Agreement for animal services in the City of Pasco between the Benton-Franklin County Humane Society and the City of Pasco for one additional year, running to December 25, 1985 Seconded by Mr Snider Motion carried by roll call vote of seven (7) Fire Protection Contract/State Facilities Mr Snider moved to authorize the Mayor to sign the contract with the State of Washington for Fire Protection Services to State Facilities in Pasco for fiscal year 1985, for the amount of $3,550 Seconded by Mr Grigg Motion carried by roll call vote of seven (7) 1983 L I D Assistance Program Mr Schmidt moved to authorize extension of the 1983 L I D Assistance Program to expire on Thursday, February 28, 1985 Seconded by Mrs Green Motion carried MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Councilmen Charles Grigg and Emerson Morgan were appointed to work with City Manager in reviewing financial proposals from consulting firms There will be a breakfast meeting on January 15, 1985 at the Rivershore Motor Inn where Senator Gorton will be a guest speaker ADJOURNMENT No further business to come before the council, the meeting adjourned at 9 55 P M PASSED and APPROVED THIS ,;?// day o
