PASCO CITY COUNCIL
SPECIAL MEETING JANUARY 14, 1985
CALL TO ORDER
Meeting called to order at 8 00 P M. by Joe W Jackson, Mayor
ROLL CALL
By City Clerk. Councilmen present were Susan Boothe, Beverly Green, Charles
Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan. Also present
were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Jerry Conner,
Finance Director, James Ajax, Director of Public Works, Dennis Wright, City Engineer,
Donald Francis, Chief of Police, Max Bigby, Assistant Planner and Ted Johnson,
Associate Engineer
PUBLIC HEARING
MAYOR JACKSON DECLARED THE SPECIAL MEETING OPEN FOR THE PURPOSE OF CONDUCTING
FINAL HEARING ON LID NO. 118, AND AT CONCLUSION THEREOF, CONSIDER AN ORDINANCE
CONFIRMING ROLL
It was noted that the hearing had been duly published and all affected property
owners notified of same
Mr James Ajax, Director of Public Works, stated the project started in the summer
of 1984 and still had some items which had to be completed when weather moderates
They consist of sidewalk installation, patching of driveways and a layer of asphalt
and utility adjustments yet to be completed Staff has made an agreement with the
contractor reflecting these items
It was recommended to hold the hearing now so that exDenses of financing could be
curtailed The overall construction was,slightly higier due to extra work requested
by John Keltch Excavating, and -being ,unable to assess cemetery land However, the
final assessment figure to each-property_ownpr was lower
As an incentive, the owner of cemetery property has agreed to pay $5,000 towards
his property's improvement which decreases the City's obligation
Mr. Jerry Rinehart asked how soon the L.I D could be paid - in full or in part
Staff replied that property owners would be mailed a notice, at which time, they
would have 30 days to pay all,or a portion of,assessment without interest For
those who wish to finance over the 10-year period, their first payment will
probably be due in March, 1986
Mr. Ajax thanked affected property owners for their patience because there were
unusual problems in this LID such as boggy soil which required digging down deeper
in the road bed and filling with rock
Following three (3) calls from Mayor Jackson for further comments from the floor,
either for or against, the public hearing was declared closed

ORDINANCE NO 2531
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, APPROVING AND
CONFIRMING THE ASSESSMENTS AND ASSESSMENT ROLL OF LOCAL IMPROVEMENT
DISTRICT NO. 118 FOR THE IMPROVEMENT OF "A" STREET FROM 20TH AVENUE
TO 28TH AVENUE AND 28TH AVENUE FROM "A" STREET TO LEWIS STREET, AS
PROVIDED BY ORDINANCE NO 2508, AND LEVYING AND ASSESSING A PART OF
THE COST AND EXPENSE THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS
OF LAND AND OTHER PROPERTY AS SHOWN ON THE ASSESSMENT ROLL
Ordinance No 2531 was read by title only Mr Snider moved to adopt Ordinance
No 2531, confirming the assessment roll on L I D No 118 Seconded by Mrs
Green Motion carried
