HomeMy WebLinkAbout02-19-1985 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING FEBRUARY 19, 1985 CALL TO ORDER Meeting called to order at 8 00 P M by Joe W Jackson, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, Donald Francis, Chief of Police, and Larry Dickinson, Fire Chief CONSENT AGENDA Mr Snider moved to approve Consent Agenda Seconded by Mr Schmidt Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held February 4, 1985 b) Bills To apqrove General Claims in the amount of $209,199 18, claim warrant nos 41309 through 41495 c) Sale of Surplus Equipment Rental Vehicles To authorize staff to proceed with solicitation for sealed bids for the sale of one (1) 1977 Pontiac Ventura and one (1) 1978 Dodge Ambulance These are surplus equipment rental vehicles d) Moratorium on Billboards To establish a 90-day moratorium on billboards in the City of Pasco VISITORS There were no visitors wishing to address the council at this time REPORTS FROM COMMITTEES AND/OR OFFICERS Tr-MATS Policy Advisory Committee Council person Beverly Green reported that the meeting of February 6, 1985 had been cancelled Parks/Recreation Advisory Council Emerson Morgan reported that they looked at site plan design for new park Suggested names for the park included Pioneer, Pearl and Centennial Senior Citizens Advisory Committee Emerson Morgan reported that 35,157 meals had been served in Benton and Franklin Counties at a cost of approximately $1 98 a piece Good Roads Association Duke Snider stated their meeting dealt with status of highway work in this area Next year, the freeway system would be complete with the exception of Snake River Bridge and Prosser/Kiona Bridge Association of Washington Cities Beverly Green reported that it had been an informative meeting and dealt primarily with consolidation, water districting and liquor taxation She expressed concern that the City of Pasco should watch these legislative measures closely B-F Transit Authority Mayor Jackson reported that Bob Ellis had been named Chairman of Benton-Franklin Transit Board Further, they discussed what the new Transit building should look like and potential cost savings ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2536 AN ORDINANCE INCREASING SPEED LIMIT ON ROAD 44 NORTH OF ITS INTERSECTION WITH ARGENT PLACE AND SOUTH OF ITS INTERSECTION WITH DESERT STREET, AND AMENDING PASCO MUNICIPAL CODE SECTION 10 24 040 MINUTES PASCO CITY COUNCIL REGULAR MEETING FEBRUARY 19, 1985 ORDINANCE NO 2536 - Continued Ordinance No 2536 was read by title only Mr Snider moved to adopt Ordinance No 2536, which decreases the speed limit on Road 44 (between Argent Place and Desert Place) from 25 mph to 35 mph Seconded by Mr Schmidt Motion carried NEW BUSINESS , Acceptance of Old McLoughlin School Mr Snider moved to authorize the Mayor to sign the agreement with the Pasco School District, accepting ownership of the Old McLoughlin School and associated property in accordance with the terms and conditions thereof Seconded by Mr Schmidt Motion carried Proposed Library Contract Mr Grigg moved to authorize the Mayor to sign the Amendatory Agreement between the Mid-Columbia Library and City of Pasco Seconded by Mrs Boothe Mrs Green expressed concern that there was no clause provided to get out of the contract in five year Further, the cost was going to be more for less service, therefore, she did not feel it was a good contract Mr Schmidt stated he would vote no due to pending loss of Revenue Sharing Funds and other budget deficiencies Mr Grigg reiterated he didn't like the Agreement in its present form, but he felt the City had no choice but to accept it as the best buy for the dollar Mr Snider concurred with Mr Grigg and felt he had to disregard his personal feelings and vote in the best interests of the citizens of Pasco Mr Morgan emphasized that there is considerable work to be done in selling annexation to the citizens of Pasco Main motion carried by the following roll call vote YES Boothe, Grigg, Snider, Jackson and Morgan NO Schmidt and Green MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL The City Manager commended efforts of our Public Works crew during recent snowfall He stated they worked around the clock and deserved public recognition and appreciation The Pasco City Council unanimously supported our present solid waste collector, Basin Disposal Company, and directed staff to respond that they did not wish to hear new proposals for service at this time ADJOURNMENT No further business, meeting adjourned at 8 30 P M AT PASSED and APPROVED this day of (X044nc..--;</ AO00/111111, ci ty C erk , 1985
