PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 00 P M by Joe W. Jackson, Mayor
ROLL CALL
AUGUST 5, 1985
By City Clerk Councilmen present were Susan Boothe, Beverly Green,
Charles Grigg, Ira Schmidt, E A. Snider, Joe Jackson and Emerson Morgan.
Also present were Gary Crutchfield, City Manager, Greg Rubstello, City
Attorney, Jerry Conner, Director of Finance, Webster Jackson, Personnel/Purchasing
Supervisor and Max Bigby, Assistant Planner
CONSENT AGENDA
Mr Snider moved to approve Consent Agenda. Seconded by Mrs. Boothe. Motion
carried Consent items are as follows
a) Approval of Minutes. To approve minutes of regular meeting, held
July 15, 1985
To approve Payroll Claims in the amount of $299,992 92, claim
warrant nos. 3954 through 4159, and 4160 through 4377.
To approve bad debt write-offs in the amount of $15,387.72 and,
of this amount, authorize $15,077.24 to be turned over for collection.
VISITORS
There were no visitors wishing to address the council at this time
PUBLIC HEARING
MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN TO CONSIDER THE VACATION OF
10' OF ALVINA STREET ADJACENT THE NORTH LINE OF BLOCK 13, AND THE SOUTH LINE
OF BLOCK 14, AND THE 10' OF GEORGE STREET ADJACENT THE NORTH LINE OF BLOCK 14
AND THE SOUTH LINE OF BLOCK 15, ALL WITHIN WEHE'S FIRST ADDITION, AND REDUCING
BOTH RIGHTS-OF-WAY FROM 80 FEET TO 60 FEET
It was noted that the hearing had been duly published as required by law There
were no adverse communications received.
Mr. Max Bigby stated, "George Street and Alvina Street were platted as 80 foot
rights-of-way Both streets remain undeveloped Contemporary subdivision
standards for Pasco only require 60 foot rights-of-way for residential streets.
By vacating the north and south 10 feet of each street, both rights-of-way
will be reduced to the desirable 60 foot width
In the clear majority of cases, 60 foot rights-of-way are sufficient for the
PUD to install their necessary electrical service systems. In some cases, an
additional easement adjacent the public right-of-way is also needed.
Since none of the abutting properties are developed, it would appear the City
could vacate 20 feet of each street without retaining any easements. The PUD
could negotiate the easement with the property owner at the time of development
if the easement proved necessary. In this way, the property owner can know whether the II/easement seems necessary before private fences and other improvements are installed
ORDINANCE NO. 2563
AN ORDINANCE VACATING CERTAIN RIGHTS-OF-WAY WITHIN THE
CITY OF PASCO
Ordinance No 2563 was read by title only Mr Snider moved to adopt Ordinance No.
2563 Seconded by Mr. Schmidt. Motion carried.

Following three (3) calls from Mayor Jackson for further comments from the floor,
either for or against, the public hearing was declared closed.

ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
RESOLUTION NO. 1687
A RESOLUTION ACCEPTING AND EXPRESSING APPRECIATION FOR A
$2,000 DONATION FROM THE ESTATE OF FLORENCE MAYNE MERRICK
Resolution No. 1687 was read by title only. Mrs. Green moved to approve
Resolution No. 1687, accepting a $2,000 donation and expressing appreciation
to the Estate of Florence Mayne Merrick, and directing that this contribution
be deposited in the East Pasco Neighborhood Facility Fund. Seconded by Mr
Snider Motion carried by roll call vote of seven (7).
ORDINANCE NO. 2564
AN ORDINANCE CONCERNING UNLAWFUL CONDUCT/SOLID WASTE CONTAINERS,
AND ADDING NEW SECTIONS 9 64.120 and .130 TO THE PASCO MUNICIPAL
CODE AND REPEALING SECTION 9.64.110.
Ordinance No 2564 was read by title only Mr. Snider moved to adopt Ordinance
No 2564, concerning unlawful conduct/solid waste containers and adding new
sections 9.64.120 and .130 to the Pasco Municipal Code and repealing Section
9.64.110. Seconded by Mr Morgan. Motion carried.
ORDINANCE NO. 2565-
AN ORDINANCE AMENDING SECTION 13.16.035 OF THE PASCO MUNICIPAL
CODE AND RELATING TO REFUNDS ON FISCAL WATER/SEWER UTILITY BILLS.
Ordinance No 2565 was read by title only. Mr. Schmidt moved to adopt Ordinance
No 2565, amending PMC 13 16 035, concerning utility account refunds. Seconded
by Mr. Snider. Motion carried.
ORDINANCE NO 2566
AN ORDINANCE RELATING TO SIGNS WITHIN THE CITY OF PASCO, AMENDING
PMC TITLE 17 BY ENACTING A NEW CHAPTER 17.46, OFF-PREMISE SIGNS,
AND DELETING OR AMENDING CONFLICTING REGULATIONS AS PROVIDED HEREIN
BELOW.
Ordinance No. 2566 was read by title only. Mr. Snider moved to adopt Ordinance
No. 2566, enacting new regulations for off-premise signs. Seconded by Mrs Green
Mr. Raymond Polanski, Regional Manager for 3-M Advertising Company, expressed
concern that preferential treatment was being given to on-premise signs in view
of 2,000 foot corridor proposed for off-premise signs. He stated it would eliminate
signs with messages from national advertisers, andcommercial messages was a matter
of interpretation and an infringement on our rights of free speech He encouraged
consideration of a lessor zoning as a means of resolving the situation.
City Attorney, Greg Rubstello, stated he had not been contacted by any attorneys
in the matter and he felt comfortable with the Ordinance as proposed. Restrictions
are not aimed at local businesses but off-premise advertising Further, it limits
signs not directly associated with local businesses to I-1 (industrial) and C-3
(Commercial) areas along Interstate 182 and Highways 12 and 14 From an aesthetic
standpoint, the purpose is to eliminate row after row of billboards, etc
It was explained that there was a 5-year amortization on existing signs
Councilman Grigg questioned 2,000 foot corridor as being somewhat unrealistic.
Staff gave rationale for proposed corridor to Mr. Grigg's satisfaction "as a
start."
Main motion carried.

MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Councilman Beverly Green asked that something be done about condition of
restrooms at the Golf Course. The City Manager replied this was being
done
A brief discussion ensued on court collections. The City Attorney cited
legal perameters which had to be complied with in relationship to collection
process.
ADJOURNMENT
No further business, Mr Snider moved for adjournment. Seconded by Mr.
Schmidt. Motion carried. Meeting adjourned at 8 45 P.M
