HomeMy WebLinkAbout09-17-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING SEPTEMBER 17, 1984 CALL TO ORDER Meeting called to order at 8 20 P M by Joe W Jackson, Mayor ROLL CALL By City Clerk Councilmen present were Beverly Green, Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilperson Susan Boothe was absent from the meeting (excused) Also present were Gary Crutchfield, Acting City Manager, Greg Rubstello, City Attorney, Jerry Conner, Director of Finance, Webster Jackson, Purchasing/Personnel Supervisor, and Max Bigby, Assistant City Planner CONSENT AGENDA Mr Snider moved to approve consent agenda Seconded by Mr Schmidt Motion carried Consent items are as i follows a) Approval of Minutes To approve minutes of regular meeting, held September 4, 1984, b) Bills To approve General Claims in the amount of $259,987 88, claim warrant nos 39731 through 39888 c) Appeal of Planning Commission Recommendation Preliminary Plat of Riverview Heights, Phase 3 (84-08-PP, Riverview Heights Developers ) To fix October 1, 11984, at 8 00 P M , as the date and time for a public hearing to consider the Planning Commission's recommendation for conditional apOroval of Phase 3, Riverview Heights preliminary plan VISITORS There were no visitors wishing to address the council at this time REPORTS FROM COMMITTEES AND/OR *ICERS Good Roads Association Councilman E A Snider attended meeting on September 12, 1984 and he reported that they had discussed opening of one lane of new 1-82 Bridge at Road 100 Tentatil ive date has been set at February 1, 1985 Further, the State plans on going to bid for Snake River and Plymouth bridges shortly PUBLIC HEARINGS AND COUNCIL ACTION ON ORDINANCES RELATING THERETO Proposed Code Amendment Relating to New SEPA Policies and Procedures (ME #84-14-CA) Mayor Jackson declared the public hearing open It was noted that the hearing had been duly published as required by law There were no written communications Mr Max Bigby, Assistant ,City Planner, reported the proposed Ordinance would delete the administrative appeal procedures, further, that it would comply with State Environmental Policy Act (SEPA), as amended in 1983, and the implementing guidelines (WAC 197-11) adopted by the Department of Ecology Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed ORDINANCE NO 2512 AN ORDINANCE CONCERNING LOCAL ENVIRONMENTAL POLICY, ADOPTING NEW RULES AND PROCEDURES FOR/ IMPLEMENTING THE STATE ENVIRONMENTAL POLICY ACT (as amended), AND ENACTING NEW CHAPTERS 23 01, 23 02, 23 03, 23 04, 23 05, 23 06, 23 07, 23 08, 23 09 and 23 10 OF THE PASCO MUNICIPAL CODE, AND REPEALING EXISTING CHAPTER 23 04 OF THE PASCO MUNICIPAL CODE, AND ORDINANCE NOS 1797 and 1973. Ordinance No 2512 was read by title only Mrs Green moved to adopt Ordinance No 2512, establishing new Environmental Policies and Procedures as PMC Title 23, and approve the summaily publication thereof Seconded by Mr Snider Motion carried MINUTES PASCO CITY COUNCIL REGULAR MEETING SEPTEMBER 17, 1984 ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2513 AN ORDINANCE PROVIDING FOR AN AD VALOREM TAX LEVY IN THE CITY OF PASCO IN ACCORDANCE WITH STATE LAW Ordinance No 2513 was read by title only Mr Snider moved to adopt Ordinance No 2513, providing for an Ad Valorem Tax Levy in the City of Pasco in accordance with State Law Seconded by Mr Schmidt Motion carried by roll call vote of six (6) ORDINANCE NO 2514 AN ORDINANCE CONCERNING THE EQUIPMENT RENTAL FUND AND AMENDING CHAPTER 3 68 PASCO MUNICIPAL CODE Ordinance No 2514 was read by title only Mr Schmidt moved to adopt Ordinance No 2514, directing that the Equipment Rental Fund be divided into two (2) separate funds to be known as "Equipment Rental - M & 0" and "Equipment Rental - Reserve " Seconded by Mrs Green Motion carried by roll call vote of six (6) ORDINANCE NO 2515 AN ORDINANCE CONCERNING PAWN BROKERS AND SECOND HAND DEALERS, AND AMENDING SECTION 5 12 050(9) PASCO MUNICIPAL CODE Ordinance No 2515 was read by title only Mr Schmidt moved to adopt Ordinance No 2515, concerning pawn brokers and second hand dealers, and amending Section 5 12 050(9) of the Pasco Municipal Code Seconded by Mr Grigg Motion carried. RESOLUTION NO 1649 A RESOLUTION ENDORSING THE MAIN STREET PROGRAM AND COMMITTING FUNDS TO ASSIST THE PASCO DOWNTOWN DEVELOPMENT CORPORATION IN THE IMPLEMENTATION AND MANAGEMENT OF THE MAIN STREET PROGRAM Resolution No 1649 was read by title only Mr Schmidt moved to approve Resolution No 1649, endorsing the Main Street ProOram and committing certain Community Development Block Grant funds to financially assist the Program Seconded by Mr Grigg Motion carried SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION Councilman Snider expressed concern over vacancies in the downtown area and asked staff to take another look at our Zoning Ordinance as it appeared our retail stores were moving out and an abundance of second hand stores and pawn shops were moving in Further, he suggested that the Planning Commission take a look at area south of "A" Street as there are four blocks that have no use as a commercial area Staff will comply (Report no later than 60-days) Mr Snider asked staff for a report on sidewalk around the Filter Plant as it is 3 feet below road grade Councilman Grigg brought attention to weed problem in the downtown area and asked if something could be done to alleviate it Gary Crutchfield was appointed to fill in on the Tri Cities Visitor & Convention Board of Directors in the absence of retiring Manager, Lee Kraft In response to communication on "wet t-shirt contests" in local establishments, the City Council unanimously declined to allow such activity ADJOURNMENT No further business, Mr Schmidt moved f Seconded by Snider Meeting adjourned at 8 45 P M oe W on, ayor PASSED and APPROVED this // day oa/(,v14,,2 , 1984
