HomeMy WebLinkAbout10-15-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING CALL TO ORDER Meeting called to order at 8 00 P M by Joe W Jackson, Mayor ROLL CALL OCTOBER 15, 1984 By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan. Also present were Gary Crutchfield, City Manager, Jerry Conner, Finance Director, Gretchen Thomason, Office Manager, James Ajax, City Engineer, Donald Francis, Chief of Police, Webster Jackson, Purchasing/Personnel Supervisor and Max Bigby, Assistant Planner CONSENT AGENDA Mr Schmidt moved to approve Consent Agenda Seconded by Mrs Boothe. Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held October 1, 1984 b) Bills To approve General Claims in the amount of $208,471 64, claim warrant nos 40032 through 40194 c) Resolution No 1653 A Resolution accepting the work by Titan Construction Company, Inc , under Contract for Project No 84-3-03 d) Resolution No 1654 A Resolution accepting the work by Sharpe & Preszler Construction Company, Inc , under contract for Project No 84-2-06 e) Pawnshops in Downtown Area To direct the Planning Commission to consider and recommend to the City Council within 60-days, any appropriate amendment of the Zoning Code to manage the location of pawnshops and similar uses f ) Public Hearing Date - Revised Proposed Ordinance Concerning the Parking of Trailers, Boats, Mobile Homes and Recreational Vehicles on City Streets To set a public hearing for 8 00 P M , Monday, November 5, 1984, in the Council Chambers at City Hall, to consider the proposed Ordinance concerning the parking of trailers, boats, mobile homes and recreational vehicles on City streets g) Public Hearing - Commercial Avenue (Hillsboro to St Helens ) To set a public hearing for Monday, November 5, 1984, 8 00 P M , as the date and time to conduct a public hearing to receive input on the request to eliminate on-street parking on Commercial Avenue from Hillsboro to St Helens Street VISITORS There were no visitors wishing to address the council at this time REPORTS FROM COMMITTEES AND/OR OFFICERS Benton-Franklin District Board of Health Councilman Schmidt reported that the meeting had been postponed again, but they were definitely going to have a meeting on October 18, 1984 Tr-Mats Policy Advisory Committee Councilman Beverly Green stated that the 1984-1991 Transportation Program was finished Good Roads Association Meeting Councilman Duke Snider reported that Bob Schuster had been in attendance and they are hopeful that one lane of the new bridge will be open in November, 1984 Further, medians have been installed on Highway 14 and Kennewick Avenue & 10th ADJOURNMENT No further business to come before the 8 -PM. adjourned at PASSED and APPROVED this 5 --day o 1984 MINUTES PASCO CITY COUNCIL REGULAR MEETING ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2520 OCTOBER 15, 1984 AN ORDINANCE RELATING TO ZONING AMENDING SECTION 22.42 025 OF THE PASCO MUNICIPAL CODE AND AUTHORIZING CAR LOTS AS A CONDITIONAL USE WITHIN A C-1 DISTRICT Ordinance No 2520 was read by title only Mr Snider moved to adopt Ordinance No 2520, amending Pasco Municipal Code Section 22 42 025, and authorizing car lots as a conditional use in a C-1 (retail business) district Seconded by Mrs Green Motion carried RESOLUTION NO 1655 A RESOLUTION RATIFYING COLLECTIVE BARGAINING AGREEMENT BETWEEN THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL UNION NO 280, AND THE CITY OF PASCO Resolution No 1655 was read by title only Mr Schmidt moved to approve Resolution No 1655, ratifying the 1985 Collective Bargaining Agreement between the City of Pasco and I U 0 E , Local No 280 (Public Works and Parks and Recreation Departments) and to authorize the City Manager to sign said agreement on behalf of the City of Pasco Seconded by Mr Snider Motion carried ORDINANCE NO 2521 AN ORDINANCE CONCERNING FLEA MARKETS, SWAP MEETS AND THE LIKE, AND ADDING A NEW CHAPTER 5 06 TO THE PASCO MUNICIPAL CODE Ordinance No 2521 was read by title only Mr Snider moved to adopt Ordinance No 2521, establishing a business license requirement for flea markets, swap meets, and the like Seconded by Mrs Boothe Motion carried RESOLUTION NO 1656 A RESOLUTION ESTABLISHING A GRIEVANCE PROCEDURE AND TRANSITION PLAN IN COMPLIANCE WITH GENERAL REVENUE SHARING HANDICAPPED REGULATIONS PUBLISHED IN 31 CFR PART 51 Resolution No 1656 was read in its entirety Mr Grigg moved to approve Resolution No 1656, relating to the Office of Revenue Sharing Handicap Regulations Compliance Seconded by Mr Schmidt Motion carried NEW BUSINESS Confirmation of Appointment of City Manager Mr Morgan moved to confirm the City Council's appointment of Gary Crutchfield as City Manager to the City of Pasco, effective October 9, 1984 Seconded by Mrs Green Motion carried The City Clerk then administered the Oath of Office to Mr Crutchfield Kidwell Sidewalk - South side of Court Street, West of Road 24 Mr Schmidt moved to concur with the Engineer's rejection of the work Seconded by Mrs Green Motion carried by roll call vote of seven (7) WSEO Contract for ECM Installation Mrs Green moved to authorize the Mayor to sign the contract with the Washington State Energy Office for reimbursement of part of the cost of energy conservation measures as specified therein Seconded by Mr. Schmidt Motion carried Workshop Meeting of the City Council There will be a special workshop meeting of the City Council on October 29, 1984, for the purpose of hearing presentation on water plant I I I
