REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 00 P M by Joe W Jackson, Mayor
ROLL CALL
OCTOBER 1, 1984
By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles
Grigg, Ira Schmidt and Joe Jackson Councilmen E A Snider and Emerson Morgan
were absent from the meeting (excused) Also present were Gary Crutchfield,
Acting City Manager, Greg Rubstello, City Attorney; Jerry Conner, Finance
Director, Richard Erickson, Director of Parks/Recreation, Donald Francis, Chief
of Police, Webster Jackson, Purchasing/Personnel Supervisor, Gretchen Thomason,
Accounting Supervisor and Max Bigby, Assistant Planner.
CONSENT AGENDA
Mrs. Boothe moved to approve Consent Agenda Seconded by Mr Schmidt. Motion
carried. Consent items are as follows
a) Approval of Minutes. To approve minutes of regular meeting, held
September 17, 1984.
b) Bills. To approve General Claims in the amount of $616,549.90,
Clam Warrant Nos. 39889 through 40031.
To approve Payroll Claims in the amount of $295,549.49, Payroll
Warrant Nos. 0158 through 0337, and 0338 through 0508.
To approve bad debt write-offs in the amount of $11,348.47 and,
of this amount, authorize $7,603 33 to be turned over for collection.
c) Salvation Army "Jobs Bill" CDBG Project. To authorize the expenditure
of the $10,000 allocated to the Salvation Army from the 1983 "Jobs
Bill" CDBG Program on their assessments under the Volunteer Park LID,
provided the Salvation Army first installs the remodelled transient
service facility, as planned.
d) Waiver of Health Permit Fee for Pasco/Kennewick Rotary Club "Chili
Blast Off". To authorize a single health permit for all exhibitors at
the annual "Chili Blast Off" to be held on October 27, 198, in lieu
of individual permits.
e) Appointment to Community Relations Task Force To appoint Steven
Nacarrato to an at-large term of office on the Community Relations
Task Force, to fill the unexpired term of Jacqueline Davis of
December 31, 1986
VISITORS.
Presentation to City Council regarding Appreciation for "Labor Day Picnic "
Mr Ed Shea, Chairman of 1984 Centennial Committee, expressed his appreciation
to the City Council for their foresight in allowing beer in a public park for
the special Labor Day Centennial Picnic Further, when you have 3,000 people
of vast cultural mix with no incidents, it has been a success He, then, introduced
Gaylond Morris, representing Labor,and coordinator for Labor Day Picnic Mr Morris
thanked the City Council for their cooperation and reiterated that it had been a
joint effort of labor and business Mr Shea then presented each councilman with
a Certificate of Appreciation
Certificate of Appreciation Mayor Jackson presented appreciation plaque to
Landon McMurdo for his service on the Parks & Recreation Advisory Council and
Golf Course Advisory Committee On behalf of the City of Pasco, Mayor Jackson
commended Mr McMurdo for his dedicated service to our City
Public Signing of Proclamation for "National Business & Professional Women's
Week", October 21 - 27, 1984 Mayor Jackson publicly read proclamation before
affixing his signature He presented it to Mrs Wana Brackenbush and Mrs Shobda
Mohon of the Pasco Business & Professional Women's Luncheon Club

PUBLIC HEARINGS
MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN FOR THE PURPOSE OF CONSIDERING
PLANNING COMMISSION'S RECOMMENDATION FOR CONDITIONAL APPROVAL OF PHASE III,
RIVERVIEW HEIGHTS PRELIMINARY PLAT
It was noted that the hearing had been duly published and all affected property
owners notified
Mr Max Bigby, Assistant Planner, stated the Planning Commission conducted
a public hearing on August 30, 1984, and recommended the preliminary plat be
approved with the following conditions
A) The applicant has appealed, in writing, refuting the need for 10'
front yard easements since conduit will be used rather than the
direct burpmethod Similarly, the applicant desires side yard
easements not be required unless convincingly necessary
B) The P U D and Columbia Cable TV, the only respondents to notice
of the proposal, both agreed 8 foot front yard easements are sufficient
given that conduit will be used
C) The P U D has agreed a permanent side yard easement adjacent Lot 39
is not necessary and can be deleted from the plat Columbia Cable
T V maintains its request for easement between Lots 47 and 48 to allow
trunk line extension, thereby avoiding tearing up Meadow Beauty Drive
to reroute 1,300 plus feet of trunk line
D) While the P U D requests the side yard easements along the north
line of the plat remain to allow sufficient electrical services,
the easement should be reduced to 5 feet The additional 5 feet should
be obtained from the property to the north
Following three (3) calls from Mayor Jackson for further comments from the
floor, either for or against, the public hearing was declared closed
RESOLUTION NO 1650
A RESOLUTION APPROVING, WITH CONDITIONS, THE PRELIMINARY PLAT
OF RIVERVIEW HEIGHTS, PHASE III
Resolution No 1650 was read by title only Mr Grigg moved to approve
Resolution No 1650, approving the preliminary plat of Riverview Heights, Phase
III, with conditions as listed therein Seconded by Mrs Boothe Motion carried
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2516
AN ORDINANCE AMENDING SECTIONS 2 54 020 and 2 54 050 OF THE
PASCO MUNICIPAL CODE AND CONCERNS CIVIL LITIGATION, ADMINISTRATIVE
AND CRIMINAL ACTIONS AGAINST CITY OFFICIALS AND EMPLOYEES
Ordinance No 2516 was read by title only Mr Grigg moved to adopt Ordinance
No 2516, which places certain restrictions on the duty of the City to provide
legal defense for City officials and employees in civil, administrative and
criminal actions Seconded by Mr Schmidt Motion carried
ORDINANCE NO. 2517
AN ORDINANCE CONCERNING THE PENALTIES FOR THE VIOLATION OF ANIMAL
CONTROL REGULATIONS, AND AMENDING CHAPTER 8.04 OF THE PASCO
MUNICIPAL CODE
Ordinance No. 2517 was read by title only. Mr. Schmidt moved to adopt Ordinance
No. 2517, amending Chapter 8.04 of the Pasco Municipal Code concerning penalties
for the violation of animal control regulations. Seconded by Mrs. Boothe.
Motion carried.

RESOLUTION NO 1651
A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AND/OR
EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO APPLY FOR AND
SECURE ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) GRANT
FUNDING FOR THE OREGON AVENUE EXTENSION PROJECT
Resolution No 1651 was read by title only Mrs Green moved to approve
Resolution No 1651, authorizing the City Manager to secure EDA funding
for the Oregon Avenue Extension Project Seconded by Mrs Boothe Motion
carried
RESOLUTION NO 1652
A JOINT RESOLUTION OF THE PASCO AND KENNEWICK CITY COUNCILS,
PROVIDING FOR AN INTER-CITY LIBRARY COMMITTEE FOR NEGOTIATION
WITH THE MID-COLUMBIA REGIONAL LIBRARY AND FOR COOPERATION
IN ESTABLISHING CONTINUED LIBRARY SERVICES IN THE CITIES OF
PASCO AND KENNEWICK
Resolution No 1652 was read by title only Mrs Green moved to approve
Resolution No 1652, creating an Inter-City Library Committee with the City
of Kennewick Seconded by Mr Schmidt Motion carried
ORDINANCE NO 2518
AN ORDINANCE PROVIDING FOR INTERIM FINANCING FOR LID NO 118
Ordinance No 2518 was read by title only Mr Schmidt moved to adopt
Ordinance No 2518, accepting the offer of interim financing for L I D No
118 in the amount of $250,000 at 7 25% with a 1% discount from Peoples Bank
Seconded by Mrs Green Motion carried by roll call vote of five (5)
ORDINANCE NO 2519
AN ORDINANCE CONCERNING NUISANCE ABATEMENT COST RECOVERY
Ordinance No 2519 was read by title only Mr Grigg moved to adopt Ordinance
No 2519, relating to nuisance abatement cost recovery Seconded by Mr Schmidt
Motion carried
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Mrs Beverly Green expressed disappointment at the way Pasco's delegation
was received at recent meeting in Olympia concerning consolidation Mrs
Shirley Widrig and her constituents were allowed ample time to speak and when
Pasco was recognized, time had run out She urged someone from Pasco to attend
every session in order to be heard and informed
Mr Grigg moved that staff write a letter to Olympia, under signature of
three (3) Mayors, asking that they hold one meeting here in the Tri Cities
Seconded by Mrs Green Motion carried
