HomeMy WebLinkAbout11-05-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING NOVEMBER 5, 1984 CALL TO ORDER Meeting called to order at 8 00 P M by Joe W Jackson, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green (8 05 PM), Charles Grigg, Ira Schmidt, E A Snider and Joe Jackson Councilman Emerson Morgan was absent from the meeting (excused) Also present were Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, James Ajax, Director of Public Works, Richard Erickson, Director of Parks/Recreation and Donald Francis, Chief of Police CONSENT AGENDA Mr Snider moved to approve Consent Agenda Seconded by Mrs Boothe Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held October 15, 1984 b) Bills To approve General Claims in the amount of $441,814 01, Claim Warrant Nos 40195 through 40396 To approve Payroll Claims in the amount of $272,341 06, Payroll Warrant Nos 0509 through 0675, and 0676 through 0841, and 0842 through 1013 To approve bad debt write-offs in the amount of $5,886 60 and, of this amount, authorize $5,153 78 to be turned over for collection c Resolution No 1657 A Resolution establishing the 1985 fees and charges for the Pasco Municipal Golf Course d Resolution No 1658 A Resolution for the acceptance of work by School Products, Inc at the East Pasco Neighborhood Facility to install bleachers and commencement of a thirty (30) day lien e ) Playground Equipment - Mercier Park To award the bid for playground equipment, drinking fountain, soccer goals and a softball backstop, to Funco, in the total amount, including state sales tax, of $12,302 13, and the bid for basketball goals to Joseph Pleckinger and Associates, in the total amount, including state sales tax, of $703 68 f ) Sale of Used Police Cruisers (4) and Van (1) To authorize staff to call for bids on the sale of four 1982 police cruisers and one 1982 police van, and let the record show that these vehicles have been replaced through Equipment Rental and are now surplus to the City's needs g) Surplus Firearms Sale To authorize staff to call for sealed bids for the sale of surplus firearms held by the Pasco Police Department Bidding is to be restricted to licensed firearms dealers and set the minimum acceptable bid at $2,200 h) Land Transfer To authorize the Mayor to sign a Quit Claim Deed, conveying Lot 406, Block 12, Terrace Heights Addition, to Mr & Mrs Dave Butcher 1 1 / Setting Public Hearing -Proposed Statement of Community Development Objectives and Use of Funds for the 1985 Community Development Block Grant Program To fix 8 00 P M , Monday, November 19, 1984, at Pasco City Hall, as the time and place for a public hearing to consider the Proposed Statement of Community Development Objectives and Use of Funds for the 1985 Community Development Block Grant Program MINUTES PASCO CITY COUNCIL REGULAR MEETING NOVEMBER 5, 1984 PUBLIC HEARINGS MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN TO RECEIVE INPUT ON THE REQUEST TO ELIMINATE ON-STREET PARKING ON COMMERCIAL AVENUE FROM HILLSBORO TO ST. HELENS STREET The hearing had been duly published and affected property owners notified Mr James Ajax, Director of Public Works, stated this was a consequence of the City having received a petition requesting the City to eliminate on street parking on Commercial Avenue, between Hillsboro and St Helens Mrs Rosemary Estes, owner of building occupied by Williams Hydraulics, asked "why are you only going to St Helens Street?" She contended that if parking was going to be restricted, it should include all of Commercial Avenue, not just a portion of it James Dugas, owner of Arrowhead Campground and originator of petition, felt that St Helens Street was far enough but that would be the City's decision Glen Pudwell countered that this area was designed for truckers and many of the businesses in this area were dependent on truckers for their livelihood Much of the parking was done on a dedicated street which has never been put through Bill Richmond suggested that council should take a good look at City Code because this area was zoned light industrial and it was inadequate Further, they should look at the total area in question because putting restrictions on parking would hinder development He was critical of the fact that nothing had been done on street north of Jack Diddley's The City Clerk read communication from Roger Gray & Associates, supporting a ban on parking in this area Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed ORDINANCE NO 2522 AN ORDINANCE AMENDING SECTION 10 56 080 OF THE PASCO MUNICIPAL CODE PROHIBITING PARKING ON BOTH SIDES OF COMMERCIAL AVENUE FROM HILLSBORO STREET TO ST HELENS STREET Ordinance No 2522 was read by title only Mr Schmidt moved to adopt Ordinance No 2522, which has the effect of eliminating on-street parking on Commercial Avenue from Hillsboro Street to St Helens Street Seconded by Mr Grigg Staff was asked if this street posed a problem Mr Ajax replied that it was a 40' street (two 12' lanes plus two 8' parking lanes) which was considered adequate for the most part Councilman Snider expressed concern over proposed Ordinance and suggested that affected property owners get together and try to work out their differences Councilman Grigg reiterated that property owners in this area were going to have to provide more off-street parking as this was not the City's responsibility to Provide Mr. Snider moved to table Ordinance No 2522 for thirty (30) days Seconded by Mr Schmidt Motion carried MAYOR JACKSON DECLARED THE PUBLIC HEARING OPEN FOR THE PURPOSE OF CONSIDERING THE PROPOSED ORDINANCE CONCERNING THE PARKING OF TRAILERS, BOATS, MOBILE HOMES AND RECREATIONAL VEHICLES ON CITY STREETS It was noted that the hearing had been duly published and all affected property owners notified The City Manager stated this Ordinance was first introduced to the Council several weeks ago at a Workshop meeting and was sent back to staff for revisions to allow for visitor parking, some limited parking by owners in front of their property and to prohibit parking for any reason within 50' of the corner of any intersection MINUTES PASCO CITY COUNCIL REGULAR MEETING NOVEMBER 5, 1984 PUBLIC HEARING - Continued Mr Jim Knox asked what constituted a Recreational vehicle The City Attorney replied that it included mobile homes, recreational vehicles, trailers and boats Mr Knox then asked if motorcycles were included to which staff replied negative Mrs Billie Cain stated her family used their 20' mobile home weekly to transport kids to various activities, and if they had to pay storage to park their mobile home, they could not afford it Mr Ron Pearson uses his RV for a second car and he opposed such severe restrictions Mr Paul Lawson reiterated that apartment dwellers oftentime had recreational vehicles stored off-site and this restriction would impose an additional burden He suggested parking ban based on size and include trucks too Mr Rex Stewart stated he used his motor home as transportation to work, and due to small size of his lot, he could not provide off-street parking for his RV Mrs Naomi Haggard lived on a secluded culdesac with very little traffic and "if the Police cannot enforce handicapped parking, why bother R V 's?" Mr Walter Styner was opposed to proposed Ordinance in its present form because R V 's are an automobile as far as the State Licensing Division is concerned and they should be entitled to park on a street Mr Dick Snow stated his Dodge Maxi-Van was his sole transportation and under proposed Ordinance, could he drive it to town and park it? Mr Bob Dietrich said he parked his boat and utility trailer in front of his house because there wasn't room for it elsewhere Since he had been unemployed for over a year, if he were forced to pay storage, he would not be able to keep his boat and trailer Councilman Grigg was sympathetic with RV owners but reminded delegation that because they enjoyed their recreational vehicles, it didn't mean their neighbors did too He concurred it was a problem and something which needed further research The City Manager suggested this subject be remanded back to City Planning Commission for consideration and hearing Council members concurred with this suggestion Following three (3) calls from Mayor Jackson for further comments from the floor, either for or against, the public hearing was declared closed NEW BUSINESS Water Filtration Plant Upgrade - City Project No 82-2-03 Mr Snider moved to direct staff to proceed with final design and bid document preparation for the water plant upgrade project, using the option described as the desirable initial project which will initially have the capability of treating 24 million gallons of water and an estimated construction cost of three million dollars Seconded by Mrs Green The City Manager called attention to the following items prior to voting 1) That the City is anticipating receiving 40% of construction cost grant from the Washington State Department of Social and Health Services, and that the project will not be put to bid until the grant is formally received 1984 , ATTEST PASSED and APPROVED this //3- day of yn ells, City Clerk I MINUTES PASCO CITY COUNCIL REGULAR MEETING NOVEMBER 5, 1984 NEW BUSINESS - Continued 2) That the utility, on the basis of unobligated cash in the utility at the end of calendar year 1984, plus interest earning on that money until it is expended on the project, plus income from the special filter plant upgrade fee, will be able to finance its share of the project in cash That is, no rate increase or bonding will be required, nor will any new revenue, except the interest on the cash outlined above, be required for this project 3 ) That this project will expend, as stated in No 2 above, the unobligated cash of the utility and, hence, future major capital improvement, including the backwash facility, if mandated by the state, will require additional revenue that in all likelihood will necessitate future utility rate increases Main motion carried by roll call vote of six (6) MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Mr Paul Lawson called attention to recent power failure of traffic signal at 20th & Lewis He cited two accidents at that intersection recently and asked if the Police could direct traffic when such failure occurs James Ajax, Director of Public Works, will research situation and report back to council He suggested going to an "all red" flash when a malfunction occurs In response to Mr Lawson's question as to who cleans up the glass after an accident, Mr Ajax replied when a wrecker is called, they clean up the glass When the Police are called, they clean up the glass ADJOURNMENT No further business, the meeting adjourned at 9 25 P M I
