PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 00 P M by Joe W Jackson, Mayor'
ROLL CALL
MAY 7, 1984
By City Clerk Councilmen present included Susan Boothe, Charles Grigg,
Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilman Beverly
Green was absent from the meeting (excused) Also present were Lee Kraft,
City Manager, Greg Rubstello, City Attorney, Jerry C Conner, Finance Director,
James Ajax, Director of Public Works, Dennis Wright, City Engineer, Paul Whitemarsh,
Parks/Recreation and Gary Crutchfield, Department of Community Development
CONSENT AGENDA
Mr Snider moved that Consent Agenda be approved Seconded by Mrs Boothe
Motion Carried Consent items are as follows
a) Minutes of regular and special meetings, held April 16th and
April 23, 1984 respectively
b) Bills To approve General Claims in the amount of $166,903 01,
claim warrant nos 38356 through 38574
To approve Payroll Claims in the amount of $266,027 50, Payroll
Warrant Nos 8113 through 8277, and 8278 through 8442
c )
Resolution No 1629 A Resolution for the acceptance of work by
Terranova Construction Co , Inc at the Pasco/Franklin County Senior
Citizen Center to install a new dance floor and make other minor
repairs and commencement of a thirty (30) day lien
d) Resolution No 1630 A Resolution for the acceptance of work by
McKean Landscaping, Inc at Kurtzman and Richardson Parks to install
underground automatic irrigation systems and commencement of a thirty
(30) day lien
e) Resolution No 1631 A Resolution for the acceptance of work by Cope
Housemoving at Wayside and Kurtzman Park to remove an existing rest-
room from Wayside Park and move it to Kurtzman Park and commencement
of a thirty (30) day lien
f) 1984 Water Transmission Distribution Improvements To authorize staff
to call for bids for the 1984 Water Transmission/Distribution Improvements
g) Call for Bids - North 20th Avenue To authorize staff to call for bids
for the improvement of 20th Avenue from SR-12 to Argent Road
h) 1984 Crack Sealing To authorize staff to call for bids for crack
sealing, City Project No 84-3-03

, Appeal of Planning Commission Decision Unclassified Use in a C-1
(Retail Business) District (MF No 84-05-CUP, Salvation Army To fix
May 21, 1984, at 8 00 P M , as the time and date for a public hearing to
consider the Salvation Army appeal

REPORTS FROM COMMITTEES AND/OR OFFICERS
Board of Health Mr Schmidt reported he had attended the meeting, and
primarily, they approved vouchers
Parks/Recreation Advisory Mr Morgan reported that City pools are scheduled
to open when school is out Bids have been prepared for gym floor and bleachers
have been ordered He commended volunteers who assisted on Junior Olympics Program
and reiterated that 64 competitors are going on to Fort Lewis
Senior Citizen Advisory Committee Mr Morgan reported the Committee is now getting
a graphic report showing how their dollars are being spent from new Senior Citizen
Director Further, Joe Balthazor brought group up to date on fund raising project
for addition to Center
He requested permission to change meeting date from the first Monday to second
Monday of each month to enable Director more time to get reports out
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2498
AN ORDINANCE CONCERNING SOLID WASTE COLLECTION SERVICES AND
AMENDING SECTION 6 04 310 OF THE PASCO MUNICIPAL CODE
Ordinance No 2498 was read by title only Mr Snider moved to adopt Ordinance
No 2498, concerning lien foreclosure by garbage contractor on delinquent accounts
and amending Section 6 04 310 of the Pasco Municipal Code Seconded by Mrs
Boothe. Motion carried
ORDINANCE NO 2499
AN ORDINANCE CREATING A SPECIAL FUND, TO BE DESIGNATED THE
"ATHLETIC PROGRAM FUND", AND ADDING CHAPTER 3 102 TO THE
PASCO MUNICIPAL CODE
Ordinance No 2499 was read by title only Mr Schmidt moved to adopt Ordinance
No 2499, creating a special fund to account for athletic leagues' revenues and
expenditures Seconded by Mr Snider Motion carried
ORDINANCE NO 2500
AN ORDINANCE CONCERNING THE FORECLOSURE OF LOCAL IMPROVEMENT
DISTRICT ASSESSMENTS AND AMENDING ORDINANCE NO 2491 AND
SECTION 3 08 080 OF THE PASCO MUNICIPAL CODE
Ordinance No 2500 was read by title only Mr Schmidt moved to adopt
Ordinance No 2500, amending Ordinance No 2491 and changing the deadline
date for the commencement of foreclosure proceedings on Local Improvement
District Assessments to June 1st Seconded by Mrs Boothe Motion carried
by roll call vote of six (6)
NEW BUSINESS
Olympic Baseball Exhibition Game, July 12, 1984 Mr Snider moved to guarantee
that up to $1,175 will be made available from the Hotel/Motel Tax Fund to help
underwrite any financial loss that the Visitor & Convention Bureau might sustain
on the exhibition baseball game on July 12, between the Tri Cities Triplets and
the Olympic baseball teams Seconded by Mrs Boothe Motion FAILED by the
following roll call vote YES Jackson & Morgan NO Boothe, Grigg, Schmidt
and Snider (Consensus of council was that it was not a proper use of Hotel/Motel
funds)
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Councilman Snider stated he would be on vacation from May 9 - 15 and asked to be
excused Further, there would be a Good Roads Meeting and he asked for an alternate
City Manager will attend in Mr Snider's absence
