HomeMy WebLinkAbout05-21-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MAY 21, 1984 CALL TO ORDER Meeting called to order at 8 00 P M by Joe W Jackson, Mayor ROLL CALL By City Clerk Councilmen present included Beverly Green, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilmen Susan Boothe and Charles Grigg were absent from the meeting (excused) Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Jerry Conner, Finance Director, Gretchen Thomason, Accounting Supervisor, Dennis Wright, City Engineer , Donald Francis, Chief of Police, Larry Dickinson, Acting Fire Chief, Webster Jackson, Purchasing/Personnel Supervisor, and Gary Crutchfield, Director of Community Development CONSENT AGENDA Approval of Minutes Mr Morgan moved to approve minutes of regular meeting, held May 7, 1984 Seconded by Mr Snider Motion carried Bills Mr Snider moved to approve General Claims in the amount of $262,457 35, claim warrant nos 38575 through 38720 Seconded by Mrs Green Motion carried Public Hearing Date - Adoption of 1982 Construction Code Mr Snider moved to fix 8 00 P M , Monday, June 4, 1984, in the Council Chambers at City Hall, as the time and place for a public hearing to consider adoption of the 1982 Editions of Uniform Building Code and its appendices, Uniform Mechanical Code and its appendices, Uniform Fire Code and its appendices, and Uniform Plumbing Code and its appendices Seconded by Mr Schmidt Motion carried VISITORS Mr Ed Shea, Chairman of Centennial '84 Committee, expressed his appreciation to all the workers who made the Transportation Day Parade the success it was It was well attended, well organized and the only complaint he heard was that there wasn't enough time He reported they had submitted an application to have beer in the park on Labor Day He realized it would take an amendment to present Ordinance, but was hopeful the council would act favorably on their request Further, they were working on C-3 IRS Non-Profit status whereby citizens making donations to Centennial Program could qualify for tax deduction on their income tax Councilman Snider commended Mr Shea and his committee for an outstanding job in making our Centennial celebration a memorable occasion Councilman Morgan reiterated we were fortunate to have a person such as Mr Shea, who was willing to take on such a job He was encouraged to keep up the good work and the City Council would assist in any way they could REPORTS FROM COMMITTEES AND/OR OFFICERS Benton-Franklin Governmental Conference Beverly Green reported that she attended a 3-day meeting in Seattle and was pleased to learn that our local conference was looked upon as a role model because we had already implemented what some of them are just starting Good Roads Association Meeting City Manager, Lee Kraft attended meeting on behalf of council representative, Duke Snider He reported that Duane Berentson had been a guest speaker and enlightened group on transportation funding in the State of Washington Further, maintaining interstates instead of building them was of major concern MINUTES PASCO CITY COUNCIL REGULAR MEETING MAY 21, 1984 PUBLIC HEARINGS Appeal of Special Permit Decision (Salvation Army) Gary Crutchfield, Director of Community Development, reported that he had received a communication from Salvation Army, withdrawing their previous letter of appeal regarding the Planning Commission's denial of a Special Permit to occupy the Sheridan Center Therefore, the Council need not conduct the hearing, but should formally acknowledge the withdrawal letter so the official records will reflect the course of Resolution of this matter Mr Snider moved to acknowledge the Salvation Army's letter, dated May 17, 1984, withdrawing their previous letter of appeal regarding the Planning Commission's denial of a Special Permit to occupy the Sheridan Center Seconded by Mr Schmidt Motion carried NEW BUSINESS Nominations/Resolutions Committees - AWC Mayor Jackson acknowledged letter from Kent Swisher, Executive Director of Association of Washington Cities, and submitted their proposed candidates for Eastern Washington as follows District No 2 Councilmember Lane Bray, Richland Mayor William Fleenor, Walla Walla At Large #3 (Eastern) Mayor Pete Butkus, Pullman At Large #4 (Eastern) Councilmember Lynn Carmichael, Yakima Since there was no interest to be candidates from Pasco City Council members, we will not be submitting an entry at this time 1984 Centennial Committee Mayor Jackson acknowledged and commended the following persons for their contribution in making Transportation Day Activities the success that it was They are as follows Ed Shea Theron Rust Shirley Wolfgram Vic Vanderschoor Tom Maravilla Jerry Lunak Barry Jaroslow Jan Sass Larry Lambert Dave Konan Ken Townsend Barry Phillips Glenn Wilson Harvey Swoboda Jodi Simpson Kevin Williams Gay Banks Minnich Jim Morasch Tri Cities Visitor & Convention Bureau Councilman Morgan regretfully stated he would be unable to serve as City representative on Tri Cities Visitor & Convention Bureau Board and asked Mayor Jackson to select another delegate Ira Schmidt was declared delegate and Beverly Green as alternate Presentation of Plaque Mayor Jackson acknowledged large bronze plague from Transportation Industry (Trucking) to the City of Pasco as a memento of Centennial Year It was gratefully accepted by the City and will be mounted on front facade of City Hall Burlington Northern Plaque Mayor Jackson acknowledged a plague from Burlington Northern Railway Company, depicting hands of friendship It, too, was gratefully accepted and the City Manager stated this was the 6th award given by Burlington Northern so it is a highly coveted honor Award of Contract - TAS of Energy Conservation Measures Mr Schmidt moved to award the contract for the performance of a Technical Assistance Study for energy conservation measures for the City Hall and Library Buildings, to Vitro Engineering, in the amount of $5,419 and, further, authorize the Mayor to sign the contract Seconded by Mrs Green Mr Snider moved to table award for two (2) weeks Seconded by Mrs Green Motion carried (This contract to be considered on June 4, 1984) , 1984 , ity Clerk PASSED and APPROVED this 1 7/ day o MINUTES PASCO CITY COUNCIL REGULAR MEETING MAY 21, 1984 NEW BUSINESS - Continued North 20th Avenue Mr Snider moved to authorize staff to enter into an agreement with the Washington State Department of Transportation for the construction of street improvements to North 20th Avenue, not to exceed $15,000 Seconded by Mr Schmidt Motion carried Request from East Pasco Neighborhood Council Mrs Billie Cain, President of East Pasco Neighborhood Council, reiterated to the City Council that East Pasco Neighborhood Facility had been closed since May 10th because there was no money to purchase insurance nor fund programs She asked the Council to consider a payment of $10,000 to help them defray costs and get their programs going again The City Manager replied that we would not have a revenue projection until July, and until that time, there are no monies available Councilman Schmidt asked if the expense could be incurred by Parks/Recreation? Staff replied negative unless we relied on volunteers Councilman Snider concurred that there were no funds available and he, personally, was reluctant to change or rescind present Resolution Ms Jo Terry asked if the City could extend their insurance coverage to include East Pasco facility The City Manager replied that our premiums would be prohibitive and we can't cover exposure we did not create, further, the City cannot spend public funds for insurance premiums Mr Wilbert Butcher passed out earlier proposal from East Pasco Neighborhood Facility, asking for $15,000 to operate facility as they could not operate it less than the City could He alleged that $4,690 had been turned over to the City by their III group and he asked for an accountability of funds as they could use the money now He felt the City had an obligation to reopen facility Mrs Linda Butcher reminded the Council that school was out on June 9th and there was no place for kids to go She did not want her children running loose and urged the City Council to give the kids a facility ADJOURNMENT No further business, Mr Snider moved for adjournment Seconded by Mr Schmidt Motion carried Meeting adjourned at 8 50 P M
