HomeMy WebLinkAbout07-16-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 16, 1984 CALL TO ORDER Meeting called to order at 8 30 ‘P M by Joe W Jackson, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Ira Schmidt, E A Snider and Joe Jackson Councilmen Charles Grigg and Emerson Morgan were absent from the meeting (excused) Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Jerry Conner, Finance Director, James Ajax, Director of Public Works, Dennis Wright, City Engineer, Larry Dickinson, Fire Chief, Max Bigby, Assistant Planner and Gary Crutchfield, Director of Community Development CONSENT AGENDA Mr Snider moved to approve Consent Agenda Seconded by Mr Schmidt Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular and special meetings, held July 2, 9, 1984, respectively b) Bills To approve General Claims in the amount of $349,270 77, Claim Warrant Nos 39113 through 39254, and to also approve T reasurer Disbursement Nos 1894, 1938 and 1980 in the total amount of $1,298 78 c) Columbia Basin College Waterline Project To authorize staff to call for bids on the Columbia Basin College Waterline Project d) 1984 Street Overlays - Authorization to Call for Bids - Project No 84-3-01 To authorize staff to call for bids for the 1984 Street Overlays e) 4th Avenue Street Improvements (Sylvester to Court) - Authorization to Call for Bids - Project No 84-3-04 To authorize staff to call for bids on the Fourth Avenue (Sylvester to Court) Street Improvements f) Appointment to Community Relations Task Force To appoint Dennis De Felice to the Community Relations Task Force to fill the unexpired term of Steven Snyder which will expire on December 31, 1985, representing Council District No 4 on the Task Force Waiver of Fee - Labor Day Picnic at Memorial Park Moved to waive $150 fee for the Southeastern Washington Building & Construction Trades Council/Tr-Cities Labor Coalition, for the Centennial Celebration "Labor Day Picknic" at Memorial Park The fee is waived because the City Council finds that there is no private profit to be derived from the dispensing of beer by the organization, and because there is a substantial public purpose attached to the event, since it is part of the Centennial Year Celebration h) Replacement of Traffic Signals on Sylvester Street at 10th & 14th Avenues To authorize staff to call for bids on City Project No 82-4-05, which provides for the installation of new traffic signals on Sylvester Street at 10th and 14th Avenues VISITORS Mayor Jackson acknowledged Ray Pflueger of Housing Authority Board of Directors, who in turn, introduced Shirley Shepherd and Jack Lippold They presented a framed poster to the Council, commemorating the 50th Anniversary of public housing Staff accepted poster with appreciation and reiterated that it would be hung in an appropriate place in the Council Chambers g) I I I MINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 16, 1984 REPORTS FROM COMMITTEES AND/OR OFFICERS Good Roads Association Councilman Snider stated he attended meeting of Good Roads Association on July 11, 1984 at Preston Wine Cellar Mr George Cook was guest speaker and he spoke, primarily, on naming of new Interstate Bridge ORDINANCES ORDINANCE NO 2509 (First Reading) AN ORDINANCE AMENDING THE 1984 ANNUAL BUDGET OF THE CITY OF PASCO BY PROVIDING A SUPPLEMENTAL THERETO, BY APPROPRIATING AND REAPPROPRIATING REVENUE, BY PROVIDING TRANSFER AND EX- PENDITURE AUTHORITY, BY ADJUSTING THE EXPENDITURE PROGRAM OF VARIOUS FUNDS AND BUDGET WITHIN FUNDS, AND DECLARING AN EMERGENCY Ordinance No 2509 was read by title only Mr Snider moved for the first reading, by title only, of Ordinance No 2509, for the consideration of the 1984 Supplemental Budget No. 1, and to set a public hearing thereon for 8 00 P M , Monday, August 6, 1984 Seconded by Mrs Boothe Motion carried RESOLUTION NO 1636. A RESOLUTION DESIGNATING SEPTEMBER 21-22, 1984 AS WNP-2 DEDICATION AND CELEBRATION DAYS Resolution No 1636 was read by title only. Mr Schmidt moved to approve Resolution No 1636, designating September 21-22, 1984, as WNP-2 Dedication and Celebration Days Seconded by Mrs Boothe Motion carried RESOLUTION NO 1637 A RESOLUTION OF THE CITY OF PASCO, AUTHORIZING AND DIRECTING THE MAYOR TO SIGN AN AGREEMENT BETWEEN THE CITY OF PASCO AND BURLINGTON NORTHERN RAILROAD FOR CONSTRUCTION OF RAILROAD GRADE SAFETY CROSSINGS Mr Snider moved to authorize the Mayor to sign the two (2) petitions to the Washington Utility and Transportation Commission for installation of Railroad crossing protection on Ainsworth and "A" Streets Seconded by Mrs Boothe Motion carried Mr Snider moved to approve Resolution No 1637, which, if passed, has the effect of authorizing the Mayor, on behalf of the City, to enter into agreement with Burlington Northern Railroad for construction and payment for installation of Railroad crossing protection on Ainsworth and "A" Street Seconded by Mr Schmidt. Motion carried NEW BUSINESS Columbia Basin College Water System Design Agreement Mr Snider moved to enter into agreement with Columbia Basin College for the City of Pasco to design, inspect and administer construction of waterlines for Columbia Basin College and to authorize the Mayor to sign the agreement Seconded by Mrs Boothe Motion Carried MINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 16, 1984 NEW BUSINESS - Continued Project Self-Sufficiency - A Demonstration Program Offered by HUD Mr Snider moved that the Council recognize the importance of Project Self-Sufficiency to low income single parents living within Pasco and, therefore, authorize the City Manager to sign the necessary application materials Seconded by Mr Schmidt Motion carried ADJOURNMENT No further business, Mr Snider moved for adjournment Seconded by Mrs Boothe Motion carried Meeting adjourned at 8 50 P M PASSED and APPROVED this day of , 1984
