HomeMy WebLinkAbout02-06-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING CALL TO ORDER Meeting called to order at 8 00 P M by Joe W Jackson, Mayor ROLL CALL FEBRUARY 6, 1984 By City Clerk Councilmen present were Susan Boothe, Beverly Green, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilman Charles Grigg was absent from the meeting (excused) Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Jerry Conner, Acting Finance Director, James Ajax, Director of Public Works, Donald Francis, Chief of Police, Larry Dickinson, Acting Fire Chief, Webster Jackson, Purchasing/Personnel Supervisor and Gary Crutchfield, Director of Community Development CONSENT AGENDA Mrs Boothe moved to approve consent agenda Seconded by Mr Snider Motion carried by roll call vote of six (6) Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held January 16, 1984 b) Bills To approve General Claims in the amount of $373,034 81, Claim Warrant Nos 37383 through 37611, and to approve a 1983 expense of $5,323 91, said expense being payment for labor negotiations incurred in 1983 To approve Payroll Claims in the amount of $259,494 15, Payroll Warrant Nos 6978 through 7129, and 7130 through 7318 c) Authorization to Call for Bids - Liquid Chlorine To authorize staff to jointly call for bids for the City's 1984 requirements for liquid chlorine with the Cities of Kennewick and Richland d) Equipment Rental - Replacement of Golf and Cemetery Riding Mowers To authorize staff to call for bids on the purchase of one 72-inch riding mower for the Golf Course and one 52-inch riding mower for the cemetery Bids to be received for each mower with and without trade in prices, and the City having the right to make award to lowest responsive bid on each item Let the record show both items are replacement equipment being purchased through Equipment Rental Fund e) Appointments to Centennial '84 Executive Committee To confirm the appointment of Valoria Loveland and Phyllis Snuggs to the Centennial '84 Executive Committee, and to accept the resignation, with regrets, of Dude Boddy from the same committee VISITORS There were no visitors wishing to address the council at this time ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2488 AN ORDINANCE RELATING TO THE CRIME OF USING FORCE AGAINST ANOTHER AND AMENDING SECTION 9 04 030 OF THE PASCO MUNICIPAL CODE Ordinance No 2488 was read by title only Mrs Green moved to adopt Ordinance No 2488, relating to the crime of using force against another and amending PMC 9 04 030 Seconded by Mr Schmidt Motion carried by roll call vote of six (6) MINUTES PASCO CITY COUNCIL REGULAR MEETING FEBRUARY 6, 1984 ORDINANCES/RESOLUTIONS - Continued ORDINANCE NO 2 4 89 AN ORDINANCE RELATING TO WEAPONS AND IMITATION WEAPONS APPARENTLY CAPABLE OF PRODUCING BODILY HARM AND AMENDING SECTION 9 24 020 OF THE PASCO MUNICIPAL CODE Ordinance No 2489 was read by title only Mr Schmidt moved to adopt Ordinance No 2489, relating to weapons and imitation weapons and amending PMC 9 24 020 Seconded by Mrs Boothe Motion carried by roll call vote of six (6) RESOLUTION NO 1617 A RESOLUTION RESCINDING RESOLUTION NO 1558 AND AMENDING RESOLUTION NO 1478 RELATING TO THE COMMUNITY RELATIONS TASK FORCE Resolution No 1617 was read by title only Mrs Boothe moved to approve Resolution No 1617, which, upon adoption, rescinds Resolution No 1558 and amends Resolution No 1478, relating to the Community Relations Task Force Seconded by Mrs Green Motion carried NEW BUSINESS Council Representation on Tr-Cities Regional Research Bureau Board of Directors Mr Schmidt moved to re-appoint Beverly Green for another one-year term which encompasses February 1, 1984 - January 31, 1985 Seconded by Mrs Boothe Motion carried Equipment Rental - Sale of Surplus Vehicle Mr Snider moved to declare one 1969 Chevrolet Pickup, vehicle identification no CE-149Z-860978, surplus to the City's needs and authorize staff to sell said pickup to the highest bidder and direct that the proceeds from such sale shall be first received into the Equipment Rental Fund and then transferred to the General Fund, with the notation that equipment rental has no obligation for future replacement of the vehicle Seconded by Mr Schmidt Motion carried MISCELLANEOUS -
