HomeMy WebLinkAbout08-20-1984 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING AUGUST 20, 1984 CALL TO ORDER Meeting called to order at 8 40 P M by Joe W Jackson, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilman Charles Grigg was absent from the meeting (excused) Also present were Lee Kraft, City Manager, Jerry Conner, Finance Director, James Ajax, Director of Public Works, Donald Francis, Chief of Police, Larry Dickinson, Fire Chief, Webster Jackson, Purchasing/Personnel Supervisor, and Gary Crutchfield, Director of Community Development CONSENT AGENDA Mr Snider moved to approve Consent Agenda, as submitted, and additionally, Item Nos 3-I and 3-J, (Notice of Intent to Annex, Kidwell, and, Replacement of Police Vehicle) Seconded by Mrs Boothe Motion carried Consent items are as follows a) Approval of Minutes To approve minutes of regular and special meetings, held August 6th & 13, 1984, respectively b) Bills To approve General Claims in the amount of $291,563 80, claim warrant nos 39455 through 39609 c) Appointments to Community Relations Task Force To appoint Corina Gutierrez to the Community Relations Task Force in an at-large position to fill the unexpired term of Cos Edwards of December 31, 1985, and to appoint Abe Gonzales to the Community Relations Task Force in an at-large position to fill the unexpired term of Adolfo Torrescano of December 31, 1985 d) Appointment to Park & Recreation Advisory Council To appoint Ron Baker to the Park & Recreation Advisory Council to fill the unexpired term of Tim Magee of February 2, 1985 e) Appointments to Golf Course Advisory Committee To reappoint Roy Strode to the Golf Course Advisory Committee to a three-year term which will expire on August 1, 1987, and to appoint Lela Mason to the Golf Course Advisory Committee to a three-year term which will expire on August 1, 1987, replacing Arthur M Burke on the committee f) Resolution No 1642 A Resolution authorizing certain locations in the City of Pasco for Benton-Franklin Public Transit Authority Bus Passenger benches g) Resolution No 1643 A Resolution for the acceptance of work by Mid-West Construction at the East Pasco Neighborhood Facility to replace the gymnasium floor and commencement of a thirty (30) day lien h) Purchase of New Ambulance To approve the purchase of a 1984 model Trojan Type III Ambulance from General Emergency Medical Supply, Inc , for $36,063 00, F 0 B Pasco, Washington 1) Notice of Intention to Commence Annexation - Kidwell To fix 8 00 P M , Tuesday, September 4, 1984 in the council chambers at City Hall as the time and place for a meeting to determine whether or not the City will accept the proposed annexation j) Replacement of Police Vehicle To declare the need to purchase a replacement police unit an emergency and to authorize staff to dispense with the formal competitive bid process and purchase the Police unit from McCurley Chevrolet No further business to come before the council, the meetin 9 00 P M adjourned at Jac ,-Mayor , 1984 ATTES PASSED and APPROVED this 7 day o 1 s, City iler MINUTES PASCO CITY COUNCIL REGULAR MEETING AUGUST 20, 1984 VISITORS Mayor Jackson publicly read Proclamation, proclaiming September 23 - 29, 1984 as "Adult Day Care Center Week " He, then, presented it to April Collett, Executive Director of Benton-Franklin Elder Services and commended her organization for a job well done I REPORTS FROM OFFICERS B-F Transit Board Meeting Mayor Jackson attended Board Meeting on August 9, 1984 and they, primarily, discussed Conceptual Design of proposed bus barn Initially, they had anticipated a cost of approximately $2 to $2 1/2 million, but it has risen to approximately $6 million Due to cost, the Board had asked the architect to take another look for possible reduction of cost The design, itself, passed by a vote of 6 - 1 Councilman Snider was appalled to think the Board would even consider spending $6 million for a bus barn He called attention to various facilities around the Tri Cities and reiterated that they didn't come close to costing that much He felt the Transit Authority was squandering the public's money and should be held accountable for their actions Further, if they were making that kind of profit, perhaps they would like to give back 1/10 of the sales tax to the cities where it is needed NEW BUSINESS I Franklin County PUD/Conservation Standards A communication was received from Franklin County PUD which read in part " The Bonneville Power Administration (BPA) is empowered to impose a surcharge on District's power purchases if local jurisdictions have not adopted model conservation standards by January 1, 1986 The standards apply to both new and existing buildings One of the purposes of this letter is to suggest that you review your position on this issue, if you have not already done so " Mr Snider moved to acknowledge communication from Franklin County P U D , and further, direct staff to return a proposal to the Council within the next sixty (60) days Seconded by Mrs Boothe Motion carried MISCELLANEOUS - INCLUSING SUGGESTIONS FROM COUNCIL Councilman Snider requested an Executive Session of the City Council immediately following this meeting for the purpose of discussing land acquisition ADJOURNMENT
