PASCO CITY COUNCIL
REGULAR MEETING APRIL 16, 1984
CALL TO ORDER:
Meeting called to order at 8.00 P.M. by Joe W. Jackson, Mayor.
ROLL CALL:
By Deputy City Clerk. Councilmen present were Susan Boothe, Beverly
Green, Charles Grigg, Ira Schmidt, E. A. Snider, Joe Jackson and
Emerson Morgan. Also present were: Lee Kraft, City Manager; Greg
Rubstello, City Attorney; Jerry Conner, Finance Director; James Ajax,
Director of Public Works; Dennis Wright, City Engineer; Larry Dickenson,
Acting Fire Chief; Gary Crutchfield, Director of Community Development;
Alan Lobdell, Associate Engineer.
CONSENT AGENDA.
Mr. Snider moved to approve the Consent Agenda. Seconded by Mrs. Boothe.
Motion Carried. Consent items are as follows:
a) Approval of Minutes. To approve minutes of regular meeting,
held April 2, 1984.
b) Bills and Communications. To approve General Claims in the
amount of $303,627.73; Claim Warrants numbered 38210 through
38335.
To approve collection write-offs for utility bad debts in the
amount of $5,992.50, and turning this entire amount over to
the collection agency.
c) Resolution No. 1627. Petitioning the Washington State
Department of Transportation to consider grade separation
Improvements on U.S. 395 at Hillsboro intersection.
d) Pre-Vocational Employment and Training Program for Adult
Offenders. The Council concurred in the proposal which
the Corrections Clearinghouse intends to submit to the
Benton-Franklin Governmental Conference, which program
if approved, will provide a Pre-Vocational Employment and
Training Program for 60 adult offenders in the Tr-Cities
area, beginning July 1, 1984.
REPORTS FROM COMMITTEES AND/OR OFFICERS:
Tr-MATS Policy Advisory Committee. Mrs. Green's report addressed
issue of urban transit funds for vehicle traffic only rather than
bikes or the controversial issue of road Improvements.
Good Roads Association. Councilman Snider did not attend the meeting
due to illness.
ITarget Washington Conference. Mayor Joe Jackson attended this con-
ference which addressed nuclear holocaust.
Senior Citizens Advisory Committee. Made appointments to committees
reported by Mr. Morgan. Mr. Cooney had a formula for population and
size of county to amount of money they will receive. Mr. Fink gave
report reference programs available for seniors.

Parks and Recreation Advisory Council Meeting. Mr. Morgan addressed
several issues discussed at the meeting; Kurtzman and Richardson parks
irrigation was almost ready, pools almost ready, bleachers are ordered
for EPNF but won't be put in until the floor is resurfaced, new system
for treasury receipts, alcohol will still be prohibited in parks in
accordance with present ordinance.

PUBLIC HEARINGS AND COUNCIL ACTION ON ORDINANCES RELATING THERETO:
ORDINANCE NO. 2494:
AN ORDINANCE RELATING TO ZONING BY AMENDING PMC CHAPTER 22.82.
Ordinance No. 2494 was read by title only. Mr. Snider moved to adopt
Ordinance No. 2494 which extends the requirement for certain landscape
and screening compliance mandates for another three years. Mrs. Green
seconded the motion. Motion carried.
PUBLIC HEARING - PROPOSED EAST OF THIRD AVENUE L.I.D.:
Mr. Ajax gave some backgroung on the city's history of creating the
LID's. He explained what the new proposed LID would Include, removing
existing roadway and installing base rock, storm drains, gutter/curb
and paving the streets and some sidewalks. Ajax also explained the
formula for obtaining amount of assessment for a parcel of land.
Howard Giles of Randolph Plumbing and Heating, 116 West Bonneville,
presented a petition in which property owners east of First Avenue on
Bonneville, Shoshone, Sylvester and Tacoma Street wanted to be removed
from the LID. These owners felt there was little traffic on these
streets, it's primarily industrial and commercially zoned with the
exception of Sylvester and it has few residential houses on it. The
thinking was that it would be improved later on into an industrial
upgrade and the property owners would take care of it themselves.
Ajax said there was $150,000 of grant money available for the project
and those streets were a good buy for the money. Ajax felt Tacoma
and Sylvester should remain because it provides a route, there's
traffic to a railroad area, truck traffic that has been coming to this
area and staying off 1st Avenue.
Mr. Giles added that the northside of Bonneville and on up to Tacoma
are vacant lots. The owners have been trying to sell the lots for
15 years and wouldn't want to pay for an improvement.
Russell Green of 217 N. 3rd addressed the Council and wanted to know
how the LID was going to benefit him, his property does not touch
Shoshone and he uses alley as the access to his property.
Ajax explained ratio's used to assess the properties included in the
LID. Mr. Green's assessment is not much but it is felt there is a
special benefit to his property from the Improvement of Bonneville.
Jesse Coordes, 217 N. 1st, felt he would be paying a lot for an
assessment of his property which he was receiving no income from.
He felt the heavy trucks and the armory were responsible for the
damage done and their assessment if any, should reflect that.
Coordes wanted official protest put on record and in minutes as
official protest.
Virginia Skinnell, 123 Shoshone, asked why the city waited so long
to do this improvement. She admitted they needed nice streets, that
there were chuckholes. She felt the tax assessor would be raising
taxes, postal department will want cluster mailboxes and she was
against this. The property is not selling in this area. Mrs. Skinnell
also wanted an official protest on record of the LID.
Dixie Klashke of 324 W. Yakima was unable to attend the meeting but
the clerk read into record her protest of this LID.
Councilman Griggs urged property owners to look at this LID for storm
drains and streets. City was looking for best value, it was invest-
ment wise and houses have a better potential to sell. First Street
would be built to semi-truck standard and city would pick up the extra
money taken for the build up.

Mr. Snider moved to set April 23, 1984 as a Special Meeting to
consider an ordinance to create LID, water plant upgrade, bus stop
locations, signals on Sylvester, and Lewis Street access program.
Mrs. Green seconded the motion, motion carried.
ORDINANCES AND RESOLUTIONS NOT RELATING TO PUBLIC HEARINGS.
ORDINANCE NO. 2495:
AN ORDINANCE CONCERNING THE UTILITIES - OCCUPATION LICENSE TAX;
AMENDING SECTION 5.32.045 OF THE PASCO MUNICIPAL CODE.
Ordinance No. 2495 was read by title only. Mr. Schmidt moved to adopt
Ordinance No. 2495, which amends Section 5.32.045 of the PMC, to reflect
January 1984, as the beginning of ramp-down of utility tax for selected
utilities. Mr. Snider seconded motion. Motion carried.
ORDINANCE NO. 2496:
AN ORDINANCE PROHIBITING PARKING ON CERTAIN PORTIONS OF THIRD
AND FOURTH AVENUES; AND AMENDING SECTION 10.56.080 OF THE PASCO
MUNICIPAL CODE.
Ordinance No. 2496 was read by title only. Mrs. Green moved to adopt
Ordinance No. 2496, which prohibits parking on certain portions of Third
and Fourth Avenues, removes parking on North Fourth Avenue from Shoshone
Street to Court Street, plus 75 feet of parking on North Third Avenue.
Mr. Snider seconded the motion. Motion carried.
